Ukrainian President Volodymyr Zelenskyy confirmed that SpaceX’s Starlink and Starshield satellite systems have returned to normal operating speeds following restrictions that disrupted military communications and drone operations for more than a week.

Ukraine has regained full access to SpaceX’s Starlink and Starshield satellite communications systems after more than a week of restrictions that disrupted military operations, President Volodymyr Zelenskyy announced Saturday, Oct. 24, following diplomatic discussions with U.S. officials and renewed questions about who authorized the limitations.

The restoration allows Ukrainian forces to operate satellite-connected equipment at speeds exceeding 400 kilometers per hour, approximately 249 mph, reversing restrictions that had interfered with drone missions, battlefield communications and efforts to intercept Russian aerial attacks.

According to The Epoch Times, Zelenskyy confirmed that both Starlink and its military-grade counterpart, Starshield, had returned to their previous performance levels after the restrictions were lifted overnight.

“The most important thing today is that Starlink and Starshield operations have been restored to the speeds we had before all the restrictions,” Zelenskyy said in an official presidential address Saturday.

“The speeds are now where they need to be. The restoration began overnight, and by this morning, speeds were already sufficient to use this communication service.”

Ukraine’s Defense Ministry independently confirmed the restoration after conducting tests of the satellite communications network.

In a statement released Saturday, the ministry reported that its monitoring systems recorded stable connections on equipment traveling faster than 400 kilometers per hour.

The previous restrictions had limited some military equipment to approximately 160 kilometers per hour, or 100 mph, disrupting operations involving fast-moving drones and other battlefield systems.

The limitations had particular consequences for Ukraine’s efforts to defend against Russian jet-powered Shahed attack drones, which can travel considerably faster than earlier versions of the Iranian-designed weapons.

Ukraine relies on satellite communications to coordinate drone interceptions, reconnaissance missions, frontline logistics and military operations in areas where conventional communications infrastructure has been damaged or destroyed.

“This is crucial. This really matters: for our frontline logistics, for defending Ukraine against jet-powered ‘shaheds,’” Zelenskyy said.

Ukrainian Defense Minister Yevhenii Khmara credited the restoration to diplomatic efforts involving Kyiv and Washington.

“This is another example of how direct dialogue and the persistent stance of the President of Ukraine at the highest level deliver results,” Khmara said.

He added that restoring the service was especially important for frontline troops, drone operations, logistics and communications.

The disruptions began around Oct. 14, when Ukrainian military personnel reported unexpected restrictions affecting equipment using Starshield, the military communications system developed by Elon Musk’s SpaceX.

According to Reuters, the limitations forced some Ukrainian drone operations to be canceled or modified, while military officials sought an explanation from SpaceX and the U.S. government.

The incident prompted conflicting accounts concerning who had ordered the restrictions and why they were imposed.

Musk initially maintained that Starshield, unlike SpaceX’s commercial Starlink service, operated under U.S. government control and that decisions involving its military use ultimately rested with American authorities.

The Trump administration disputed suggestions that the White House had directed SpaceX to limit Ukraine’s access.

U.S. Secretary of State Marco Rubio previously denied that administration officials had ordered restrictions on the satellite network.

President Donald Trump also rejected reports that he had personally directed Musk to restore the service, although he said he would intervene if the problem persisted.

The disagreement intensified after Ukrainian officials questioned whether the restrictions were connected to Washington’s opposition to Kyiv’s continued attacks on Russian oil infrastructure.

Trump has criticized Ukrainian strikes against Russian energy facilities, arguing that they contribute to higher global fuel prices and complicate diplomatic efforts to end the war.

However, neither the U.S. government nor SpaceX initially provided a comprehensive public explanation for the sudden limitations.

Following the restoration, Musk acknowledged that SpaceX had imposed restrictions on the commercial Starlink service, alleging that Ukrainian forces had violated its terms of use by employing the system for offensive drone operations.

Musk distinguished those limitations from Starshield, which he said was governed by U.S. government requirements.

Ukrainian officials disputed suggestions that commercial Starlink connections were essential to long-range strikes inside Russia, maintaining that the affected high-speed capabilities were particularly important for defensive missions.

The competing accounts have raised broader questions about Ukraine’s dependence on American satellite technology for critical military operations.

Starlink has played a central role in Ukraine’s communications infrastructure since Russia launched its full-scale invasion in February 2022, providing connectivity for military personnel, emergency services and civilians.

Starshield provides additional capabilities specifically designed for government and military applications.

Ukrainian forces have increasingly incorporated satellite connectivity into unmanned aircraft, reconnaissance equipment and battlefield logistics systems, making dependable access important to military operations.

The restoration came amid renewed diplomatic efforts to negotiate an end to the conflict.

Zelenskyy said Ukraine was preparing further meetings with representatives of the Trump administration and European governments, while discussions continued over additional military assistance.

He also urged Washington and European partners to resume deliveries of air defense interceptors needed to counter Russian ballistic missile attacks.

“It is very important that deliveries of air defense interceptors resume – interceptors against Russian ballistic missiles,” Zelenskyy said.

The Ukrainian president thanked American officials and lawmakers for helping resolve the satellite communications dispute.

“I thank all Americans and all our partners who took this seriously and truly helped us,” he said.

Ukraine’s Defense Ministry said it would continue monitoring Starlink and Starshield performance to verify that the restored connections remain stable.

Although the latest announcement resolves the immediate communications restrictions, the episode highlights Ukraine’s continuing reliance on U.S.-controlled and commercially developed technologies for battlefield operations.

For Ukrainian forces, the restoration removes a significant operational limitation at a time when Russian drone and missile attacks remain a persistent threat to military positions and civilian infrastructure.
