Nguyen Tuy, good evening everyone
Please follow DKN's international news on the evening of November 14
Ladies and gentlemen, on November 14, the Israeli forces bombed southern Gaza after a tank went to the northernmost hospital in the region,
where health officials said dozens of patients, including newborns, died from power outages and fierce fighting.
The Israeli military has deployed a tank outside the Al-Shifa hospital, the main health center of Gaza.
The Israeli side accuses Hamas soldiers of using patients as bait.
The Israeli military said it was coordinating the transfer of the hostages to Gaza to evacuate the newborns from the hospital.
In the first comment since the report that patients died at the Al-Shifa hospital, US President Joe Biden said that the hospitals must be protected.
On November 13, Biden said,
I hope and expect that there will be less criminal activity related to the hospital and we will continue to keep in touch with the Israelis.
Prime Minister Benjamin Netanyahu said that the Islamic militias would pose a threat to the US and Europe if Israel was defeated in the current war with Hamas.
On November 13, Netanyahu said that the US was very supportive of Israel's military actions in the Gaza Strip.
However, he refused to stop all calls for shooting, because that would mean surrendering to Hamas.
Netanyahu shared in an interview with Fox News on November 13 that we have to win not only for our own interests, but also for the interests of the Middle East, as well as for the interests of Arab neighbors and the world in general.
We have to win to protect Israel. We have to win to protect the Middle East. We have to win for the interests of the civilized world.
It is a war that we are fighting, and it is being conducted right now. There is nothing that can be replaced by victory. If we do not win now, Europe will be the next victim.
Netanyahu said so.
The Israeli prime minister also accused the existence of a series of terror attacks between Hamas in Gaza, Hezbollah in Lebanon, Houthis in Yemen and the Iranian government.
During the ongoing conflict between Israel and Hamas, the US has proposed a temporary ceasefire for humanitarian purposes, to bring supplies to the Gaza Strip.
As the number of dead in Gaza is increasing, some US government officials have called on Israel's forces to contain it.
US Secretary of State Antony Blinken recently emphasized that too many Palestinians have been killed.
The IDF said it had destroyed the house of Muhannad Faleh Chd, one of two Hamas terrorists who killed four Israelis in a gunfight at a gas station near the Ely residential area on the west coast in June.
The house of the second attacker, Khalid Mustafa Sabah, was destroyed by Israeli forces last month.
Israel has repeatedly destroyed the houses of Palestinians accused of carrying out terrorist attacks and of colluding with them, according to the Israeli government.
German Defense Minister Boris Pistorius said the EU would not be able to achieve a target of 1 million missiles in Ukraine in a year, as promised earlier.
Earlier, in a meeting on March 20 in Brussels, the defense minister and foreign minister of the EU member states approved a plan worth 2 billion euros,
which is intended to supply 1 million 155-missile bombs to Ukraine before March 2024.
However, EU member states have so far only been able to supply 300,000 missiles from the Ukrainian government's warehouse.
Many countries are participating in a joint order of 155-missile bombs, but defense enterprises may not be able to produce enough to supply in time.
German Defense Minister Boris Pistorius said in a meeting with EU members in Brussels on November 14 that,
unfortunately, the warnings at that time were now true. We will not achieve the target of 1 million missiles. We have to admit that.
The German defense minister also said that, in the context of the disputes at the US Congress,
he was concerned about the possibility that the country would not be able to maintain arms and ammunition supplies for Ukraine.
The US is currently the largest military aid source for the Ukrainian government, with a total support of more than $43 billion.
Many EU officials say it is too early to declare an alliance that cannot achieve the target, despite more and more parties expressing doubts.
George Borrell, the top EU foreign policy official, said one of the major problems is that European defense enterprises are exporting about 40% of their output to other regions.
Borrell said, perhaps we have to try to shift production to Ukraine's priority, that would be a complete change.
On November 13, U.S. President Joe Biden had a meeting with Indonesian President Joko Widodo at the White House.
In the context of the two leaders preparing to hold the APEC conference in San Francisco,
the two countries have upgraded their relations to a level of comprehensive strategic partnership.
On the same day, the White House announced a joint statement by the two leaders of the United States and Indonesia,
that the two leaders mark a new period of history in bilateral cooperation as well as the friendship between the second and third largest democracies in the world.
In addition to the 75th anniversary of diplomatic relations, President Biden and President Widodo pledged to upgrade U.S.-Indonesia relations to a level of comprehensive strategic partnership.
In the past eight years since the establishment of strategic partnership between the United States and Indonesia,
the two countries have made significant progress in strengthening mutual understanding, trust and cooperation.
Now, in the framework of comprehensive strategic partnership, President Biden and President Widodo
have a plan to expand cooperation in all issues that the two countries are concerned about, including sovereignty, sustainable development and territorial integrity.
The leaders of the United States and Indonesia affirm that the two countries will continue to be close partners,
cooperate together to bring a better future for the people of the two countries and solve the emerging challenges of the 21st century.
U.S. Defense Secretary Lloyd Austin said the U.N. Command is concerned that China and Russia are helping North Korea expand its military capabilities
by creating conditions for Pyongyang to avoid U.N. sanctions.
On November 14, Austin gave a speech at a meeting in South Korea with defense ministers and representatives from 17 member states of the U.N. Command.
Austin said,
We are deeply concerned that China and Russia are helping North Korea expand its military capabilities by allowing it to avoid U.N. sanctions.
We are also concerned about the recent growth in military cooperation between the Russian Federation and the People's Republic of North Korea.
Washington accused Pyongyang of providing military equipment to Russia for use in the war with Ukraine.
In return, Moscow supports military technology for North Korea.
North Korea and Russia have denied any arms deal,
although the leaders of the two countries pledged closer military cooperation when they met in September in the eastern region of Russia.
China, the closest ally of North Korea, also said it was adhering to international obligations.
The joint statement of the U.N. Command and South Korea states that the U.N. Command will unite against any hostile or armed attack on the Korean Peninsula,
and condemns North Korea's illegal ballistic missile and nuclear programs.
A senior Taiwanese official said the government of Mrs. Thai Anh Van is trying to get the representative of the island to meet directly with US President Joe Biden
at the APEC summit held this week in San Francisco.
Taiwan attended the Asia-Pacific Economic Cooperation Forum, APEC,
called Taipei-China, and did not send its leader to the summit.
Mr. Ko Lap-Hung, head of the National Taiwan Security Council, told reporters in Taipei
that the government was heading to a meeting between the island's representative, Mr. Maurice Chang, and President Biden.
Mr. Chang is the founder of the giant chip company TSMC.
When asked if Mr. Chang was planning to hold a private meeting with Mr. Biden at APEC,
Mr. Ko replied that the two sides were discussing relevant issues.
The White House declined to comment on this information.
The US State Department said it had nothing to announce about the specific bilateral meetings on the side of the summit,
but the US president hoped to welcome Taiwan's participation.
A senior Taiwanese official said the island had requested such a meeting with the US leader at APEC in previous years
and the arrangement depended on the willingness of President Biden.
Like most other countries, the US has no official relationship with Taiwan,
but it is the country that provides the most important international arms and support for this democratic island.
Tensions about Taiwan may arise when Biden meets the secretary-general of the Chinese Communist Party, Xi Jinping, at the summit.
Mr. Ko Lap-Hung said that Washington and Beijing would be divided on key issues, including Taiwan.
According to Mr. Ko, this is a problem that both the US and China may not allow.
However, he also said that this meeting was necessary because it would be an opportunity for Washington to manage risks in the context of tensions between the US and China.
The leaders of the US and China will meet on November 15 at the APEC summit in San Francisco
in an effort to show the world that the damaged relationship between the two countries is being restored.
The face-to-face meeting between Xi Jinping and Biden at an undisclosed location in the Gulf
may be their last meeting before the US presidential election in November.
The question arises when they sit together for the first time in a year,
how to manage the broken relations during a US political season that will almost certainly be full of tough arguments with the Chinese Communist Party.
On the economic side, while Washington emphasized that it did not try to separate its economy from China,
they prefer to use less risky terms.
But the Biden administration continues to add to the blacklist of China's commercial real estate
in order to adjust the advanced chip manufacturing equipment export to Asia's giant.
According to Nikkei Asia, the two superpowers have different fundamental views on the future of their relationship.
Washington wants to build up a defense line to ensure that competition between them does not lead to conflict.
And Beijing says they need to know if the US welcomes a stronger China on the economic side.
Oriana Skylar Mastro, a Chinese scholar, said in a speech at the Stanford University last week
that Biden and Xi, like a couple who have decided to get married,
but they appear at the wedding and have not yet told any of their family members.
Mastro said,
The purpose of this summit is to tell the world that they know the world wants stability
and we will sit together and make some positive statements.
For me, I will not be at ease if I am a part of the rest of the world.
Xi and Biden met for the last time 12 months ago at the G20 Summit in Bali, Indonesia.
At that time, the Chinese leader told his US counterpart that we need to draw a correct path for the US-China relationship.
We need to find the right direction for bilateral relations in the future.
For Jack Cooper, a senior member of the US Business Council,
when the US and China talk about managing relations, they have different purposes.
Mr. Cooper commented that when the Chinese side mentions that,
what they really want to say is that they want the US to step back and give China space,
and about that to mediate, let China adjust the situation.
Therefore, we are talking about two completely different things, and this has happened for many years.
However, according to analysts of the Nikkei Asia newspaper,
both sides are now having a strong motivation to calm the tension.
The Biden administration has just sent to Congress a huge supplementary budget request
worth $105 billion to support allies in Ukraine, Israel,
and is not capable of opening the third and largest battlefield in the Taiwan Strait.
The country needs to carefully resume dialogue with the Chinese military to prevent and manage the crisis.
China stopped all such negotiations in August 2022
to pay off the visit to Taiwan by the then Chairman of the House of Representatives, Nancy Pelosi.
China also has a reason to meet with Mr. Biden.
Mr. Zhao Tong, a graduate student at Princeton University,
said the data released in the summer was a shock to China's leadership.
The data showed that the birth rate of this country decreased from 1.15 in 2021 to 1.09 in 2022,
the lowest among any country with a population of more than 100 million people.
At the same time, the second largest economy in the world has stood up despite the expectations of the Beijing government
for a rapid recovery from the outbreak of the COVID-19 pandemic.
Mr. Zhao said that China's leadership has only recently realized over the past few months
that China is facing unprecedented challenges, both domestically and internationally.
Now is not the time for China to move the ship and destroy the relationship.
This point of view has become clearer in the leadership.
Diplomats from other countries have also felt the change in the attitude of the Chinese government.
A diplomat from an APEC member state told Nikkei Asia that the first sign that Beijing is starting to soften
with the United States and its allies was at a meeting of the G20 leaders in India in September.
After Japan and China argued fiercely about Beijing's ban on the importation of all Japanese shipments
at the ASEAN meeting in Jakarta a few days ago,
the Chinese side suddenly remained silent when it was criticized in New Delhi.
The diplomat said that this change coincided with China's economic downturn in the current period.
Three years of implementing a strict zero-COVID policy has had serious consequences for China's economy.
China's exports fell by 6.4% in October, down six months in a row.
The price of pork fell by 30% that month.
The real estate market is still witnessing a decline in the number of new developments and the number of new homes after two years of adjustment.
Stability in the US-China relationship will be a very necessary benefit for China's economy.
It will also help Biden in the race to the White House if the market between the two superpowers is more stable.
The Nasdaq Composite index has increased by about 10% since he appointed California Governor Gavin Newsom to Beijing on October 25.
The Biden summit also took place two months before the election of the president of Taiwan.
The Communist Party of China will be happier to have a friendly leader with Beijing than President-elect Tsai Ing-wen.
Beijing will be wary of any language about Taiwan that appears at the APEC summit.
Analysts say that it is likely that Beijing will only agree to hold a summit with Biden because it feels reassured
that Washington will not make statements that cause controversy about Taiwan during the visit.
For example, Biden may just say that the United States maintains a one-China policy and stops his speech there.
Lyle Goldstein, director of the Asia-Pacific Settlement Program at Defense Priorities, said that Biden may avoid answering the question
whether the US has a military defense against Taiwan if it is attacked by China.
Goldstein added,
Biden has said four times that we will defend Taiwan. I don't think he will say that here.
Koichi Isobe, a retired general of the Japan Ground Self-Defense Force, warned that President Biden's desire to meet
and the excitement of establishing barriers in relations with China could send him a wrong message.
Isobe said,
It is extremely important that the United States, Japan and partners must have a common voice and convey a stern message to Mr. Xi at the APEC.
That message must make it clear that China's activities in the East China Sea and the South China Sea are unacceptable
and it must be conveyed right at the beginning of the meeting, before both sides start negotiating about cooperation.
Mr. Ta Fong, Chinese Ambassador to the United States, gave an opinion in a video message sent to a forum in Hong Kong on November 9,
that we are still facing serious challenges and there is still a long way to go to stabilize and improve bilateral relations.
The most important thing is that we need to find the right path for the two countries to meet in a new era.
