I'm state representative Stephanie mclin
talk from the 18th legislative district
I want to tell you about a bill I'm
running this session that would improve
students educational success by
restricting mobile device use in public
schools mobile devices are becoming a
constant distraction and they disrupt
the learning environment for everyone
smartphones can also increase harm to
students mental health either by
recording students without consent or
through increased cyber bullying
students use of mobile devices in
schools has also had numerous negative
effects on their learning and outcomes
in fact 60% of Washington students are
failing math and 50% are failing reading
one of the main reasons I introduced
this bill was to increase test scores
and grades numerous studies indicate
that banning cell phones improves
academic performance Narrows achievement
gaps and deters bullying my bill would
direct the office of superintendent of
Public Instruction or OSI to choose
pilot schools to implement a strategy to
restrict student mobile device use
during class time the schools would
report back to Opi with their findings
The OSI would report back to the
legislature after which the Washington
State School Directors Association would
be required to develop policy and
procedures for restricting student
mobile device use during class time
House Bill 2018 would create a safer and
more engaging learning environment for
everyone involved this bill has been
voted out of the education committee and
we'll now wait for a vote on the house
floor I'm state representative Stephanie
mclintoch thanks for listening and it's
