thank you Mr Speaker house joint
resolution 92 is amended by house
committee sub one is what we have uh
discussed earlier with uh the
contingency uh the way that has worked
in the past is uh it's been referred to
as discretionary
contingency uh the way that has operated
in the past cities and counties can uh
request uh that a road in their local
District or in their County or or city
uh receive what's being called
contingency or discretionary money and
that that request is sent up to the uh
transportation cabinet the
commissioner's office and then from
there it goes out to uh the Local
District Highway offices for
grading and they score them on a score a
scale of 1 to 10 10 being the worst
condition one being the
best and so from there it goes back to
the cabinet and then what has happened
in the past is those roads as funding
became
available uh those County Roads or city
roads would be a released for funding
and we we've all heard the press
releases uh of roads in our counties and
districts you know discretionary money
for whatever Road and so what we uh have
worked on is a different way of doing uh
that program
and what we have done is we've put in
the past we've only allowed uh budgeted
about $ 1010 million into that program
in this budget we have appropriated 20
uh 25 year or $25 million in each year
of the
bium uh 20 million of it goes toward
City and County Roads the other five
million would go to the governor's or
the cabinets uh contingency account and
what we have done with the $20 million
is defined in a road plan for cities and
counties uh those roads and we we got a
list of the what what we uh asked for
from the cabinet was a list of the
eights nines and tens which have
typically been uh the roads that that
get funded tens being the worst nine1
nines and eights being the next next
level down and uh with $20 million we
were able to fund
approximately uh $20 million there's
just a little bit uh left over uh of the
all of the tens which has been
determined by the cabinet to be uh the
most uh in dire need of
resurfacing and then most all of the
nines so which leaves the eights and so
this list is continually growing we
understand that and so we'll be back in
here next year uh with another
resolution that will get uh roads that
are being turned in by cities and
counties uh this year and there may
there may be some roads that are turned
in tomorrow even today or even next week
that would qualify as a 10 nine or an
eight uh and as we move through uh
through the process some of those roads
could potentially be included uh but for
now we have the list that we were
provided was uh sufficient enough to get
this process started and we we have
included all of the tens and uh most of
the nines and then they're they're
listed and once this resolution is
passed those counties will be able to uh
draw down on that money and get their uh
their County Roads uh city streets uh
resurfaced uh and then we have where we
have
included okay uh we're including $5
million that was discussed for the
governor or the cabinet uh for emerging
situations so I'll be happy to answer
any questions about house joint
resolution 92 otherwise I'll would move
for passage as amended by house
committee sub one
