Lilian Lowrey: Alright.
Welcome, everybody.
My name is Lillian Lowrey and I am the Grant Manager here at
SSBCI with the Department of Treasury.
I'm joined today by my colleagues, Terrie Riley, Grace
Mahaffey, Anya Sorensen and Jay Flowers.
We are here to participate in technical assistance semi-annual
report training.
So hopefully you are on the right call.
Next slide, please.
Today we're going to be covering where the report is, when it is
due, and who needs to submit it.
We will then show you the template.
We will give you a demo of how to submit the template on the
portal and provide you with resources and have an open floor
for questions.
And as I stated at the beginning of the training, we will be
recording this and sharing that recording with you including the
presentation that will probably be distributed in the coming
days.
Next slide.
So what is the semi annual reporting? That is a component
of the grants management life cycle.
It falls in the post award monitoring and oversight phase
and it's where federal agencies monitor grantee financial
performance.
The SF425 is a cumulative report which captures the financial
status of an agreement at a specific point in time.
This report indicates how much money has been drawn down and
the remaining balance left at the end of the reporting period.
So pretty much this is how the federal federal government knows
how funds are being used.
If you were in TA office hours a couple of months ago, we might
have gotten confused with which questions was being asked.
And the answer might have been given that for the 425, it's not
cumulative, but the SF425, the federal financial report, is
cumulative.
We also have the annual report and that's not cumulative.
Just wanted to clarify that portion.
So by submitting your SF425 timely, you are complying with
Treasury's reporting requirement and we capture certain data
elements to be able to do our analysis, including the award
information, the reporting period and most importantly the
information about how TA grant program funds are being used,
which are your expenditures and then again the remaining
balance.
Next slide please, when are semi-annual reports due to
treasury?
They are due either on October 30th or April 30th depending on
the reporting period.
So for a reporting period that starts in April and goes until
the end of September, they will be due on October 30th.
For the reporting period that starts on in October 1st and
goes until the end of March, they are due on April 30th.
For this specific report, you are going to be reporting data
from April 1st, 2024 to September 30th, 2024 and the
report is due October 30th, 2024.
On the table over there you can see the next reporting cycle for
the life of the award.
Next slide please.
So who needs to submit the semi-annual report to Treasury?
It will be anybody who received grant funds on or after
September 1st of this year.
No, it's not.
It is anyone who received grant funds on or before September 1st
of this year.
I'm reading my notes to myself here.
Just realize that I totally wrote that wrong.
So anybody who received funds on or before September 1st, if
there's anybody here who was granted an SBOP award on this
call, you do not need to submit one this reporting cycle because
you do not have any funds just yet.
Again, you are going to be able to download a copy of your SF425
and the portal to begin completing their semi-annual
report.
And once it has been completed, the recipient should upload,
certify and submit their complete report within the
submission window.
For future reference, the submission window begins the
first day after the end of each semi-annual reporting period and
stays open for 30 days.
All right, next slide and I'll pass this over to my colleague
Anya.
Anya Sorensen: Thank you, Lillian.
I will be walking through how to fill out the SF425 for semi
annual reporting.
You will also have instructions for it on a reporting user guide
and you'll have this video available to you to assist in
filling out the report.
So we'll go through all of the different elements.
The first one is federal agency and organizational element to
which the report is submitted.
So that is the US Department of Treasury State Small Business
Credit Initiative, SSBCI Technical Assistance.
The second data element is the federal grant or other
identifying number attached assigned by the federal agency.
So that is a number that you will be able to find on your
award.
It typically starts with SSBCI, a hyphen, and then a series of
different numbers.
But again, if you don't know that number, you will be able to
find it on your award.
The 3rd element is the recipient organization.
This is your eligible recipient designee.
So you want for that to fill out the recipient organization name,
the street, the 2nd street if applicable, the city, the
county, state.
You don't need to fill out the province, the country is the
United States, and the zip or postal code.
Something to note about this one is for zip or postal code, it
will ask you for the full zip code, not just the first 5
numbers.
So make sure you include that entire zip code there. 4a will
be your UEI, which is the UEI for the recipient organization,
your eligible recipient designee.
4a is a great way to tell if you are filling out the right form.
Older versions of the SF425 may say DUNS number instead of UEI.
So if you see that, that's a great indicator that you are
filling out an old version of the form and to download a new
version of the form.
And Jay Flowers will show you how to do that when he walks
through the portal.
4B is your EIN and 5 is the recipient account number or
identifying number.
Number 6 is the report type.
This is going to be your semi-annual report.
So you would want to indicate that there and then seven is
your basis of accounting, whether you're using a cash or
accrual basis for accounting.
And there are slightly different instructions for different parts
of this depending on if you are using a cash or accrual system.
So make sure you reference the instructions for your accounting
basis. Number 8 will be your project or grant period,
your period of performance.
You will want to put the start date of your grant and the end
date of your grant.
These dates can be found also on your award,
if you do not know those exact dates.
If you have previously submitted an SF425, such as in the last
reporting period, and you submitted incorrect dates, we
did reach out and let you know what those correct dates are.
So you can also verify the dates you're using there based on if
you reported previously.
And please note that we do check the exact dates there, so please
use your exact period of performance
start and end dates here. Number 9 is your reporting period end
date, which for everyone reporting in this period
will be September 30th, 2024.
And as Lillian mentioned, this is a cumulative report through
September 2024, so from the very inception of your grant through
September 30th, 2024.
So now we can move on to the transaction section.
And if you forget that this is a cumulative report, it will tell
you right here.
So just always make sure you're using that cumulative data.
So starting with the federal cash section for cash receipts,
A, you want to report the cumulative amount of funds
received, the actual cash received and that should equal
the funds that you have been disbursed.
Most of you have only received one disbursement, so that should
just equal the value of your first disbursement.
So we'll say for example that I have received 100,000 and we'll
enter that there. B is cash disbursements and this is the
funds disbursed for direct charges for goods and services,
the amount of indirect expenses charged to the award in the
amount of cash advances and payments made to sub recipients
and contractors.
So this is the funds that you have used of this award.
Let's say I have used 30,000.
C cash on hand will automatically calculate based on
the values entered for A and B.
And this is the remaining funds you have available to you.
Moving on to federal expenditures and unobligated
balance.
D total federal funds authorized.
This is your total potential award.
So here you would want to report your total potential award.
And let's say in this case, my total potential award is
300,000.
And you'll notice that that 100,000 is 1/3 because if you
received over $250,000 for your total potential award,
this is disbursed in three tranches.
So for E federal share of expenditures, what exactly
constitutes an expenditure does vary based on your basis of
accounting.
So you're unsure what you should be reporting for your basis of
accounting,
please make sure to reference the instructions there on what
you should report.
Let's say here mine equal 30,000 which you'll notice is the same
as the cash disbursements and that very may very well be the
case for you as well.
So F federal share of unliquidated obligations, this
number represents obligations that have been incurred but have
not otherwise been paid or where an expenditure has not been
recorded.
Something to note here is that unliquidated obligations are
allowed, but if there is a high number reported in this field or
if Treasury notices that there tends to be unliquidated
obligations carried across multiple reporting periods, we
may reach out to you with questions there.
But please note you may report 0 here.
That is totally fine, but it is also allowable to report
anything here.
And something else to note here is that you should not include
any commitments where an obligation has not been recorded
on paper.
So for example, commitments to sub-recipients or contractors
where that obligation has not been made or documented should
not be included here.
So G total federal share, that's the sum of lines E and F and it
will automatically calculate for you.
This is what we use in determining when you're eligible
to come in for a next disbursement.
And H, unobligated balance of federal funds. That will be your
total federal funds authorized minus your total federal share
and that is also automatically calculated for you.
Moving on to your recipient share, for most of you, you will
report 0.
This is reflective of your matching funds if you have any
matching funds.
So for I total recipient share required, that's where you would
indicate any matching funds required by your award.
We'll say that I have no matching funds, which is what we
expect for most of you.
We'll enter the zero there and then J recipient share of
expenditures that would be any expenditures paid for using
those matching funds.
Again, for most of you this will be 0.
So for this example, I'll enter 0 here and then K will
automatically be calculated based on what you enter in I and
J.
Moving on to program income, we do not expect most jurisdictions
to report program income, but if you have any to report, please
do so here.
On line L you would report the total federal program income
earned.
For my example, we'll say that I have no program income, which is
totally acceptable and in line with expectations.
But if you do have program income, again, please report it
there.
M is program income expended in accordance with the deduction
alternative.
So if there is any program income, SSBCI does not require
it to be expended with the deduction alternative, which is
when that program income is used to reduce the federal funding.
So if you do have program income, we still do not expect
to see anything reported on line M. Line N program income
expended in accordance with the addition alternative.
This is any program income used to amplify the impact of the
program and offer more services.
If you have any program income here that you've expended in
accordance with the additional alternative, you would report
that there.
But since I have no program income, I'll go ahead and add 0
in both lines.
So O does not automatically calculate.
O is unexpended program income, which is line L minus M and N.
So you'll have to enter that here.
And that is just the remaining unexpended program income that
you have left to use.
And please note, unlike the capital side, the technical
assistance side of SSBCI does not consider interest program
income and please refer to your grant agreement for additional
details on that.
Moving forward to indirect expenses for A, you would put
the type of the rate, whether it's provisional, predetermined,
final or fixed.
B would be the rate exactly, like 5% or
10%. C is period from and period 2 which is the effective dates,
effective start date and end date of that rate.
D would be the base of that expense and for E amount
charged, you would calculate it based on multiplying B and D and
that would just be the amount charged based on that rate and
the base of that expense.
And then F would be the federal share of that expense, which may
be the entire amount charged and then you will see it total at
the bottom.
So 12 would be a place to make attachments.
But please do not attach anything to your SF425. If you
have any attachments, you can do that in the portal.
And Jay Flowers will walk through how you can attach any
attachments or any additional information in the portal.
Last but not least, section 13 is the certification and this
should be filled out by your authorized representative or
your authorized official.
You should include their first name, their last name, the
title, telephone number, and e-mail address, as well as the
date the report will be submitted.
And then they should sign it as well.
And please be aware that the only person who can sign this
document would be your authorized official or your
authorized representative.
And there should be information about that as well in the portal
that Jay Flowers will demo next.
And that concludes the walkthrough of the template.
Terrie Riley: Thanks Anya, before we move on to Jay's demo,
are there any questions about completing the SF425?
The question is, is a federal share of expenditures always the
same as a cash disbursements?
I think what we said was that would that would be based on
what your method of accounting is.
But for the most part I think that would be the case.
So if interest isn't program income, where do we put that
amount?
I'm not exactly sure where would you report interest earned on
the four SF 425?
Lillian, do you know the answer to that?
Lilian: I'll pull up real quick and I'll provide that during our
question and answer session.
Terrie: Thank you, Wisty.
So one of we did kind of skip a slide regarding the account
roles.
Would you mind going back to that one, please?
Anya or Grace with slide 6.
Lilian: And go ahead, Terry.
Terrie: No, go ahead, go ahead.
Lilian: It is roles that you need to have for access in
submitting the semi-annual report.
So there are three roles, main roles in the portal.
One is the account administrator who can view and download a
template.
The account POC can also upload the report that you have.
And the authorized representative is the one who's
going to have the most authority under the rules that they can
view, download the template, upload the report, and then
certify and submit the report.
So if a user without that authorized representative role
tries to certify, they will not be able to.
They'll get the message saying only the authorized
representative may submit.
And we want to emphasize that the authorized representative
role is just a role and the portal.
We also have an authorized representative in the TA grant
agreement itself,
who is the official with the authority just signed that grant
agreement on behalf of a recipient.
So we just wanted to make those clear.
So if we have somebody who's trying to submit the reports and
you're getting that message, it's probably because the role
that they have is not an authorized representative.
Terrie: And at this time.
Now, I'd also like to, if anyone has any issues or anticipate
that they may have some issues with accessing the portal,
please comment or provide your name in the in the chat room and
we will work with you separately to resolve any issues that you
may have accessing the portal.
So Jay, I'll, I'll pass it off to you now.
Thank you.
Jay Flowers: All right, thank you.
So we are going to take a few minutes to do a demo of the
portal before I do so I just shared 2 links with inside of
the chat.
The links are very similar.
The first one is going to take you to a a general screen where
you're going to be able to choose the programs that you
want to log into, meaning SSBCI.
The second one will take you directly to our SSBCI program
and within the portal, it's going to take me about 30
seconds to load up the back end for the demo.
In the meantime, if there's anyone, this is going to be an
ongoing theme,
if anyone has not logged into the portal before or has maybe
not logged in in a while or has typically had issues with
logging in the portal, I will ask you to go ahead and try to
give it a shot right now while I load up the the UAT environment
for this demo.
And we also encourage you to log into the portal as quickly as
you can as early in the submission window to submit this
semi-annual report so that if there are any login issues then
we could address those as Terrie mentioned, offline as needed.
OK, I am ready to start the demo.
So again, that first link that has the CARES Act and it does
not have the SSBCI at the end is going to drop you straight to
this page where you're going to be dismissing this warning.
And then you're going to scroll down just a little bit to find
the SSBCI program.
You're going to click on to that and watch as I click on that,
you're going to see the URL up top, add the SSBCI tag to it.
So as I click that and you see the SSBCI home page, so that
second link with inside of the chat is going to take you
directly to this page.
So we're talking about the TA program reports and you would
find that on the left hand side and it's going to be the
technical assistance program reports tab.
And clicking that it takes you with inside of my reports area
where it defaults to your TA program semi-annual reports.
Your page may not look like this, means it's not going to
have all these reports.
I'm in my demo area, so I have a bunch of things going on here.
But you should be able to find your semi-annual report.
And the key is it's going to have a light blue pencil
if it's your first time logging in and you're with inside the
submission window, which we are, which is October 1 through
October 30.
So you find your record with the pencil and then you also take a
look at the reporting period, make sure that's correct and
look at the submission window to make sure that that is correct.
So in clicking on the pencil icon, it takes you inside of
your semi-annual report.
I'm going to take a minute or two to go over the navigation
and we'll take a look on the left hand side.
You're going to see four different sections and you can
navigate through each section by clicking on each one of the
sections.
Then also at the bottom of the page, you're going to have a
back button
if you're on the last page. And scrolling down again, you're
going to have a back button and a next button
if you're on page 2 and page 3. We're going to scroll back up to
the top and on the right hand side we're going to have a
widget that is sticky and this will stay here regardless of
what section that you're clicking into.
This widget shows your jurisdiction name.
It also shows the reporting period, which is again, this one
is April 1st, 2024 through September 30th, 2024.
So I also want to show you what the deadline is and you're going
to have a status of what the semi-annual report is.
So right now it is not started because I just clicked on the
pencil for the first time and then we're going to navigate
back over to section one.
The first thing that probably jumped out at you is going to be
this red lettering.
And this again is going to tell you what the semi-annual report
covering activity period is.
And again, it's April 1st through September 30th.
So I was going to show you what the submission window is, which
is October 1 through October 30th.
We were just alerted that inside of our production environment,
meaning when you guys click on the links to get inside of the
semi-annual report, this number down here is a little different.
It's going to say October 31st.
And this is something our developers are aware of and it
will be fixed most likely within the next 24 hours.
And down in this area just tells you that the recipients are
required to submit the form SF425 on April 30th as mentioned
by Lillian a little earlier, and for the current one on October
30th.
And again, it's going to say 31st for a day or so, and then
it will be corrected to 30 to match what the deadline is in
the widget.
So this first section just give you some user instructions.
We ask that you read through this to make sure that you're
familiar with what's going on with the reporting. Inside of
the instructions
we do have a link to the program reporting guidance, and there's
a second link to the program reporting guidance.
We also have a link down here to the information inbox.
So if you have any issues or questions while you're trying to
submit a report, we ask that you reach out to us through the
information box.
And as always, copy your outreach manager in that
communication just to make sure that we give you the proper
attention needed to address your needs.
Moving on to Section 2, this section is going to be the
recipient information, and this is going to be eligible
recipient information.
Again, I'm inside of my demo area, so I have a bunch of dummy
data in here, but this is going to have your recipient
information here.
So if you see anything that looks incorrect or that needs to
be updated, we ask you to reach out to us to make sure that we
get that corrected for you.
And scrolling down just a little bit.
We have a contacts area.
We put this in here just to give you guys a window into the the
accounts or your contacts inside of your accounts just to make
sure that you have the correct people inside of your account
that may potentially want to access the semi-annual report or
may be reporting on your behalf or uploading or downloading on
your behalf.
If there's anything in here that does not look correct, we do
have a self-service function where you can click this word
page and this is going to take you over to the Treasury
COVID-19 Relief hub and then click in that.
That will allow you to alter your account in terms of the
context of the inside of your account.
Once you're on this page, we have a little quick blurb about
the accounting roles, a little bit about what Lillian just
mentioned a minute ago, and I'll go for that again for you.
And then you're going to have a certification section here.
If this is the first time logging in and trying to change
contacts with inside of your account, you're going to have to
click this certification before this designation form pops up.
And in the certification, this means that this is the person
that is allowed to add people to your account on behalf of your
jurisdiction.
So we just ask you to enter your name in here and then click
submit.
Once you click submit, this designation form is going to pop
up.
And then you can click on the designation form.
And this is where you can either add a new contact or you can
click a pencil next to a contact and edit the roles or the title
or the name or e-mail address that is currently inside of your
account.
So I'm going to click add a new contact and inside of add a new
contact.
You need to add everything that has an asterisk as a required
field.
So your first name, your last name, your title name into the
organization, and an e-mail address.
And then you have the ability to click the drop down to select
the appropriate roles for the person that you're adding inside
of the board.
And as Lillian mentioned a little earlier, we have a couple
of different roles.
We have the SSBCI account admin and that is the one again that
can view and download the quarterly report, I'm sorry, the
semi annual report.
We also have the SSBCI account POC.
They can view, download and upload on behalf of your
jurisdiction.
And then we have the SSBCI authorized representative.
This is the least restrictive role, meaning they can do
everything inside of inside of the portal.
This person could do everything that the other could do, but
these ones can also submit and certify on behalf of the
jurisdiction.
So once you have everything added here and you have the
appropriate roles selected here, you just hit add new contact.
And once you do that, then your table will be populated with
that.
Again, I'm inside of my testing environment and we have it a
little different.
But once you do that and follow those steps, then you should be
good to go.
One thing I will mention is that anyone that is new logging on to
the portal, they're going to have to complete ID.me in order
to enter the portal.
We suggest as a best practice is to add that person here first
and then have them click on the portal link.
Either one of the portal links that I put inside of the chat
and that will prompt them to either log in with their
existing ID.me e-mail address or it would have them initiate the
identification verification process through ID.me.
Once all that's done, then they will have access.
And if you have any issues with that, please reach out to us at
the information inbox and include your outreach manager
and we'll be sure to take care of you.
So I'm going to close this out and we're going to jump back to
the semi-annual report and we were in Section 2 and now we're
going to move over to Section 3, which is going to be the
document upload section.
Inside of here we have a couple of links where you can download
the blank SF425, these both links.
And then we have a little bit of information just for you to
read, just to make sure you're again comfortable with what's
being presented here with inside of the portal.
Once you have your SF425 downloaded and filled out and
you're ready to upload it in the portal, you come to this Section
3 and you scroll down a little bit and you're going to have two
upload areas here.
This first one is going to be the one that you click to upload
your SF425 and you click upload files.
You navigate to the area where you have saved your completed
SF425, click it and hit open and that is going to start to upload
to the back end.
So once you see the blue done, you click that and then that
file is going to be dropped down into a table.
And don't be alarmed when you see the word final.
That is something we always do as a prefix just to identify on
our back end that this is the one that was uploaded on your
behalf.
So you will have the name of the file and you'll just have final
in front of that.
If you made a mistake and uploaded the incorrect file, you
can click the box right next to the file and hit delete files.
You're going to get it confirmed as deleting the file will
disappear and then you repeat that process by clicking upload
files and selecting the correct file and clicking done.
And then you'll see the file drop down into the table.
As Anya mentioned, there are some times when you would desire
to provide us with additional information that would help to
support anything that you put inside of the SF425.
And I believe Anya mentioned not to upload it with inside of the
SF425, but you can upload that additional documents here under
the additional documents uploader, same as SF425 upload
here.
We would click upload files and you'll notice over here that we
accept the PDFs, Excel and Word documents.
And you would find where that document is that you save and
then you upload that additional documents file here.
Once you click done, that will drop down inside of the the
table down here.
One thing to mention, the SF425 is required and you'll notice
that we have a little red asterisk next to that.
The additional documents is not required.
So if you do not have any additional documents to help you
explain your SF425 information, you do not have to upload a
document here.
So the documents are uploaded and we're going to move over to
Section 4, which is the certification and submission
page.
Again, just kind of take a look here and read everything that
you have here to make sure you're comfortable with what's
being presented inside of the portal and when you're ready.
And again, the authorized representative role is the only
role that can submit at this stage.
So you have everything submitted in Section 3, you move to
Section 4, and then you come down here.
And I always suggest to copy the name here and then paste it into
the window here.
I say that because this window is case and space sensitive.
So if I put a lowercase S or any kind of lowercase within the
word and I click submit and I'm going to get an error message.
So we just simply ask you to again copy your name here, the
whole name and paste it into the window, and then you can click
certify and submit in the one.
So you should get a confirmation up top, a success confirmation
that everything has been submitted and you'll see that
the status on the widget has changed to submit it.
Now if you're inside of the the submission window and it's
before October 30th at 11:59 Eastern, you do have the ability
to unsubmit your report.
So say on October 21st, you say, hey, I had some information that
needed to be updated or it was incorrect.
You have the ability to click on submit, confirm that you want to
unsubmit.
The documents will be deleted from the sections, the upload
sections.
It takes you back to the document upload section, but
you'll see those documents are gone.
So you just simply go back through your upload files
process that we showed a little earlier with the new document
that you would like to submit.
So in clicking that, we'll go back over here, we'll select
that, we'll hit open and you'll see a file complete uploading,
and then you'll see the file jump into the table.
I'm going to add the additional documents again, and you'll see
the uploader and then you'll see done.
Then you'll see the file jump down into the table at the
bottom.
Now you can go back to Section 4, scroll down, copy your name,
paste it into the window, and click certify and submit.
You'll get a confirmation up top and at this point you are fully
submitted.
So with that, that ends the demo of submitting your semi-annual
report with inside of the portal.
I'm going to stop share and I'm going to turn it back over to
the TA team.
Terrie: Hey Jay, we did have a question in terms of is there a
limit in the number of contacts that could be added?
Jay: There are not. It is unlimited.
I wouldn't say add 300 people there, but you know it's no
limit to adding those.
Terrie: We can go back to the slide deck.
There were some questions in the in the comments, particularly
there was one from Jessica and I'm not quite sure I understand
the question.
Jessica, when there are TA funds committed but not distributed
due to the lag time and receiving the second
disbursement, how do we document it on SF425?
Jessica: Terrie, thank you for taking that question.
I was just wondering if there is a way to document when our TA
providers provided the services, but because of the lag in time
in receiving the second disbursement, that means that
part of their funding was not able to be distributed to them.
So is there a way to document that on SF425 if needed?
Terrie: So and just bear with me as I follow the the logic in
this.
And so what is happening is you completely dispersed your first
tranche and and you have not yet come in or you have come in for
your second, but there are obligations that you
are ready to disburse, but you don't have the funds to do so.
Is that what you're describing?
Jessica: Yes.
Terrie: Then that would put you in a negative unliquidated
obligation.
I assume because it would exceed your federal share.
So we would not want you to get in into that situation.
And so are you close to your 80% threshold?
Jessica: No, this is solely hypothetical.
Terrie: OK, OK.
But yeah, that would be where you would document it in your
unliquidated obligations.
Yeah.
Lilian: Just to follow up, if you're very close or again if
you have not received your second or third disbursement and
you're using your own funds to cover and then you would then
reimburse yourself and you happen to be in the period of
performance, you would be in that category where it would be
a negative amount being reported.
But we don't want that to happen.
So if you are at 80% or getting close to 80%, come to us and
we'll assist you with processing a future disbursement.
And I know it's not the topic of the conversation here, but we
will be sharing guidelines and and documentation for
disbursement requests that is upcoming and we'll have more
information on that.
One quick thing I want to mention is that the main
recipient, so the organization that has the grant with the
Treasury is the one who should be submitting this report.
If we happen to have subrecipients on this call, you
will report up to the main grantee and then in turn they
submit the SF425 to Treasury.
And if you're not sure if you're the subrecipient or the main
recipient, we want the submission from the organization
who signed the grant agreement with the Treasury Department.
Terrie: Another point of clarification, what we would
like to clarify is that the semi-annual report is a
financial report only.
And with that said, the template that you all are referring to or
have had some exposure to is for your annual report and that's
only due once a year.
When we review your semi-annual report, if we have any questions
about your execution, if we see that there hasn't been a lot of
activity or you appear to be not expending funds or you're still
below a certain threshold, we may follow up for more
information with regards to your execution.
And we are still looking on how to report interest earned and so
we'll make sure we get that response back to you as well.
So has everyone tried to access the link?
Michelle, that's correct. The narrative update is not required
but it is optional for the semi-annual report.
Has anyone tried to access the portal or you're experiencing
any issues?
I did post a link to our next office hours where we will be
also addressing any other questions you may have about the
semi-annual report.
But if you experience any issues with accessing the portal,
please submit a submit an e-mail to the
[email protected] that will be routed to our
operations team.
Please also copy your OM and they'll be sure to make sure
that your issue is resolved promptly.
Lilian: Troy, do you have a question?
I see you posted a comment, so don't know if there's a question
associated with that.
But again, if we have any subrecipients on the call, you
usually report the information that is under SF425 up to the
main grantee to the recipient.
And in turn they conglomerate the report if they have other
subrecipients or their own expenses and send it back to us.
Terrie: So Jay, Whisty has a comment about how to add and
subtract people from the list or who are, I guess who are on
contacts.
Jay: Yeah.
So that is that a comment from Whisty?
I wasn't sure if that was a comment like a statement that
it's good or she's having issues.
Whisty, are you having any?
Whisty: No, I'm not having issues.
But it was one of those things when I logged in, I saw this
list of people and now I understand how to start taking
them off.
Jay: Yeah, Yeah.
Whisty: Or at back end.
Should I run into the need.
It was helpful to hear how to do it.
Jay: Yeah, no worries.
And what I also did Whisty is I put a self-serve document in in
the chat and that will also help you out.
So if you have any issues, again, reach out to the
information box.
Some of you reach straight out to your outreach manager or some
of you reach straight out to me.
Continue to do whatever is comfortable, but it's best if
you include that information box so that any other person on the
operations team can help out.
Lilian: Cheryl 2CFR200 has the link how it should remit
payments for interest in excess of $500.00.
But we'll also be sure to include that when we are sharing
the slide deck and the recording the information.
Cheryl: I just do want to make a note that I'm not delighted
about having to return any interest earned in that our own
jurisdiction we are doing we are operating this program totally
in kind.
So you know, to put have to return any dollars that we earn
on the award is not fun, but we can do what as directed.
Thank you.
Lilian: Yeah, that that's with every federal program unless
that specific section of 2CFR200 does not apply.
Jay: Lillian, if I can, I see a question from Kathleen Baxter.
If you need to delete a person, how do you do that? With inside
of the portal, you do not have the ability to delete because
each one of those contact records have so many touches
relational across our Salesforce platform that if you need
someone delete it for the purpose of not having access to
the portal, you can just remove the roles and they will not have
access to the portal.
But if you absolutely need that person deleted, meaning not
showing up in your account, you can reach out to us at the
SSBCI_information, copy your outreach manager and we'll be
able to take care of that for you.
Lilian: Troy, to your question, yes, the grantee will be
reporting that they have disbursed the full amount, but
they have to keep record of how the subawardees are spending the
money.
So again you report everything that you need to report up.
The grantee will get any information that they need to
complete the report and send that to us.
But the grantee is managing the award just like Treasury's
managing the award and the grantees behalf.
So it's just a little bit of an oversight overall
differentiation there.
Terrie: Thanks for your questions, Joy.
Lilian: Yeah, thank you everybody for your questions.
So reminder again, we will have office hours on the date the
report is due, we will have support.
So if you're having any difficulties, we should be able
to troubleshoot with you that day, but don't wait until then.
As Jay mentioned, try to go in now, get that done, get that
completed so you can check it off your plate.
We're here to support you if you have any questions.
The e-mail address is over there displayed on the screen right
now.
It has been posted on the chat and you can also contact year OM
who will if they cannot answer the questions, reach out to us
again.
We will be sharing the recording in the training to the
distribution list on this e-mail.
So however it is that you've got the information to dial in, we
will be sending an e-mail sharing the information and
we'll include the additional information we discussed here
today, including interest income information. Terrie: And the
training will also be loaded on the resource page on the SSBCI
portal as well.
Date to be determined.
Lilian: Yeah, if we happen to be able to upload it quickly, we
will share the link with you.
All right.
If we have no more questions, we can end the call.
Thank you again everybody for joining.
Hope you have a good rest of your day.
