we are
elected we are the closest to the people
in the Commonwealth of
Kentucky by their consent and ongoing
consent laws are made to make sure
they're bound and supported and helped
by those same
laws people who are in an administrative
agency serve a valuable function but it
is not Universal and all-encompassing
nor are they elected by the citizens of
Kentucky nor are they held accountable
by the citizens of Kentucky as we
are this will be a more efficient system
much like at the federal level when
Chevron Defence is put to the side and
we've seen what filtering what Ripple
effects have occurred and the government
still continues on but hopefully it's
getting better at the state level it
doesn't necessarily introduce confusion
I think that it will increase Clarity
when you have an administrative agency
that pushes the envelope based on their
EXP
expertise that's beyond what their
statutory authorization is or it's a
matter of preference to continue to push
the envelope on an
interpretation sometimes despite what
industry input might be we can receive
that input we can respond with statutory
Guidance the courts can look at
denovo
tightly and accurately and appropriately
tightly made administrative regulations
that are in accord with statutory
directives not their own directives this
will increase efficiencies in this
system it will get better decisions
faster and it bols out of this Mr
Speaker do we trust experts I'm not sure
what that means but experts to run state
government or do we as Representatives
elected by the people run state
government that's your central question
I support this bill and I hope everyone
else does thank you
