thank you Mr Speaker last year through House Bill 563 uh we had established the Kentucky W Waters program to help um struggling Water and Sewer districts all across the state after implementing it for a year um I sat down with Kia over the interim to get their feedback and have Incorporated some of the changes that they've requested so that we can make sure that we truly are uh targeting the um distressed districts um and with that Mr Speaker would you please have the clerk report house committee substitute one cler please report house committee substitute one the house bill 741 General from brast So within house committee substitute one um we addra addressed the best management practices um that KIA can look at administering um in order to help these districts improve we also uh give equal weight to Water and Sewer projects whereas before water projects had a a slight Edge in the scoring rubric um and with that I would move adoption of house committee substitute one motion is for the adoption of house committee substitute one is there any discussion the committee substitute seeing none those in favor signify by voting I I those oppose nay house committee substitute one is adopted General from rockastle thank you Mr Speaker I've explained what the bill does and what the committee substitute does Mr Speaker if there are any questions be happy to to answer those but I would move for Passage M of House Bill 741 as amended by house committee substitute one
