From the flooding of houses in Guangxi to the drought in Camtuc, the extreme weather is putting China in an unprecedented situation.
This is not just a climate story, but also a severe test for the ability to operate the crisis of a centralized controlled country,
when the country and the country at the same time. The question is, is God punishing the Chinese?

And here is the content of today's topic.
I got there, the water was overflowing, the sky was white, I didn't have time to calm down.
My motorbike died, I couldn't stop, I didn't move, I just stood there looking at the flowing water.
Then I realized, I stepped into the flood.
That's what a citizen told me when I just set foot in Vinh Chau City, Hunan Province, China.
The sentence is short, but it opens up a whole picture of flooding that is affecting southern China in the middle of this year.
In just a few hours, what was a street, residential area, signage,
now turned into a vast river, vehicles from cars to motorbikes lying in the cold under the water.
The people are in a state of panic, and the water suddenly rises, flooding the house, rolling everything.
In the videos that have appeared on the Chinese social network,
the streets of Lanzhang County are flooded with water.
There are places where even a few cars are flooded, some are flooded to the roof,
the upper floors are flooded, the residents are all in the middle of the river,
some are in a hurry to carry things, some are swept away by the cold water, the tables and chairs, the furniture in the house.
In another video, the scene is even more horrific.
A white car is stuck in the middle of the river for almost a meter.
On the roof of the car, a few children are shaking, waiting for help.
Below is a pool of water, there is no way around to escape.
It is no longer a warning, but a reality.
Fortunately, there are people who don't turn around.
Mr. Ha, a local businessman, along with two friends,
rushed into the pool of water, pushing each child out of the car, flooding the water.
The water is nearly 1 meter deep, running very fast.
He said, the water has flooded the chairs sitting in the car.
We each carry a small bucket, take it to a safe place.
And they are not the only case.
In the residential area of Tanlang, the garage of the car was flooded with water,
the water in the drain was running like a flood river.
Many cars were swept away or half-flooded.
Videos from people revealing images, everyone was in a hurry to run away.
People shouted, it will be, it will be.
No way, the whole area was flooded.
Another woman, standing alone in the middle of her house,
where it used to be a shelter, now becomes a pool,
she pointed her hand to the door.
Looking at this, the water is still coming up.
See all the empty things are flooded.
I live alone, can't move many things.
But I tried my best.
Look, the water is still so high, the door is flooded with water.
What happened in Vinh Chau City is no longer a unique phenomenon.
A large area has flooded the water.
The central health center of Thong Chung district,
which is considered a flood-avoidance point,
is now flooded with water,
to the back of adults.
The Chinese society is flooded with negative comments.
Every year, it's the same.
Just go to the festival of Duan Ngo, it's a flood.
Many people criticize the low-level system,
lack of maintenance, lack of warning,
while the government always finds out too late.
And that's just the beginning.
Ho Nam is submerged in a flood.
In Lan Trang district,
which is considered the flood zone of Ho Nam province,
the water still has no sign of stopping.
Every passing hour, the water level rises,
slowly but fearfully,
as if it is swallowing each street,
each house.
On social media, videos continue to be shared
at face-to-face speed.
Familiar scenes,
cars flooded by water to the roof,
many floating boats on the road like toys,
abandoned shops,
abandoned homes of many families.
Now there is only the sea and the floating objects.
And more worrisome is that the flood has not stopped.
On May 20, the Ho Nam emergency management office
issued an official warning.
From May 22 to May 23,
the central and northern areas of this province
will continue to suffer heavy rain,
up to very large,
along with streams,
whirlwinds and strong winds.
The risk of flooding and earthquakes
is set at the highest level.
The Meteorological Center also issued a specific forecast.
From the night of May 21,
a heavy rain will fall from the north to the south.
In 2 days, from May 22 to May 23,
many areas will have heavy rain,
along with strong winds from level 8 to level 10.
These rainstorms can make the river smaller and higher,
causing unexpected flooding.
And not all,
the Ministry of Water Resources from China
warns that heavy rain will flood
main rivers such as Yangtze, Taihu
and nearby rivers.
Some small and moderate rivers
can exceed the level of flooding.
The question is, is China ready to face it?
Guangxi, Guangdong flooded,
houses collapsed and died.
If Ho Nam is the water,
then to Guangdong and Guangxi
everything has been flooded.
It's a disaster.
Early in the morning on May 18,
the village of Binh An,
in the city of Cao Chau, Guangdong Province,
woke up in a terrible landslide.
Rocks fell from the mountain
at 7 a.m.
In just a few minutes,
it covered the entire residential area.
Seven people were trapped.
The rescue team later found six people.
Three people died,
three others were injured,
but they are stable.
One person is still missing.
The footage from the scene
is a living example of the word
natural disaster.
The flood covered the entire village.
The trees were just cut down.
The roads, roads and boards
were all submerged under a thick layer of mud.
The houses were torn down.
The roof was broken.
The door was broken.
The roof was broken.
The door was broken.
The city of Cao Chau estimated
that the mud was up to
about 6,000 square meters,
starting from the point
just 20 meters away from the house.
One person said briefly,
it's over, it's over,
the silence was like the mud.
Not far from that,
Ho Ha Township in Guangxi Province
did not escape the flood.
The streets were no longer there,
the water covered everything.
Right in front of the government building,
the water level rose like a large lake.
The roads were no longer visible.
There was no distinction between the sidewalk
and the sidewalk.
On May 17 and 18,
the province of Guangxi experienced
continuous heavy rains.
Cities such as Ngoc Lam,
Bac Sac, Bac Hai and Vu Chau
suffered the most damage.
This flood is commonly described
as rare in history.
Official data confirmed
that three people died.
One person died in Bac Sac.
In addition,
another person died
due to the flood in Ngoc Lam.
But according to locals
and clips recorded,
the actual number
may be much higher.
In Duong Phu District,
images from residents show
that the flood flooded
the entire area.
One person said,
I woke up,
I saw the security guard was flooded,
the car was also flooded,
it rained heavily last night,
now everything is wet.
And in Thuc Chai Town,
Vu Chau City,
the situation is no different
from the flood of the century.
On May 18,
the town was hit by more than 140 mm of rain
in just 2 hours.
According to the report of the local meteorological station,
the road was flooded
in a whirlpool.
The car was swept away
like a bamboo leaf,
the goods from the residents
flew along the water.
A car repair shop in the area
confirmed that a series of cars were damaged,
many were submerged in the water.
The staff hurried to leave
the vehicles that could be saved.
The Central Water and Forestry Center in Quang Cay
reported that from 8 am on May 18
to 8 am on May 19,
heavy rain fell on cities
such as Ngoc Lam,
Nan Ning, Linh, Vu Chau.
5 rivers in the area
have passed the flood level
and that is only the first few days of the rainy season.
The Chinese people are afraid of floods.
Floods,
rivers, riverside roads,
seawalls, people calling for help,
floods, clashes in the middle of the siesta.
But not all the water
comes from the sky.
Some of the stories and fears
are poured down from the very lakes
that have been once called
the iron wall against the sky.
The Ministry of Water Resources of China
identified large reservoirs,
including Tam Hiep Dam,
that carried out flood relief
in response to the overflowing rain.
For the government,
this is a common measure
to protect the safety of the construction.
But for the people of Hanoi,
it is a man-made flood,
not a timely warning.
They will not know when the water will come,
not know how much,
and not know who will take responsibility
if the house, property,
is swept away at night.
Water expert Vuong Lac
replied to Western media
that calling these floods
normal is incorrect.
He pointed out that the reservoirs
in China are operated
according to a term called
flood control level,
which is the highest level
allowed in the rainy season.
Beyond this term,
the problem is that
this level is often set too low
and the forecast system
is not reliable enough.
In Tam Hiep Dam,
for example,
there is a normal reservoir level
of 175 meters compared
to the sea level,
but the flood control level
is only 145 meters.
About 30 meters away,
equivalent to more than
100 meters,
the flood control level
is not even 145 meters.
As a result,
the water not only flows
into the river,
but also flows directly
into the house,
the road,
the parking lot,
the fields of the people below.
The deeper problem,
according to Mr. Vuong,
lies in the model of management
of the flood control system.
In other words,
the person in charge of the reservoir
will take personal responsibility
if an accident occurs.
In other words,
if there is no discharge
and a breakdown occurs,
the manager will be prosecuted.
And if the early discharge
causes a flood,
they can be prosecuted
for natural disasters
Therefore, in the absence
of accurate data and models,
the people in charge
choose the safest way
for themselves to discharge
immediately when there is a risk,
although the price to pay
is a flooded residential area
in the country.
The difference is clear
when compared with Western countries.
Discharge in developing countries
still happens regularly
For example, in 2011,
the United States opened the Morgan Dam
in the state of Louisiana,
moved the Mississippi River
into the Atchafalaya floodplain
where residents live
to protect the city of New Orleans.
All information is released publicly
and people are evacuated.
And if the property is affected,
there will be insurance or the government will compensate.
In China, when floods come because of landslides,
there is no floodlight,
there is no early warning,
there is no responsibility from the central government.
The rest is silence,
fear of flooding every rainy season.
And the worst thing is that people
not only have to worry about the rain from the sky,
but also have to be afraid of floods
from administrative decisions
that they never knew before.
The North China Sea caught fire,
the heat wave attacked,
people drowned,
the road was flooded.
When the South China Sea is submerged,
the North China Sea is safe
under unprecedented heat.
A heat wave hit in mid-May,
fast, strong and fierce.
The provinces of Henan,
Hubei, recorded a record
temperature of 40.6 degrees Celsius,
Xi'an 39 degrees Celsius,
Tai'an 38.1 degrees Celsius,
numbers that even in July
are rare.
This happened again in mid-May.
On the social network,
many videos recorded
the scene of electric bikes under the scorching heat
to the point of waking people up,
giving children shivers
because their feet are swollen
when they step on the road.
People's rubber sandals
were washed out in the middle of the street.
The state of China
described the road
as stepping into a stove.
Meteorological stations recorded
the ground at 63.1 degrees Celsius,
and electric bicycles
at 73 degrees Celsius.
The heat not only affects
life, but also disrupts
the economy and services.
Hot bars are crowded with customers,
while deliverymen,
the largest labor force in the world,
constantly report overheated phones,
body heat,
even people have to take a break
because they can't stand the heat.
Some delivery drivers say
they are forced to stop receiving orders
from 11 a.m. to 3 p.m.
to avoid traffic jams.
The Hunan Meteorological Administration
issued a warning about the scorching heat
and dry winds from May 19 to 21,
affecting the entire central area,
the east and north of Henan province.
The danger is not only from the temperature,
but also from the prolonged drought,
increasing the risk of fire,
reducing the ability to breathe
and directly affecting groups of people
like the elderly, children,
and heart patients.
However, there is a bright spot
in this situation.
According to meteorologist Zhang Ben
from China Meteorological Network,
this heat wave will not last long.
From May 22, the temperature in the north
will drop sharply.
Some areas may drop to 15 degrees Celsius
within 24 hours.
This will be a necessary heat relief
not only for the human body
but also for the social mind,
which is also stressed by the harsh weather.
But even when the sun goes down,
a question remains.
Why do extreme weather events
from flooding to heat
happen in the same time
in the same country?
Are we, the people living under this sky,
still in the center of the policy
or are we just numbers
in the map of risk?
When disaster becomes a sign of humanization,
China is not only facing
a flood or a normal heat wave.
In less than two months,
this country has suffered
from a series of extreme weather events
that have been widely reported
in the country for more than a century.
From heavy rains like Quacheng,
high sandstorms from Tuong Thanh,
snowfall in the middle of spring
and high winds of 14-15 degrees
in both the north and south,
everything happened in a row
and did not recover in time.
On May 8, Vu Xuong District,
Hau Nam, was hit by a storm
with high winds of 13 degrees
and a large tree branch.
On the same day,
the city of Tay An,
the Southwest,
was hit by a combination
of normal weather,
heavy rain, large rain,
strong winds, lightning.
The day before,
the city of Cach Moc,
Thanh Hai,
was hit by an orange sandstorm
with a sand wall
hundreds of meters high
like a god's wave.
On May 5,
the city of Bao Dinh,
the Northwest,
was hit by heavy rain
and lightning.
In April,
the city of Lam Huyen,
the Southwest,
was hit by a storm
with high winds of 12 degrees.
Only in 3 days,
from April 11 to 13,
23 provinces of China
recorded high winds
over 12 degrees,
breaking records
at 64 national meteorological stations.
Sandstorms hit Guangdong,
Hainan, Inner Mongolia,
Northeast China,
recorded 10-34 cm of snowfall
in the middle of the spring.
In the South,
it rained,
the wind was strong,
and Beijing did not escape.
16 stations recorded
high winds of 12-14 degrees.
In the South,
only Mondouqou,
recorded 14,
as well as Shanghai,
Zhejiang,
which also recorded 10,
but what was happening
was no longer a coincidence.
Commenting on the scene,
a voice reflected
wrote that the constant
concentration of extreme climate
phenomena in such a short time
according to the ancient Chinese
was a sign, a sign,
a sign of God's love.
In Eastern media,
it is not only a physical effect,
but also a reflection of the
fall of God,
as a deterrent for those in power
when society falls into chaos,
morality changes,
people are treated like tools.
And the truth is,
in all the disasters that have just happened,
it is easy to see,
especially in a society
where there is no place for responsibility.
The flood did not report,
the landslide did not warn,
the dead did not mention,
the house collapsed,
no one came,
the management system was full,
the load of responsibility
fell to the level of the facility,
the head of the local government
took care of the chair,
the people saved themselves.
A country with a system of
flood protection,
the forecast system is advanced,
but people still have to
hang up the car to call for help.
It is not the fault of nature,
it is the failure of the government.
When the policy is made for power
instead of people,
because every rainstorm,
every sunshine will not only be a disaster,
but a man-made disaster.
China is getting hot,
not only because of climate change,
but also because of the insensitivity
of the system and the cries
from Lanzhang, Hoha,
and Jiangsu,
not just a cry for help
between the rivers,
but a loud voice
from a country
that is gradually losing
its ability to protect itself.
