AK Parti Grup Toplantısı
I would like to extend my warmest greetings to all of you.
I am very pleased to be with you once again
for the purpose of our group meeting
I would like to extend my warmest greetings to all of you
I wish you all the best for our group
In the same way, I hope that the 4th legislative year of the 28th period, which began on October 1,
will be a good year for our parliament, all our deputies, political party groups and parliamentarians.
First of all, I would like to extend my warmest thanks to all our deputies in our group,
that is, to you, for your efforts in the past legislative year.
I would like to extend my warmest thanks to you on behalf of my country, my people, the AK Party organization and myself.
From October 1, 2024 to July 21, 2025, you have really worked hard during the 113 meetings.
You have signed important activities.
You have failed to support the Nationalist Movement Party,
the Main Opposition Party and the Marginal Accusers' attempt to suppress the parliament.
In the last legislative year, our parliament passed a total of 32 legislation proposals,
including proposals for the approval of 7 international agreements.
We have responded to the expectations of our people in a large-scale manner,
from the Education Law to the Educational Profession Law,
from the punishment and execution regulations to the use of firearms and unauthorized guns,
from cyber security to the salaries of our retirees and holiday gifts.
Yesterday, our Gazi Assembly and our AK Party Group
have shown a standing worthy of appreciation.
We have taken the lead in the courageous attitude of the Turkish Grand National Assembly,
which is an example of all world parliaments.
Our group did it, our deputies did it, the Republican Union did it.
I congratulate each of you with all my heart for your stand that translates to the conscience of our people.
May Allah be pleased with you.
I would like you and the citizens watching us on the screens to know this very well.
Most of the children and women, 67,000 of our Gazi brothers were martyred,
nearly 170,000 Gazi victims were wounded.
We are doing everything we can as Turkey to end this mass slaughter as soon as possible.
We are making every effort from humanitarian aid to diplomatic contacts,
from the cessation of trade to the recognition of the Palestinian State.
In our meetings with world leaders,
the increasing aggression of Israel and the genocide in Gaza are always at the forefront.
If there is no obstacle, we draw attention to the disasters that the Israeli government,
which is acting in a desperate manner, can cause in our region.
Our goal is to ensure permanent stability in our region without more innocent people dying,
without more destruction, without more blood and tears flowing.
It is our greatest desire that the pain of the Gazi victims, which they have suffered for two years,
is heard as soon as possible.
We want to remove President Trump from this agenda,
On the one hand, we are in constant contact with our Foreign Minister and our head of the National Intelligence Agency,
and on the other hand, with our interlocutors.
Hamas, the Palestinian resistance organization, has given a very positive response to President Trump's peace plan.
Thus, it has clearly revealed its will for peace.
However, this is a fact that peace is not a one-winged bird.
It is neither fair nor correct to put all the burden of peace on Hamas and Palestinians,
nor is it a realistic approach.
The biggest obstacle in the way to peace right now is Israel's attacks.
Despite President Trump's clear calls, Israel continues to attack with a positive atmosphere.
If peace is really desired, Israel's attacks must be stopped immediately.
The Israeli government must understand that there is no place for blood, murder, terrorism, and murder.
For two years, even Hitler was left behind in the crimes of genocide.
Two and a half million people, who were imprisoned for 365 square kilometers, were subjected to all kinds of cruelty and barbarism.
Journalists, doctors, humanitarian aid workers were massacred.
They used hunger as a weapon and killed innocent children out of hunger.
They turned Gaza into a mass execution site.
But whatever they did, they could not break the resistance of the people of Gaza.
They could not kneel down to the heroic children who defended the lands of Gaza.
Although they turned Gaza into the world's largest children's cemetery, they could not surrender the people of Gaza.
As long as there is oppression, there will always be those who resist the oppressors.
As long as there is occupation, there will always be those who resist the invaders.
A peaceful and just peace is the most reasonable choice for all parties.
Today's meetings in Sharm el-Sheikh are critical and important.
We hope to receive good news.
We will continue to strive for this.
In this process, we will never leave our Palestinian brothers alone.
On Sunday, October 5, in our 81st year, I thank the millions who are marching for freedom.
I sincerely congratulate our women who are supporting the oppressed by organizing a silent march for Gaza.
I have said before and I repeat today.
Just as our Syrian brothers were freed after 14 years of oppression,
I hope that our Palestinian brothers will also be successful.
A Palestinian state with a capital east of Jerusalem will be established on the basis of 1967 borders.
May God be the help and support of our Palestinian brothers.
May God make the souls and places of our martyrs heaven.
Dear MPs,
As a party, we did not stay idle in the summer months with our entire organization.
In our general center, in our members of the Central Decision Management Board, in our MPs,
in our women and youth units, in the summer period, we were fully on the field.
With their 100th anniversary meeting in Turkey,
we came together with different parts of the society throughout our country in 49 days.
In these meetings, we listened to our nation's criticism and determinations.
We noted their ideas.
We listened to their assessment, which opened up brand new horizons for us.
I would like to express this by underlining it again.
We are a party that makes its political journey under the leadership of the people.
At every step it takes, we are a cadre that first listens to the people, then to the voice of conscience,
and moves in that direction.
I always say,
the people are the ones who founded this party.
The people are the ones who took power only 15 months after its founding.
For 24 years, they have been standing behind our party like a mountain,
and they are the people themselves.
For 24 years, we have been taking our face from the people only.
We are walking upright, without bending, without bending, in the direction that the people have drawn for us.
I hope that from now on, we will not deviate from the path determined by the people,
At this point, our new legislative year is very, very important.
A very busy agenda awaits us in the new period.
As the AK Party and the Republic Alliance,
we aim to make our parliament's fourth legislative year a much more efficient working period.
I expect active contribution from each of you in all stages of the parliament,
Before I forget that our primary duty is to legislate,
I hope that we will devote most of our time and energy to it.
We will not allow the main opposition to distract us with empty agendas and empty discussions.
We will be vigilant against every attempt to cover up our love of service to the people and the country.
Look, I drew attention to the opening speech of the parliament.
The AK Party is the party of reforms in terms of nature.
We have experienced the great transformations and reforms in Turkey in the last 23 years.
We imagine the legislative year we are in as a period in which we have implemented critical reforms in many areas from the economy to local governments to rights and freedoms to justice.
We are all witnessing the misguidance operations carried out in the last period in which the lack of balance and control in local governments has had a devastating effect.
Billions of liras have been embezzled by municipalities,
Akbabas have been taken hostage,
but there is not even a fraction of the service, work, investment and investment in the middle.
The people who give authority with the expectation of service,
but are not more than a handful of rifles that grow, spread, and inflate bank accounts.
These problems, which both damage the trust of local governments and undermine the quality of service, must be addressed.
With the latest scandals, the faith in municipalities, which has been thoroughly smeared, must be restored.
In the same way, we are in the ideal preparations in the areas of industrial transformation, digital transformation and green transformation that will prepare the economy of Turkey for the future.
God willing, we will soon present them to the appreciation of our parliament.
Our wish is that everyone supports this reform move, which will further increase transparency, accountability and efficiency in public.
Supporting our efforts to support the main opposition, which is the cause of the loss of trust in municipalities, will be a kind of intercession for their sins.
My dear brothers and sisters,
While the situation is like this, I call on the school principals to apologize to the people for not being able to collect their garbage in a regular way.
I call on the school principals to apologize to the people for not being able to collect their garbage in a regular way.
First of all, save the people from garbage mountains and smell.
First of all, clean up your bribery mud.
You have no mercy, no conscience.
You ruined our 25-year service in 3-5 years without putting a single plus on it.
You took our cities 25-30 years ago.
You make the people miserable in traffic every day.
You are apologizing to us face to face.
Come on, you are not ashamed of the nation.
At least be afraid of God.
Come on, you have no respect for yourself.
You have no respect for our citizens waiting with water cans in their hands in Ankara.
You have no respect for our people who are trying to go to school, to work, to the office among the garbage mountains.
When you look in the mirror, don't you ever get angry?
Do you ever get angry?
You knew how to go to the group class with a gas can.
If your heart is enough, now go to the class with a water can.
Who are you afraid of?
Look, I'm telling you very clearly.
Normally, a politician who has respect for himself and his people does not try to blame after all this.
He never tries to shake the agenda.
He gives the account of his incompetence, his incompetence to the people.
There is an excuse for every scandal that the gentleman has caused.
But he has no heart, no courage, no respect to account to the people.
What can we say?
This is all that happens with the puppet president.
He can't get out even if he wants to, except for the coordinates given.
They have been doing controlled opposition literature for years.
But as a result, they have become controlled presidents.
Dear friends, as yesterday, our will to turn the Turkish democracy into a new civilized constitution is still today.
No matter what the conditions are, we did not break away from this goal and we will not.
The rest is not personal concerns.
There are global reasons.
This is a known fact.
Both the 1961 constitution and the 1982 constitution are full of traces of security for national will to the political parties, which are an integral part of this democratic process.
This authoritarian spirit, which permeates the essence and word of constitutional texts, has built bridges, castles and towers that will make its existence known in many places.
Despite the comprehensive revisions in the recent past, the need for a new and civil constitution could not be fully met.
A civil constitution that rejects the bad legacy of military interventions that divide our democratic experience from the wisdom of the people, not the coups, is still our greatest longing.
The goal of a new and civil constitution has been in front of us for decades as a national issue.
In line with the needs of our age, in line with the demands and expectations of our nation, 86 million people need a new social contract.
This need is felt more and more every day.
Moreover, almost all political parties openly admit this need.
I would like to say this again.
The 1982 constitution has already fulfilled its purpose.
We cannot reach the 100th anniversary of Turkey with the existing constitution, which is a product of a mentality that believes that justice is established by hanging from one side to the other.
As a political institution, the sooner we can solve this problem, the greater our service to our country and our democracy.
We are very hopeful about this from our parliament in the 28th term.
I hope that when concrete opportunities arise to fulfill this longing in the coming period, political excuses and categorical objections will be put aside.
As the AK Party and the Republican Union, we are in a constructive approach to this issue and we emphasize that we are ready to act with a comradery spirit.
I would like to see a similar attitude from the opposition.
It does not mean that we will separate in matters that are in favor of the country and the nation.
Of course, we will compete. Of course, we will fight on a democratic basis.
Of course, we will sometimes criticize each other with the hardest expressions.
But while doing this, we should not completely abolish the dialogue, dialogue and diplomatic culture that has been instilled in the nature of politics.
It is not correct to describe politics with the concepts of friends and enemies.
There are no enemies in politics. There are no opponents and opponents.
There is a rival or an ally.
Anyone who defines politics through the concepts of friends and enemies clearly betrays Turkey and Turkish democracy.
We reject such a distinction in politics.
We will not condemn ourselves to this duality.
We have never been in the politics of tension, polarization, and camp politics.
I hope we will not be in the future.
We will continue to make politics with an encompassing and embracing concept that keeps the sensitivity of every member of 86 million.
Here I would like to express this with great satisfaction.
The table that emerged on the first day of the new legislative year has been a means for our hopes to increase even more.
It is very important for our political parties to come together in response to the invitation of our esteemed chairmen to the president of the assembly and to have a conversation in mutual respect.
There is no side to be criticized for a friendly tea conversation.
It is in the nature of politics to maintain a minimum level of connection, respect, and politeness among the actors under different political roofs.
I repeat, none of us are enemies.
We are rivals who run in different circles to serve the nation.
The circle of democracy is wide.
It is not the limit of anyone to narrow it.
It is a job that the main opposition party has to do on the first day of the assembly.
No matter what the main opposition party does, it is close to us.
We are neither happy with the existence of the CHP, nor are we devastated by its absence.
However, we will not be indifferent to this in the case of a disrespect to national will and the Gazi Assembly.
The CHP and its marginal comrades were disrespectful to the people by escaping from the special session of the assembly on the first day.
Not only that, but they also threw their triggers on politics in the media and social media.
Because they shared a cup of tea, they were exposed to the most disgraceful insults.
I have to say this clearly.
Journalist, academician, politician, social media figure Maskeli, this lynch chorus is primarily the work of the CHP.
It is the work of the CHP mentality, which sees politics as a friend and enemy.
The headquarters of the lynch chorus is also the CHP headquarters.
They have targeted our party for years.
They attacked us without any purpose.
They have been doing it for years.
Now the same chorus is targeting everyone who enters the photographic square.
It is trying to crush, wear down and suppress those who come in front of it.
Mr. Özel also manages the situation himself with the policy of run to the rabbit, hold on to the bowl.
Mr. Özel, they don't eat.
You can neither swallow this to us nor to the nation.
I repeat.
The reactions given to the photograph are no exception.
It is the outburst of the fascist mentality of the CHP.
Either you are from me or your politics have become concrete.
Our ancestors said that this will not come out.
This is exactly the case with them.
Years have passed, but there has been no change in the fascist codes of the CHP.
Not the CHP, but an independent politics.
We have seen that there is no tolerance for a photograph that does not belong to him.
I say that my Lord should not put this nation in their hands.
They will do what they have to do.
We will continue to do the right thing for our country and our nation.
We have not accepted them so far.
We have not given them a price.
We will not accept it from now on.
We will evaluate the new constitution of the parliament with the strong resistance we will put in ourselves as the republic alliance and with the broad agreements we will provide on national issues when necessary.
We will evaluate the new constitution of the parliament in the most efficient way.
I would like to thank each and every one of you for your contributions to the general assembly commission and group work.
On this occasion, I would like to thank our partner in the republic alliance, the Nationalist Movement Party, and Mr. Devlet Bahçeli once again for their support in every struggle we have entered so far.
I would also like to thank the presidents of the political parties that have contributed to our assembly despite all the violence of the lynch chorus.
Dear brothers and sisters, we have continued our work uninterruptedly in the months of August and September, when our assembly was on vacation.
We have also visited the cities of Bitlis, Muş and Malatya, as well as our programs in Ankara and Istanbul.
We have also visited many countries, especially China and the United States, abroad.
We have proudly represented our nation at international summits.
We have bravely defended the rights and legitimacy of our country.
We have been the voice of all the oppressed from Palestine to Syria, Somalia to Sudan.
We have sought solutions to the conflicts in our region through telephone diplomacy.
We have continued our routine meetings with the cabinet, the Central Executive Board, the Central Decision and Governance Board, and the mayors.
Now, if you like, let's take a short look at all of these.
Let's watch these on the screen.
President Erdogan, on the one hand, continues his efforts to strengthen and expand Turkey through the Peace Diplomacy.
Turkey has implemented an effective diplomacy in order to stop the conflicts in its region and the bloodshed.
Turkey has implemented an effective diplomacy in order to put an end to the Israeli attacks in Gaza and to ensure that unceasing humanitarian aid is delivered to the region.
This is a fact that babies, children, and the elderly have died of starvation for 23 months. There is no excuse for not stopping it and it cannot be.
Turkey remained silent and unresponsive to the Israeli attacks. Trade with Israel was immediately put to an end.
Turkey was the only country that completely stopped the trade with Israel.
Turkey applied to Israel to intervene in the international case of justice.
Israeli officials were brought to the forefront of every platform to settle the case.
Turkey did not leave Gaza alone for a moment.
Humanitarian aid was sent to Gaza over 101,725 tons.
The wounded in Gaza were evacuated and brought to Turkey for treatment.
President Erdogan held dozens of meetings with world leaders in just a few months.
Gaza was the main threat in international summits.
President Recep Tayyip Erdogan held a telephone conference with the British Prime Minister.
President Recep Tayyip Erdogan held a telephone conference with Spanish Prime Minister Sanchez.
President Recep Tayyip Erdogan held a telephone conference with Qatar's emir Sheikh al-Sani.
President Erdogan was the voice of Gaza in the UN General Assembly.
He showed the world the photos of the Israeli oppression.
In Gaza, children's hands, arms, legs are amputated without anesthesia.
No one should apologize, but this is the bottom line of humanity.
We have not seen such brutality in the last century.
Everything is happening in front of our eyes.
President Erdogan met with US President Donald Trump several times to establish peace in Gaza.
He put forward Turkey's approach on how to ensure permanent peace.
Efforts to end the war in Ukraine never stopped.
Turkey continued its diplomatic efforts to continue peace talks.
A message was given to everyone that peace opportunities should not be wasted.
Our principle is this.
The winner of the war is not the loser of a fair peace.
Turkey continued its efforts to strengthen its internal front while trying to establish peace in the region and the world.
The AKP and the Republican Union became a driving force in the way of strengthening togetherness.
All these efforts increased the interest of the AKP.
The mayors of the opposition parties joined the AKP.
No matter what anyone says, the AKP is stronger today than it was yesterday.
God willing, it will be stronger tomorrow.
In this process, Turkey strengthened its solidarity with President Erdogan and lifted up the cities that were destroyed by the actual disaster.
The 300,000th house was handed over to the rightful owners.
A button was pressed for social housing.
We will work tirelessly until we have a single citizen who has not found a new home or a new job.
Efforts will continue to grow Turkey and to establish peace and harmony in our region and the world.
We are a loyal staff to the promise and word of the nation.
For 23 years, we have not given promises that we will not stand behind.
When we promised, we tried all means to fulfill it.
Yes, we continued to work day and night with the unyielding faith that runs with love.
Neither personally nor as a party, we are determined not to waste our trust, belief and support for us.
I want all my brothers here to know this.
Our future is in our direction.
We all look at the same horizon.
There is no mistake, right?
Today we focus on the future, tomorrow we focus on the present.
The names that are important in this party are not important.
The titles are not important.
The positions, ranks, seats are not important at all.
The main thing in this organization is service.
Service is love.
It is the love to produce works for our country.
It is determination.
It is excitement.
Together, with the parliament, with the general center, with the cabinet,
we will never give up our service to our nation, which will always keep this love alive.
We will never give up our service to our nation, which will always keep this love alive.
We continue the process of Turkey without terror, which we carried out in order to save our country from the terror disaster for half a century, with great patience and sincerity.
Our commission, which was established in the parliament, is signing important works.
Our security and intelligence units are carrying out their responsibilities in detail.
We are very careful and cautious against sabotage.
But we are aware that we need to act quickly in a period when geopolitical risks are increasing.
We are obliged to connect our Kurdish brothers beyond our borders with the unbreakable ties of the Republic of Turkey's trustworthiness.
God willing, we will succeed in this.
Just as it was ten centuries ago, we will build the future together as Turks, Kurds and Arabs with a common history and a common vision of the future.
We will not forget this for a moment.
A healthy future cannot be built by taking pain, anger and hatred as a reference.
Therefore, we will build our common future not on pain, but on the common hopes of 86 million people.
May God help us.
I wish you success in your parliamentary work.
I thank each and every one of you for coming to our table.
I say welcome to our friends who have just joined the AK Party family.
I greet you once again with love and respect.
Stay healthy.
We invite our Chief of General Staff, Mr. Mustafa Demir, who is responsible for local administrations, to the stage with your applause.
Mr. President, first of all, we invite the Mayor of Ardahan, Mr. Gokhan Buda, to the stage with your applause.
Thank you very much. We wish you all the best.
Now, we invite the Mayor of Gümüşhane, Mr. Abdülbaki Karay, to the stage with your applause.
Mr. President, we invite the Mayor of Gümüşhane, Mr. Abdülbaki Karay, to the stage with your applause.
We wish the Mayor of Gümüşhane, Mr. Abdülbaki Karay, to the stage with your applause.
Thank you very much. We wish you all the best.
Now, we invite the Mayor of Bingöl, Mr. Hayrettin Çiçek, to the stage with your applause.
We invite the Mayor of Bingöl, Mr. Hayrettin Çiçek, to the stage with your applause.
And again, we invite the Mayor of Bingöl, Mr. Ilıcalar, Mr. Eşref Baroğlu, to the stage with your applause.
