AK Parti TBMM Grup Toplantısı
My dear nation,
Dear deputies,
Dear road and case colleagues,
Dear guests,
With all my heart,
With respect,
With love,
I greet you.
Here,
Through you,
In our country and abroad,
I send my greetings and love to all our brothers and sisters who have turned their eyes and hearts to us.
I ask God Almighty to grant our group meeting to be a means of good for our country, our nation and our democracy.
I say welcome and honor to our dear guests who have come to our group.
I offer my thanks to each and every one of you for your enthusiasm, for your love that does not fit into the halls.
I offer my thanks to each and every one of you.
Dear friends,
We started the 28th period of our parliament with a very busy agenda in the 4th year of the constitution.
Despite the objections of the main opposition, the constitution, which extended the period of military permission to Iraq and Syria for 3 years, was accepted with great agreement.
First of all, I would like to thank all the political parties and deputies who voted for this important agenda, which contributes to the security and peace of our neighbors, as well as the guarantee of Turkey's security.
I would like to draw the bottom of this issue once again.
We have no interest in the lands of another country, in its sovereignty, underground and aboveground resources.
We respect the sovereignty rights of all friendly countries, especially our neighbors.
In the framework of international law, our Mehmetçiğ is the guarantee of peace, security and stability in every region where it exists.
Inshallah, we will continue to defend peace, solidarity and brotherhood wherever our Turkish Armed Forces are located.
The Turkish flag will continue to give confidence to its friends for many more years, as it has been throughout history, in all the geographies where it is waved.
No one should doubt this.
All our Turkish brothers, regardless of whether they are Turkmen, Arab, Kurdish, Sunni or Shiite, know this history and truth very well.
Let alone objecting to the speech of Mehmetçiğ in their own lands, on the contrary, they are pleased with this.
Dear friends, we have seen that the CHP, which claims to be the party that established the republic, has come out against the siege.
We have seen that the CHP, which claims to be the party that established the republic, has come out against the siege.
The CHP, which claims to be the party that established the republic, has come out against the siege.
As I said in our press conference the day before yesterday, the CHP cannot give a good test at the point of correcting its mistakes.
Unfortunately, it cannot display a domestic and national stance on the security of the country and foreign policy, contrary to its previous statements.
It knows how to throw and hold in the squares.
But when it comes to standing up for its words, for some reason, it suddenly slips and immediately puts it back in gear.
Young people, we have long been accustomed to the inconsistencies of the CHP.
Therefore, do not be surprised if they say no to the siege.
Our nation also knows who has the ropes in the hands of the CHP.
However, it may not be good for the CHP to change its mind so often on the highway.
If Mr. Özel continues to do politics like this, my concern is that the CHP will either heat up, or break the rod, or distribute the transmission.
We are already receiving the signals of this.
Mr. President is getting himself into a more comical situation with the gaffes he made and the pots he broke.
He went out again yesterday, talking back and forth.
Our Minister of Environment and Urbanization, as well as our regional deputies, will give the necessary answer to the rumors about the earthquake zone.
They used to lower the roads to the region like tourists before.
Now they can't even do that anymore.
They have no news about the underground and superstructure works being carried out, the completed houses, or where our earthquake zone came from.
Just as they are getting to know the high-speed train that has been in service for 16 years,
perhaps they will realize what we did to our earthquake zone 10 years later.
I would like to point out that we cannot rely on the policies of the CHP, which do not trust the security of our country, our nation, and our region.
Because what matters to us is Turkey.
It is the safety of Turkey.
It is the fact that 86 million people lay down their heads in peace every night.
As the AKP and the Republican Union, our red line is the protection and defense of this country under all conditions.
The only way to achieve this is not to leave even the smallest gap in terms of security both within our borders and beyond the border.
I believe that it would be a better approach to see the military's efforts to terrorize Turkey as a step to make the process easier, on the contrary.
Everything is moving in its own course.
We are continuing our efforts without taking any initiatives, turning the process into a puppet show, and without giving priority to secret, open attempts.
On the one hand, while the security and defense points are very tight,
on the other hand, we are boldly taking steps to save our country from this great trouble that has been hurting it for almost half a century.
We are boldly taking steps to save our country from this great trouble that has been hurting it for almost half a century.
Dear Members of Parliament,
There have been significant developments in this context in the last two weeks.
Last week, Deputy Speaker of the Assembly and Deputy Member of the DEM Party, Mr. Pervin Buldan,
and Deputy Member of the DEM Party, Mr. Vital Sanger,
made a very constructive meeting by accepting each other in our assembly.
At the point of progressing the process with great sensitivity, we have once again confirmed and observed that we share similar concerns.
It seems that we have reached a new intersection on the way to the terrorist Turkey and the terrorist region target.
In this regard, it is necessary to focus on putting everyone's hand under the stone and supporting the process as much as possible.
As the Republican Union, we are already doing our best.
We will continue to do so from now on.
The National Solidarity, Brotherhood and Democracy Commission is successfully carrying out its mission of establishment with the meetings it has held since August 5.
Under the Commission roof, I find it very important that all issues related to the process are discussed and all parties involved are listened to without leaving anyone out.
On the contrary, I find it very important that different opinions are voiced.
The Commission has filled an important gap with the work carried out in the Presidency of our Assembly.
We have created a strong collection to guide decision-makers.
We are considering the legal path map that the Commission will write a comprehensive report and determine the future period.
With a little more courage, a little more effort, a little more self-confidence, with the permission of God, we will conclude this process successfully.
Young people, as the Republican Union, we will first reach our goal of a terrorist-free Turkey and then a terrorist-free region by acting in full resistance.
On this occasion, I would like to thank Mr. Devlet Bahçeli, who has exposed all the games of corruption and infidelity, especially the FETO lowlifes, with his historical assessments at yesterday's group meeting.
I would also like to thank Mr. Devlet Bahçeli, who did not give up and left his dirty ambitions in his hands.
As Mr. Bahçeli pointed out, terrorist-free Turkey is a prosperous Turkey that breaks the cake chains on its feet.
Terrorist-free Turkey is a happy Turkey that lives in peace and harmony.
Terrorist-free Turkey is the symbol of successful, victorious and dignified Turkey, which will be a tremendous brotherhood and embrace.
Brothers, with the support of our commission and our dear nation, we will build this Turkey together.
Dear road and case friends, dear deputies,
Many agreements, including the opening of an office in Ankara by the aid agency UNRWA for Palestinian refugees, have been approved by the General Assembly.
I hope that this decision, which is a new sign of the importance given to the struggle for justice, justice and freedom of our Palestinian brothers and sisters, will be successful.
We presented the proposal for the Budget Law for the Central Administration in 2026 to the Gazi Assembly.
Our budget is a strong indication of our political stability and institutional continuity as the eighth budget of the 24th Presidential Government System, prepared by the AK Party governments.
In the budget proposal, it was determined as the basic principle that each of our citizens should take advantage of the opportunities brought by development and growth.
The strengthening of the physical infrastructure, the development of human capital and the increase in production capacity form the basic pillars of this budget.
In our macroeconomic and financial stability program with our budget, we plan to control spending in accordance with our program, to reduce public spending and to support the de-inflationary process.
This is important in the budget for 2026. We calculate that the expenses will be 18 trillion 929 billion liras and the income will be 16 trillion 216 billion liras.
Due to the earthquake, we are bringing the budget deficit back to the average level during our governments.
We are raising the social assistance budget to 917 billion liras in 2026, which corresponds to 4.8 percent of our budget.
In order to support social housing projects, we have allocated 100 billion liras.
Currently, our government supports 43 percent of natural gas and 57 percent of electricity in patrols.
In order for our citizens to be able to use electricity and natural gas more cheaply, we are planning 373 billion liras in the budget for 2026.
I would like to draw your attention to the fact that we are allocating 34 percent of our budget to the children's protection and development program, and 35 percent to the women's empowerment program.
In 2026, we are raising the agricultural sector investment budget to 190 billion liras.
We are allocating 122 billion liras for agricultural irrigation investments.
We are allocating 168 billion liras for agricultural support programs.
We will also support the real sector with a budget of 493 billion liras.
Since 2002, we have seen education as our priority issue, and we have raised our education budget to 2 trillion 896 billion liras in 2026.
Thus, education, which took 9.4 percent of the budget in 2002, was divided into 15.3 percent in 2026.
We are allocating 1 trillion 594 billion liras for the best use of our citizens' health services.
We are allocating 1 trillion 657 billion liras for the district administration.
Since 2002, the share of this resource is 4 percent in the budget, we are raising this ratio to 8.8 percent in 2026.
This is also important.
In the last 23 years, we have directed our resources not to interest, but to public services.
In this way, we have implemented important infrastructure projects.
We have also lowered the average income of the European Union.
In 2002, while the share of interest expenses in the budget was 43.2 percent, this ratio remained at 14.5 percent in the budget in 2026.
In 2026, while the share of interest expenses, especially the rate of non-profit domestic employment, will be reduced to 3.5 percent while it was 14.3 percent in 2002.
In 2026, the rate of non-profit domestic employment will be reduced to 3.5 percent while it was 14.3 percent in 2002.
With this, we anticipate that our budget for 2026 will exceed 29 billion liras.
I believe that our proposal for the budget law for 2026 will be accepted by the Commission and the General Board with your efforts.
At every opportunity, I would like to reiterate an aspect that I emphasized today.
The more effective we are in the works carried out by the law, the more efficient we will have the opportunity to work.
We will bear the burden of the smallest problem that will occur here and the lack of coordination.
In this process, I expect great efforts from our deputies.
I have no doubt that each of my friends in the AK Party Group has the ability, capacity, and ability to fulfill their responsibilities.
My dear nation, dear deputies,
23 years ago, on November 3, 2002, our nation went to the ballot box and moved our AK Party to power alone.
Only 15 months after the founding of the AK Party, our nation welcomed the first election.
Our dear nation embraced us with love.
After the success we achieved on November 3, someone said that this was a reaction vote.
He said that it was temporary.
But for 23 years, we have been serving our country without interruption.
After November 3, we increased our votes in every election we entered.
Our nation's enthusiasm was further damaged.
The children who were born on the days we came to power are now 23 years old.
The children who were 10 years old in 2002 are now 33 years old.
I call on you, the young people who are watching us in this hall and in front of the screens.
My dear young friends, I want to draw the bottom line of these two elements for you.
First, every election we entered after November 3,
in terms of transparency, reliability, and participation,
I say with conviction that these were the cleanest elections in the world.
In every election we entered, the will of the people was reflected in the ballot box.
In every election, the will of the people was reflected in the ballot box.
As they say, there is no one-man regime.
There is no dictatorship.
There is no authoritarianism.
All of these are lies.
These baseless accusations are slander used by our opponents and opponents to cover up their own failures and incompetence.
In every election we entered, what did we say?
We spoke with what we did and what we will do in every election we entered.
We put a horizon in the middle.
We set a goal.
We set a vision.
In every election we entered, our people preferred us with their free will.
Thank God, they continue to prefer us.
Dear young people, the second important point is this.
We are united.
To a one-party life.
Thank you.
My brothers, do not forget the government of the late Menderes, which was established in 1950.
It was the 19th government.
Do not forget the government we established on November 18, 2002.
It was the 58th government.
There are 52 years in between.
In 52 years, 39 governments were established in Turkey.
Do you know what this means?
In these 52 years, an average government has changed every 16 months in Turkey.
A prime minister comes to office with his cabinet and his team.
After an average of 16 months, he takes over the office.
There is no stability in the country.
In 16 months, a government took over its place without understanding what it was.
In the 52 years between 1950-2002, Turkey suffered heavy losses and paid heavy prices.
You can't invest in such an unstable environment.
You can't solve the problems of the country in such an environment.
You can't produce.
You can't manage the economy.
You can't be active in foreign policy.
You can't provide peace, security and stability.
You can't build roads, schools, hospitals in an environment where governments have an average of 16 months.
You can't produce concrete.
You can't build a tank, a cannon, a missile, a plane, even the dream of a national war ship.
Moreover, do not forget Turkey in this 52-year process.
It was hit by a coup four times.
Look, in 1945, Germany, which was wrecked on all sides, was recovering.
Japan, which was hit by two atomic bombs, was recovering.
France was recovering.
Italy was recovering.
Turkey was recovering.
Now they are telling us, of course you will do it.
They say this is your duty.
Of course we will do it.
Of course we will work for this nation.
But you should ask yourself, why haven't the things that should be done in this country been done before?
Why haven't they built the roads that Turkey needs?
Why haven't they opened schools?
Why haven't they built hospitals?
Why haven't they built bridges, airports, houses, universities, and many more?
When we arrived, there were 26 airports.
We built 56 of them.
From where?
Where?
Why hasn't this nation seen the service, work, and investment it has deserved for many years?
The 102-year-old Republican People's Party, sometimes without an election, sometimes with a coup, sometimes as a coalition partner, was in power.
When it was not in power, its ideas were in power.
I wonder if there is a pillar of hope in this country.
Is there?
Dear young people,
Look at your elders,
Watch documentaries,
Open archives and read the newspapers of that time.
You will not see anything but anarchy, terror, instability, uncertainty, pessimism, and hopelessness.
There are 80 students in my middle school class in Istanbul.
18-20 students in the universities stay in the same ward.
Hospital ward, state department ward, school ward, road ward.
I have experienced all of these.
Children are born in a ward, grow up in a ward, and die in a ward.
Despite the fact that the AK Party was established 15 months ago,
being able to reach a 36% vote rate in the November 3 elections is essentially a demonstration of a rebellion, a protest, a cry, a great demand for change.
Young people,
Don't forget,
The AK Party coming to power alone has clearly become a public revolution.
For 23 years, we have been loyal to the November 3 revolution.
If we win every election for 23 years,
this is the result of our loyalty to the November 3 election results.
Is it enough?
Of course not.
We still have a lot to do.
But don't forget, my dear friends,
For 23 years, while serving the country and trying to produce works,
on the one hand, we have been attacked from the inside and from the outside.
This is not an excuse.
If we can say,
Don't forget,
We have stoned the devil,
and we have done our circumcision.
They wrote coup scenarios.
They came to us with terror.
Sabotages,
incitements,
street actions,
provocations, coup attempts,
God rest their souls.
All of these,
we have stoned.
We could have done much more.
And we will do.
But look,
I am telling you frankly,
the damage that these incidents,
the 17-25 coup attempt,
the 15-July betrayal,
to Turkey,
to the Turkish economy,
to our foreign policy,
to the Turkish people,
I am telling you frankly,
even the occupation forces before the war of independence,
did not give.
We are all following together.
They emptied the city of Istanbul.
They tied everyone who had a job to the municipality.
They mobilized billions of liras to design politics.
It was not enough.
They worked with foreign intelligence agencies.
Here we are,
going to such a mentality,
such a betrayal network,
against an understanding that works with Turkey's enemies,
standing up,
struggling,
and at the same time,
we are providing service for this country.
If you want,
now in summary,
let's briefly remember what we have done in the last 23 years.
Turkey was on the brink of deep hopelessness in every area.
Citizens had problems like mountains in every area.
People were waiting for a solution to their troubles.
If you are sick, you will look at me.
You are a hospital.
Do you have to come so early to be examined?
Of course, it is very crowded.
I have been waiting here for 4 times.
The exam will start at 9 o'clock.
The nation made that big decision on 3 November 2002,
The AK Party was brought to the job market alone.
Now nothing will be the same as before.
In a short time, Turkey began to feel its roots.
The health system was re-established.
Hospitals that could not treat the citizens
left their places in hotel-conformity city hospitals.
The roads were either bad or bad.
Traffic accidents were killing people.
With the big transformation move,
Turkey first worked with double roads and high-speed trains.
The airway became the public road.
The world's most modern airports were built.
Turkey was set up with bridges, viaducts,
wide-band internet networks.
Turkey, which launched its own satellite,
the national space program,
revealed its existence in space.
Turkey needed other people's weapons
to ensure its own national security.
To solve this problem with the AK Party,
a bridge-based national technology move was launched.
In a short time,
Turkey made its own weapons, missiles, and ships
and made them available to the world.
The seeds that were thrown were green,
and the local population was 80% in the defense industry.
Organized industrial areas,
techno-parks, design and R&D centers
were spread all over Turkey.
The use of production increased high-tech consumption.
The ratio of domestic resources increased in energy.
Turkey began to extract its own natural gas, oil, and natural resources.
On the one hand, renewable energy investments were made.
Nuclear energy infrastructure began to be built.
Turkey, which re-established diplomacy,
with pioneering, peace-oriented foreign policy steps.
Turkey became more effective in its region and in the world,
and had a say in solving the crises around it.
It showed its strength against global and regional disasters.
Turkey, which became a country with a loud voice
on international platforms,
became the name of hope among the victims.
In Gaza, children's hands, arms, legs
were amputated without anesthesia.
No one should be sorry,
but this will be the starting point of humanity.
After 2002, Turkey took action in strong and powerful cities.
Urban transformation projects were prepared.
Turkey began to fight against unreliable structures
and ideological barriers.
When Turkey experienced the real disaster of the 11th century,
it was left alone in Gaza,
where many countries could not survive.
The cities that were destroyed by the earthquake were quickly rebuilt.
Modern and solid housing, workplaces, and social facilities were built.
It is estimated that all earthquake damages
can be transferred to housing within 9 to 10 years.
We are delivering the key to the 300,000th housing.
We are bringing together two of our citizens with all three rights
in the earthquake zone into a new home.
In order to prepare a safe future for the 81st century
and to make citizens feel the understanding of the social state more,
500,000 social protection campaigns were launched.
Turkey is now stronger, bigger, and more effective.
The AKP cadres continue to work day and night
to make our country ready for the 100th anniversary of Turkey.
We fulfilled the promises we made to our people
and we will never forget them.
My dear deputies,
my dear citizens watching us on the screens,
especially my dear young people,
as you have seen,
it is no longer possible to count
what we have done in 23 years.
Roads, bridges, tunnels,
guests, schools, hospitals,
airports, innovations in the defense industry,
praise be to God, we have spent 23 full years.
I would like to say this openly,
all of this is temporary.
All of this will pass.
God willing, it will be done in the future.
However, we have done such a great job
that, praise be to God, it will last for centuries.
We have raised a generation in 23 years.
We have raised a self-confident youth.
We have raised a youth with faith.
We have raised a local youth.
Ustad Necip Fazıl,
what did he say in his famous address?
In the face of this youth,
whom I have been fighting for more than 30 years,
without sleep, without water, without bread,
I am in a position to bow my head in prostration
and praise God for the rest of my life.
This is the issue.
Yes, we have inherited that legacy.
We have inherited the legacy of Ustad.
Whatever you have done in 23 years,
in 23 years,
we have raised a youth who will put his case stone
in the pocket of the Anatolian continent.
Therefore, I am never hopeless about the future.
I am never pessimistic.
Don't mind the three or five identities
Don't mind the three or five charlatans
who have come to this country,
who have come to this country with the respect for his people,
who have come to this country with love for his country,
who know where he came from,
who know where he went,
who have stepped on the soil of his country,
who are generous, generous, educated,
who are well-equipped, honest,
who have a moral generation
and the number of them is increasing day by day.
I am telling you,
no one should dream of the old dark days.
No one should worry that the old dark days will come back.
This youth will protect Turkey with his family,
his children, his grandchildren,
he will protect the Anatolian continent.
God willing, he will carry the stone of that case to much higher places.
Our nation appreciates us.
But those who seem to be from us and say,
no, you didn't do this, no, you didn't do that,
should know that this youth, this generation,
will do what we couldn't do.
Our life, our political history,
has been fought with resistance and defense.
The generations after us,
will carry Turkey to the top
on a solid ground
in a friendly direction.
This is the meaning of November 3, dear friends.
November 3 is not a choice of elections.
November 3 is the beginning of a process
in which the arrow shoots from the sky,
Turkey rediscovers its potential,
Turkey ascends to the throne,
Turkey ascends to the throne.
November 3 is a brand new milestone
in the struggle for the nation's independence and future.
There will be no turning back from here.
No matter what they do,
they will not be able to divert Turkey from this path,
they will not be able to remove it from its path.
This great change,
whether it is here or not,
has been achieved by many of our friends.
We will restore the self-confidence of this nation
and we have won again.
We have re-enlightened the horizon of this country.
We have won a very strong,
characteristic generation for this country.
We have taken over a trust
and we will hold on tight to that trust.
Rest assured,
those who will take the trust from us
will continue to strengthen,
enhance and strengthen Turkey.
May God open our path and our fortune.
Once again, I would like to express my deepest gratitude
generosity and good wishes.
I would like to thank all of my friends
from November 18, 2002
to this moment,
to this moment.
I would like to thank all of my friends
I would like to make it clear once again that we will never allow a gap in the walls of the
Republic Alliance, which was established on the night of July 15th.
We will not allow a gap in the walls of the Republic Alliance, which was established on
We will continue to make those who call for a crack between us and those who call for
a crack to be disappointed.
With these thoughts, I expect everyone to support our Green Homeland Mobilization, which we
will continue to support.
We aim to gather 550 million seeds and seeds of land in a year, especially our forests,
The first step of our mobilization will be on November 11, National Trees Day.
We will gather all our citizens from 81 provinces, 922 districts, 7 to 70, and our seeds together.
We aim to set a seed planting record of 13.8 million in 2019.
Let's show our love for the Green Homeland together.
Let's be the breath of the future.
Thank you again to our dear deputies.
Congratulations to all of you.
I wish you success in your parliamentary work.
Thank you.
Be there.
May God be with you.
Thank you for your talks with the President.
Our group meeting is over.
Dear deputies, the General Assembly will start at 2 p.m.
At 2 p.m.
Especially,
Dear deputies,
