House Bill 56 is the omnibus bill
from the Department of Agriculture.
It covers several different areas.
In the area of amusement rides,
it clarifies that rides must be inspected once annually
and that an inspection is valid for one year
from the date of inspection.
This creates an inspection tag
and separates them from permits.
The inspection tags will be valid for one year
from the date of issuance,
whereas permits are valid until December 31st of each year.
It also limits the itinerary notice
that must be provided 14 days in advance
to any locations that are open to the general public.
Under warehousing of grain,
it clarifies the civil penalties and license suspension
that can occur via the KRS Chapter 13B
administrative hearing process
instead of requiring actions in circuit court
to assess fines.
Egg handlers changes the date of license and renewal
to return to the previous renewal date
and shorten the window between the assessment of fees
that are due and the licenses are being renewed.
This will also clarify that small producers
who are exempt from licensing
will not have to pay assessments.
This bill also repeals the Tobacco Board of Trade
and Egg Marketing Boards because they no longer meet.
It also repeals various regs
with the tobacco warehouse statutes
that have become obsolete due to trade practices.
Mr. Speaker, if there are no questions,
I move for passage of House Bill 56.
