An address at the Nari Shakti Vandan conference highlighted the government's commitment to implementing the women's reservation law by the 2029 elections. The speech emphasized that a special parliamentary session scheduled from April 16 to April 18 will focus on discussions to ensure the rollout of the Nari Shakti Vandan Adhiniyam. The address outlined various initiatives aimed at female empowerment, noting that over fourteen lakh women currently serve in local government bodies, with participation reaching fifty percent in several states. The speech also detailed the impact of welfare schemes, including financial assistance for pregnant women, sanitation drives, and the provision of free gas connections and medical treatments. Furthermore, the address underscored the economic advancement of women through initiatives that promote female homeownership, financial inclusion via bank accounts, and the creation of millions of rural female entrepreneurs. The speech concluded with an appeal for women to actively engage with their parliamentary representatives to ensure the successful passage and implementation of the reservation legislation.

I offer my salutations today to the martyrs of the North-West Frontier Province, including those from the Jirga area.
Comrades, amidst these crucial lessons on the nation's development journey
India is about to make one of the most significant decisions in its history.
I am playing very responsibly.
among the most significant events of the 21st century
It is a great achievement.
This is a dedication to the power of women.
Nari Shakti Vandana Oils
Our nation's constitution is on the verge of creating a new history—one that will materialize the ideals of the past and fulfill the aspirations of the future.
A resolve of India that is equitable, where social justice is not merely a slogan but an inherent part of our actions, our societal structure, our cultural ethos, and our decision-making processes.
Friends, the time has come to end decades of waiting, from the state legislative assemblies to the Parliament itself—the sixteenth session has arrived.
In 2023, in the new building constructed in New Delhi, we took a concrete step toward the enactment of the Nari Shakti Bandhan Act, which can be implemented in time to enhance women's participation and strengthen our democracy.
A special session of the Sonepur Budget Session will be held from April 1, and today, as part of the Nari Shakti Bandhan campaign, we are receiving heartfelt blessings from countless mothers and sisters across the country through this campaign.
And I have not come to you today to give you any advice; no, I have come to awaken you. I have come today to receive the blessings of the countless mothers and sisters of your nation.
You have come from every corner of the world, and I sincerely congratulate you for taking the time to be present at this significant occasion. I also extend my heartfelt greetings to all the palaces of India, heralding the arrival of a new era.
For decades, everyone had been acknowledging the need to provide reservations for castes within this democratic framework, and discussions on the matter were also taking place.
This debate has been going on for nearly four decades—over 40 years—during which efforts by all political parties and numerous groups have been involved. Each party has advanced this idea in its own way.
In 2023, when the Nari Shakti Bandhan Act was introduced, all parties unanimously passed it, and even then, a demand arose that it must be implemented by 2029 at the latest.
This point was raised by everyone, stating that the law should not come into force immediately upon passage; this was unacceptable to anyone in this House, and particularly our opposition colleagues emphatically stressed that it should come into effect by 2029.
The government also considers the opposition's concerns serious, and therefore we continuously reflect, deliberate, seek new approaches, and consult those who have greater expertise in finding solutions.
And from April 15, extensive discussions on this matter will take place within Samudra. Our aim and commitment this year, too, is for this work to be carried out through Samavat cooperation and shared participation.
And I have full confidence that, just as this legislation was passed with such unanimity and the House of Commons showed great unity, this time too, through collective efforts, the dignity and new heights of the House of Commons will be reached.
Every woman in the country will surely feel pleased that every political party has risen above politics and taken this important step for women's welfare. Indeed, I have observed over the past few days that women across the country have been speaking out openly and forcefully on this issue.
A wide-ranging debate is underway, and the people possess immense power to reach the Vidhan Sabha and Lok Sabha. Your dreams, as well as everyone else's dreams, are about to gain new wings. I am feeling that a positive atmosphere is being created across the country.
Comrades, Indian women have made immeasurable contributions to laying the foundation of independent India—from the struggle for independence to the decisions of the Constituent Assembly. History bears witness to this, and even after independence, countless women have been given opportunities for representation and leadership.
They have done remarkable work for our country. In every position they have held—from the President to the Minister—women have carved out their own distinct legacy in our nation.
Even today, in our country, influential women from the President down to the Finance Minister are being sidelined.
They have enhanced both the dignity and glory of the country.
Friends, in our country, the Panchayati Raj institutions also provide an excellent example of women's leadership.
Today, over one million women in India are successfully working in local government bodies.
In about twenty-one states, their participation in panchayats has already reached nearly fifty percent.
And whenever I talk to foreign guests about this topic, their mouths always hang open in astonishment.
This active involvement of millions of women in politics and social life is a matter that has deeply astonished even the world's most prominent leaders and experts in politics.
It has emerged in several chapters of Satyam that when women's participation in decision-making processes is significant, organizations have also shown greater sensitivity.
And this is a great power, and its result has been remarkable progress in areas such as water, education, health, and clothing—achieving significant outcomes through greater dedication, heightened sensitivity, and focused effort.
In the Jal Jeevan Mission, I believe the greatest achievement lies in the significant role played by women at the panchayat level. For decades, hundreds of thousands of women have been actively working within our local bodies and institutions, contributing greatly to the mission's success.
He is now ready and prepared for a larger stage. Let me share a personal experience: what is this power? In 2001, I became a new Chief Minister. I had little experience in running a government or managing administrative affairs.
I was a new person; it must have been the incident in 2002 or 2003.
A farewell visitor came to me saying, "In our field, there is a
Your sister-in-law from the village council would like to meet you.
Kheda District and the district's region was known as Sardar Saab.
If there is any work for the panchayat, the panchayat minister won't get it.
That won't happen, saab. If they want to meet you, let them say so at the panchayat.
All members are women; there is not a single male member.
Our panchayat told me, how could they have prepared the villagers like this?
The bar president is a woman, so all members are also women, no man has been elected.
I didn't even fight, so my mind naturally became calm.
It was a small village, with a panchayat of just a few members.
So I gave them time, and they all came together.
Someone was her sister, who had become the head of the village.
She probably studied up to the 8th grade.
The rest, which was supposed to flow, had one or two sisters also tied up.
That kid must have something, probably never even seen a school.
So everyone came; I think the big shots must have handed them some memorandum.
There was no paper in my village, so I sat down and wrote a letter asking for my time, saying, "What's the use? There's no work, no work at all. If this has come, then come and meet me."
This was a great surprise to me.
When the Vanna Neta people come, they come only with their memories.
Then I asked them, "Well, I'll tell you," I said.
If you are given such a big task for just six years, you will have to manage all the hard work.
What is your plan for the next five years? What will you do, you people?
How will you do it in the village?
Samal
They are like big, heavy weights, they weigh down.
We'll build the school, we'll make the playground, we'll construct the roads—these are the promises they give.
On that day, the principal had just finished teaching the eighth grade.
And the members of Mahala who came with him gave me the response
He may not be able to provide the greatest economic explanation in the world.
And that thing remains a lesson for me even today.
I became CM, he became PM, but that matter regarding those panchayat mahals is for me
Even today, the director is present; what reply could have been given to you, saying you would be ashamed?
When I asked them what they would do with the five years they've been given
My father's voice is deep. When he replied, "There is one wish I have," those words still echo in my ears today. He said, "Our wish is that no one should remain close to our village."
For even the greatest economists, no message could be greater than this—it was a profound joyous experience for me, and those words still echo in my ears today. Therefore, the experience rooted in connection with the earth...
And thus, the Sati Widow Burning Prohibition Act is going to become a major turning point in the lives of all these women.
Their journey from Panchayat to Parliament is now going to become even easier.
Today, in the troubled India of today, the role of women in our society has become even more significant.
I am pleased that in 2014, all of you citizens have granted us the opportunity to serve here.
Since then, our government has formulated schemes for every stage of women's life cycle and successfully implemented them.
Today, from the first girl child to the last girl child, our government has been consistently present, serving India's daughters with dedicated schemes.
We launched the "Save the Girl Child, Educate the Girl Child" campaign to ensure that girls are not killed in the womb.
Under the Maternity Benefit Scheme, every pregnant woman receives an economic assistance of five thousand rupees to ensure proper nutrition during pregnancy.
Launched the Sukanya Samriddhi Yojana to ensure that educating a daughter after birth does not become difficult, offering the highest possible interest rate.
To protect the girl child from deadly diseases, Mission Indradhanush was launched to ensure that children receive their vaccinations on time.
Let my daughter not face difficulties at school.
For this, under the Toyota Swachh Bharat Abhiyan, crores of toilets have been constructed across the country.
To avoid discomfort for your daughter during her periods, use sanitary pads.
A campaign was launched in Mukta to distribute sanitary pins.
If my daughter wants to go forward in sports
Play it, India Abhyas under the Sawaana initiative
Assistance of up to one lakh rupees is being provided
If my daughter wants to join the army when she grows up
So, the government opened the doors for admission at Saini School for him.
The gates have been opened for entry into the National Defence Academy
Lessons ahead in life
Don't let the daughter have to endure the hassle of cooking in the kitchen
For this, we launched the Ujwala scheme, providing crores of gas connections free of cost.
Don't make your daughter carry water for miles.
For this, we started water intake from every tap.
Don't make your daughter a fire for your family's sake.
It is necessary to implement free ration schemes for this
In their family life, they treated their daughters with care and affection.
Five rupees are needed for this.
The Ayushman Scheme, which provides free treatment up to a certain limit, has been made possible. Up to a certain percentage.
The people's and the disabled center has the greatest loss on cheap medicines due to discounts.
Happening to sisters and daughters. Friends, all of you, this matter
They well know that empowering women in India is
must enhance their economic participation. Therefore, we
I pay attention to this aspect in every decision of my government and in every plan.
Kept. The family's wealth primarily belonged to the males.
It was called. If it's a man, then based on the man's name; if it's a field, then based on...
If the shop is under a man's name, then the car is under a man's name, then the scooter is under a man's name too—everything is under a man's name. And this used to be acceptable. In the DPAP housing scheme, homes were registered in the names of women of the family based on eligibility.
The "Kaa Lap" has made more than three crore women the owners of their own homes.
Today, women in households are also becoming economically active. Generally, fathers and sons discuss business matters.
And if Maai comes with tea and stands there for a while, hey, you go to the kitchen—I'm busy working, we're talking, I'm not lazy, but I know very well. But now that she's become economically powerful, even my son says, "Hey, just give Mom a little treat, will you?"
The women hadn't even seen a bank door, and they weren't associated with the banking sector, so how were they getting access to banking? After we launched the Jan Dhan Yojana, more than 32 crore women across the country opened bank accounts. When I was in Gujarat, I once encountered a...
Cattle rearing is mostly done by our mothers and sisters; they go to fetch fodder and then earn money.
After that, they gave it to men. I used to give them money. When
I will not give the main minister's position to a man. At that time, I had
The bank accounts of the sisters who were coming to deposit a small amount of money into the bank
And at that time, the dairy money started going directly into the women's bank accounts.
Together, today our daughters are establishing their own identities in new businesses.
Over 60% of the loans under the Mudra Yojana have been taken by women.
Women are also leading the startup revolution in the country.
More than 42% of registered startups today have at least one woman director.
To ensure that women's careers are not affected, we have extended maternity leave to 26 weeks.
Even in the world's wealthiest countries, this is not common knowledge; when I tell them, their eyes open wide.
You would recall, a few years ago, the country launched the Skill India Mission. We initiated vocational training programs, and today we are witnessing the results of that effort in the form of a drone revolution, with thousands of drones being deployed. I am one
They said flying drones was fun, but so far no one in the village has called us. Now, they're calling the pilots, and we've become the ones they recognize. We're pilots—just think how fast things change. A small decision like this can completely transform everything. Take off.
Kharar Mahalas are linked to self-help groups, government
Such a one is giving momentum to rural economic development.
Aiming to make crore sisters millionaires, and in this endeavor
Over three crores of rural homes have been gifted to Lakhpati Didi
has become, and those who are self-elder gurus among the women
Money comes from banks for work, and you know it.
They will be happy if they deposit money on Wednesday.
So, she goes and deposits it on Tuesday, one day.
Who has the courage, isn't there an NT, no, not even a bit of bravery?
The money goes out of the bank, and the same amount comes back. And I've seen...
After arriving in Sashan, I went to the banks' branch office.
I have seen the poverty of the rich... I have seen the richness of the poor.
Why have you brought them together? She is our mother, our sister.
She is becoming the brand ambassador for Vocal for Local. Sisters
A very big vision of the Vimen Led Development
It is possible that it has reinforced women's deeply ingrained old-fashioned mindset.
The election has been held; now, during the ongoing G20 summit, it is ours.
I had to explain to the world's countries what I was doing.
It was developed by Women and led by Women in Development.
What is the difference between a very large class of the world's women?
Devlebmen was in agreement with the lead developer.
I had to exert myself, and we achieved success.
It is the result of this thinking that today's malls are in those sectors.
even mocking the bullocks where once men ruled
Today, our daughters are becoming fighter pilots, soaring through the skies.
Today in India, the world's biggest country is celebrating meatballs day with great joy.
Will the pilots of the royal palace be compared to any other country's elite?
The largest number is in India. Today, the number of girls has doubled compared to 2014.
Our daughters are almost exclusively engaged in higher education and research.
The number of girls in STEM education has reached approximately 43% in the study of math and science.
I have been to a prosperous country in the world once.
So, the education minister there was with me in the elevator, and we were going together. He asked me about how higher education is in India.
I said it's very good, even more so. Some places are more feminine than men.
So they asked me, "Is it more, more magnificent?"
To expedite the decision-making process, we have not only introduced legal reforms but also established special fast-track courts.
Women's safety has also been prioritized in the Bharati Justice Society.
The process of filing an F.I.R. has been simplified.
An E.F.I.R. or ZERO F.I.R. can now be registered from any location.
The victim's statement has been recorded through audio-video means, as per the established procedure.
There are countless such initiatives through which we are actualizing the concept of a progressive society.
Our government has strengthened women's empowerment through numerous small and large initiatives, paying attention to every stage of life, every concern, every joy, every sorrow, and every opportunity.
This is the result: the country is now ready to take its democracy to a new height.
Women of the nation have reached new heights through their hard work, courage, and self-reliance.
Now we must together give this power a new momentum. To do so, we must expand opportunities.
Today, from this platform, I wish to assure the mothers, sisters, and daughters of our country that the nation understands their aspirations.
Taking every necessary step to turn their dreams into reality.
Ladies and gentlemen, before the discussion in the Parliament, I also appeal to the women of our nation to remain actively engaged throughout this entire process.
You must definitely meet with your respective members of parliament. Citizens across the country should express their views to their MPs, inform them of their expectations, and when those MPs enter the assembly hall, greet them with garlands.
So that these decisions are made with my members of parliament, for the welfare of the people, and by consensus.
Friends, I have one more request from you: take the discussions on the Nari Shakti Mandir campaign to every village across the country. Through personal interactions, via social media, and through other publicity channels, let us bring this significant national decision to every corner of our nation.
We must reach every woman in the country, empower them, so that they can understand the strength of this great decision, comprehend their role, and boldly envision a future where, from the highest rulers to the very fabric of the nation, they can realize their potential.
The empowerment of women will ensure their rights, and they will become full participants in the decision-making process—this is the greatest guarantee for our bright future. I would even say that the 16th, 17th, and 18th, including myself, are all subject to the authority of the Speaker Madam, but I...
I wish that the bright festival of lights would remain filled only with women, creating a festive atmosphere throughout the entire country, and this, this party, that party will no longer exist; who won, who lost, who did what, who, who, everyone, all the credit belongs to the motherland of the country.
For the past three or four years, all the work that has been carried out has been done collectively, it belongs to everyone, is the result of everyone's cooperation, and is for everyone's benefit. With this belief, you all have dedicated so much time, energy, enthusiasm, and zeal to this endeavor. I am deeply grateful.
Heartfelt thanks for your inspiring speech, Professor Fan Mentiri.
The Nari Shakti Vandan Act will come into force by 2029.
This is the mighty voice of women's power; let us all speak in one voice,
Nari Shakti Van Dhan is our right
We hope that the Nari Shakti Vandana will become a powerful force, illuminating the consciousness of every individual.
The Prime Minister's heart has been broken by Maalen.
