Thank you, Mr. Speaker. Senate Bill 197, would you ask the clerk to report House Committee Substitute 2?
Clerk, please report.
House Committee Substitute 2 to Senate Bill 197.
General McTighe.
Motion for adoption.
Motion is for the adoption of House Committee Substitute 2. Is there any discussion of the Committee Substitute?
Seeing none, those in favor signify by voting aye.
Aye. Those opposed, nay.
House Committee Substitute is adopted.
General McTighe.
Thank you, Mr. Speaker. Senate Bill 197, as amended by House Committee Substitute 2, runs some final modifications on House Bill 501 relative to the transportation budget,
as well as House Bill 500 on the executive budget and House Bill 900 on one-time appropriations.
Relative to House Bill 501, transportation, there was an extended date for implementation for a return to work of the Department of Transportation
and to make sure we had funding for the Motor Vehicle Commission.
As far as executive branch changes and modifications, post-secondary education,
biggest issue is restoring of the base funding to each institution with KSU,
rounding out items that were talked about relative to Senate Bill 185,
funding for Polytechnic as well as Capital Project,
Moorhead, make sure the residence hall project remained in place,
EKU, some clarification around the aviation program,
elementary and secondary education,
restore some language to the Department of Education relative to hiring of staff and salary schedules associated therewith,
some guardrails around entrance exams to be used,
and funding of $2.57 million in the first year to assist with the local assessments and accountability provisions contained in House Bill 257 having passed earlier.
State Fair Board funding to complete Phase 2 and a feasibility study and additional project,
public health transformation, restoring or adding back in a little over $3.9 million each year for that function,
deal with a NGE cap that may be exceeded for emergency fire expression,
Estill County Middle School $10 million as a necessary governmental expense
to deal with issues ongoing with the Capital Project or Capital Construction,
Robinson Elementary, somewhat similar, replace Robinson Elementary relative to flooding and FEMA interactions,
child care, some clarification language,
as well as just making sure that we have identifiable language associated with the Governor's School for Entrepreneurs,
and then I had misspoken, the committee, Mr. Speaker,
and although the item is addressed in an upcoming bill or a conference committee report,
there is nothing about the Eastern Standard Time and Central Time that I'm looking forward to that coming up later on.
With that, I would move for final passage adoption of Senate Bill 197 as amended by House Committee Substitute 2.
