A senior Russian lawmaker has publicly advocated the use of nuclear weapons against Ukraine, arguing that Moscow should resort to tactical nuclear strikes if necessary to force Kyiv to capitulate. The remarks come amid renewed concerns in the United States and Europe that Russia could further escalate its war. Alexei Zhuravlev, a State Duma deputy and leader of the nationalist Rodina party, said there should be no hesitation or debate over whether Russia should cross the nuclear threshold if Moscow believes such a move is necessary. “Russia must strike in such a way that the enemy understands that it must capitulate,” Zhuravlev said in a video address posted to Telegram on Sunday. He added that Russia was “obliged” to use tactical nuclear weapons if required and insisted that any decision to launch such a strike “is not up for discussion.” Zhuravlev’s comments come as Western officials and analysts continue to monitor signs of a possible escalation by Russian President Vladimir Putin. Bloomberg previously reported, citing people close to the Kremlin, that Putin was preparing for a potential further escalation in Ukraine and could view tactical nuclear weapons as a last resort if Russia faced the prospect of defeat. However, there is no evidence that Putin has made a decision to use nuclear weapons. The latest nuclear threats also come shortly after an unexpected visit to Moscow by CIA Director John Ratcliffe on August 25. According to sources cited by Axios, Ratcliffe’s trip was aimed in part at assessing whether Putin could be persuaded to abandon further escalation and return to negotiations seeking an end to Russia’s war against Ukraine. The New York Times reported that Ratcliffe delivered a bleak assessment of Russia’s military and economic position, while urging Moscow to reach an agreement before its situation deteriorates further. Only days after the visit, Russia carried out a test of a nuclear-capable missile reportedly capable of reaching the United States. The Russian Defense Ministry did not identify the missile involved in the test. Bloomberg reported at the time that there were no indications Putin was preparing to actually deploy nuclear weapons.
