A devastating New York civil fraud ruling struck directly at the heart of Donald Trump’s business empire as a judge imposed massive financial penalties and sweeping restrictions on his ability to control businesses in the state.

The ruling ordered roughly $354 million in disgorgement against Trump, while additional penalties were imposed on his sons Eric Trump and Donald Trump Jr., as well as former Trump Organization CFO Allen Weisselberg. The decision followed a three-month trial examining how much the defendants allegedly benefited from financial statements the court had already found fraudulent.

At the center of the case was an explosive allegation: Trump and his company inflated the value of properties and other assets on financial statements provided to banks and insurers in order to obtain more favorable financial terms.

Trump fiercely rejected the ruling, calling the case a political “scam” and “sham.” He argued that banks were repaid, there were no defaults, and no traditional victims suffered financial losses.

But the court viewed the case differently.

The judge had already found Trump, his sons, and Allen Weisselberg liable for fraud involving financial statements provided to banks and insurers. The trial then focused heavily on disgorgement—the amount of allegedly improper financial benefit that should be returned.

The consequences extended far beyond the enormous monetary judgment.

Trump was barred from serving as an officer or director of a New York company for three years and faced restrictions on obtaining loans from New York financial institutions during that period. The court also continued the appointment of an independent monitor overseeing the Trump Organization and ordered the installation of an independent director of compliance.
