In Israel, Haifa, the country’s first port, faces another kind of crime. The very special laws of this young nation, based on strict religion and the protection of a threatened region, create unique challenges. The persistent terrorist threat forces police to operate in a state of war while skillfully navigating religious and cultural sensitivities. This tense climate is rooted in Israel’s long-standing conflicts with its Arab neighbors and Palestinians, particularly since its creation in 1948.
