Moscow fortifies power plants with concrete after retaliatory Ukrainian drone strike

Russian authorities have begun installing concrete barriers around a thermal power plant in Moscow, apparently seeking to protect the facility from possible drone strikes. This was reported by Militarnyi, citing eyewitness footage from Astra recorded at the site. The fortifications are being installed around the combined heat and power plant 8 on Volgogradsky Prospekt. The footage shows concrete-block structures being erected around parts of the energy facility.
Astra indicated that the barriers may later be supplemented with anti-drone nets. The protective structures appear intended to prevent drones from reaching critical equipment or reduce damage from a direct impact. The measures come as Russian authorities prepare energy infrastructure for possible retaliatory Ukrainian drone attacks during the heating season. The source did not report whether similar concrete fortifications were being installed around other Moscow power plants.
Similar protective measures have also appeared at Russian oil refineries, where anti-drone nets and metal frameworks have been erected around individual installations. These structures are designed to intercept incoming drones before impact or limit damage to refinery equipment.
The fortification effort at CHPP-8 became public shortly after one of the largest Ukrainian drone and missile barrages against the Moscow region to date, launched overnight into September 20.
That attack hit a major refinery in Kapotnya, which supplies roughly 40 percent of the region's petroleum product demand, igniting a large fire and underscoring the vulnerability of energy sites now drawing sustained attention in Ukraine's long-range campaign. Monitoring resources logged a drone-danger alert at 3:19 a.m. By 3:51, Russian channels reported air defenses engaging over the capital region, and interceptor activity continued past 5:27 a.m., according to Militarnyi.
Moscow Mayor Sergei Sobyanin claimed on social media that Russian air defenses had destroyed 151 drones overnight, Ukrainska Pravda reported. Emergency crews were working at sites where debris had fallen, he added. Ukrainian President Volodymyr Zelenskyy confirmed the operation in a post on X. He wrote: "Our long-range responses had a very significant impact in the Moscow region last night. One of Russia's key oil industry facilities and the aggressor's logistics facility were hit. These are billions of dollars that sustain the war machine."
Zelenskyy added that "the systems used included FP-1, RZ-100, MICH-2000, Palianytsia, Vendetta, Liutyi, Bars, Flamingo, Sichen, and Pelican." He did not tie individual systems to specific targets. The president also noted the strike affected a facility in the Voronezh region. A separate fire broke out at the "Sofyino" logistics technopark, matching the logistics facility Zelenskyy referenced.
Among the systems Zelenskyy listed was the FP-5 Flamingo, a Ukrainian long-range missile. Near the refinery, local residents recovered debris from an unidentified missile visually resembling the FP-5, and one video captured the sound of a jet engine, Militarnyi reported. Its use at the site remained unconfirmed.
The Kapotnya plant ranks among Russia's ten largest refineries and supplies roughly 40% of the Moscow region's petroleum products, per Militarnyi. It processes up to 11 million tons of crude annually across more than 30 technological units, including catalytic and thermal cracking and reforming lines.
