The Senate voted 53-47 to advance the Stop Insider Trading Act, but the measure fell short of the 60 votes needed to move forward. The procedural vote fell along party lines.

The bill would prohibit members of Congress, their spouses and dependent children from purchasing individual stocks while strengthening disclosure and enforcement requirements.

argued the public “should not have to wonder whether votes in Congress are influenced by what’s best for the country, or by what is best for the investment portfolios of those serving in Congress.”

The legislation also included a voter-ID provision, which Democrats characterized as a “poison pill.”
