The Hamden District Attorney's expressing concern after
a judge denied a request to detain
a sexual assault suspect previously convicted of rape.
40 year old Mihail Luan was convicted in 2023 of raping an elderly
dementia patient at a nursing home where he worked as a janitor.
His conviction was overturned in 2025 and he was released pending
a new trial. According to the D. A. Luan was arrested again
this past July on new charges of rape and kidnapping.
Prosecutors asked a judge to detain him on the new charges
and to revoke his bail in the previous case.
But both requests were denied,
and Luan is currently free on $5,000 bail.
In a statement, Hamden District Attorney Anthony Galluni said in part,
I strongly disagree with this outcome,
and I believe the public deserves to understand why.
Our office will continue to pursue
these cases aggressively, stand with victims,
and do everything within our authority
to protect the people of Hamden County.
