Hello and welcome. You're watching The Urban Debate,
a high-profile investigation
which is underway into a brazen attack on actor Tiger Shroff in Mumbai.
Three bike-borne assailants opened fire
on Shroff's BMW near Pushpa Park in Juhu on the 18th
of October as he was leaving a private sports event.
The Lawrence Vishnoi gang has claimed responsibility for the attack.
The assailants were later nabbed in Rajasthan's Kota.
And after a local court granted a 48-hour transit remand,
Mumbai police has now taken the custody of the three accused.
They had a nap yesterday, and then they were produced
in front of the competent court for transition remand.
The court accepted their transition remand,
and then they were handed over to the Mumbai Police.
They were kept here at night.
The reason was that they were also following us, so they were tired,
they were not sleeping, and they also worked hard in the interrogation.
So it was necessary for them to go here at night for security
and safety purposes.
Now the shooter certainly
thoroughly seemed
to have planned the attack
on Tiger Shroff.
It wasn't just one or two days, but the accused spent nearly
three weeks planning this attack on the Bollywood actor.
Here's how the shooter plotted the attack
and also concealed their identities.
Now, the attackers reportedly spent nearly 20 days in Mumbai.
In those 20 days, 10 days were spent, reportedly,
when it comes to tracking Tiger Shroff's movement.
Now, what is being said, they followed
his Instagram handles, the videos that came across and circulated.
They recce also Tiger's home.
They also did a recce of Tiger's gym.
And the attack spot was recce at least multiple times in five days.
Now, Tiger's daily movements were also monitored, routine reconstructed
from posts that apparently used signal application
when it comes to talking to the alleged mastermind.
Now, in fact, when it comes to 18th of October, attack was not just
the first attempt to target Tiger Shroff, according to reports.
The shooters had reached the spot
a week earlier on the 11th of October as well.
Let's take you through the details
because that seems to be the prequel.
where the attack was first planned on the 11th of October.
There are CCTV footages showing the suspects stayed there for a while
and the attackers left after Tiger apparently did not turn up.
Then comes a week later on the 18th of October
when they planned the attack again.
So the attackers could be seen back
at the Juhu ground at around 4.30 in the afternoon
and the CCTV footages that seems to be getting
a peek into Tiger Shroff's movements as well
where police suspect that others tipped off
the shooters on his location
and Tiger was attacked at around 7,
7.30 p.m. as he left the private event.
Now, that seems to be the development coming across
when the investigation is further underway,
revealing when it comes to the two shooters identified as Rehan
and Hrithik who were recruited for the task.
Here is what top sources have told your channel.
The revelation that comes across,
at least the attack that was planned two months in advance,
Rehan earlier fired at an Amritsar-based businessman as well.
Then he reportedly came into contact with B Gang's Anil Pandit
and he was reportedly offered Rs. 55,000 and the rest after the attack.
Rehan then allegedly offered Hrithik a similar deal.
And this is what we are learning through sources on the modus operandi
because the attack on Tiger Shroff has shocked
the entire film fraternity.
But unfortunately, this has started to become a recurring phenomenon,
especially with the rise of the B Gang or the Bishnoi Gang.
Let's open this up and introduce
our guests joining us here on the Urban Debate.
We have Atul Shah, former MLA and spokesperson of the BJP.
Krishna Hegde, spokesperson of the Shiv Sena Shinde faction.
We also have Sanjay Sahai, former IPS officer joining in.
Mahesh Chavan, spokesperson of the NCP.
And we also have Anusha Srinivasan Iyer,
who is a writer and a director.
Of course, the politics aside, Anusha, I want to begin from you.
when we speak of the current scenario
and what happened with Tiger Shroff.
Of course, there has been a lot of concern
that has been raised within the film fraternity.
But what is your understanding of the current situation
that seems to be unfolding, Anusha?
We are just allowing the underworld to come back again into our system.
It was very difficult earlier when they were in here
and everybody was threatened.
The easiest target are the producers, directors and the actors.
If you look at Tiger, he's very non-controversial.
He doesn't even get into people's systems.
He's one of the most gentle guys ever.
Why is it that a man who is so simple
and easy to understand becomes a target?
It's like, you know, we are into animal welfare
and they tell us that the dog that is the most gentlest
is the one that gets affected the most.
We are picking up actors again and are making them targets.
And all this research that you did and you just explained should have
been done by the system and the cops before this happened.
This thing shouldn't have happened at all.
The attack on Salman Khan was a warning.
The second came with Rohit Shetty and now Tiger Shroff.
And if we don't bring this Bishnoi gang to book right now,
then it's just the beginning of letting the underworld hear
and saying that we're not going to do a thing about it
and it's only the journalists who will
be doing the research and the recce later.
Sanjay sir, what is your understanding?
Of course, if one individual has claimed responsibility,
but would it be soon enough to jump to a conclusion
that it was the hand of the B Gang
because when it comes to...
Yes, sir, go on.
We are not jumping into any conclusion.
We had the Salman Khan Galaxy
apartment firing, then Baba Siddiqui
assassination case, then
Rohit Shetty and then Tiger Sloth.
So we are not jumping into any
conclusion. What conclusion does it
draw? I think I can leave it to you
and the audience to decide. So broadly
there is something called the B Gang
which is operating in and out
of Mumbai and they are very comfortable
and conversant with that place and they can shoot at will
and they can plan assassination or killing
That is very strange. Before that we have this Deepak Rawal
and AP Dilan in Vancouver, Subdev
Singh Goga Mundi and the Sidhu Moose Wala
and extortion and all that we are not extortion and
all that we are not talking about
and Goldy Brar carries one million dollars on his head for
anybody providing information to reach Goldy Brar
into some successful engagement primarily from
the law enforcement point of view now
the most intriguing factor is that the contours of this
crime and the backdrop of this crime is pretty well known
at least for the last two and a half
years in Mumbai and everybody in Mumbai knows
of the fact that this whole gangster business does
not come back to the city but the effort
which is being made by the police and by other agencies
federal agencies either they are not delivering results
or the effort is not being made the
biggest difference which we find between pre-2010
and post-2024-2022 is the nature of technology
which has seeped in at a very very uh intensive level
and i'm convinced of the fact that that
level of response from the technological point
of view is not happening now one simple question
is what we call as the open source intelligence in police
which is primarily used against the criminal suspect and the accused.
Now that open source intelligence is being used against the victims.
Now the whole information what these people gathered in 15-20 days
large part of it has come from the social media.
Large part of it has come from the movements and details
which have been let out either by the actor
or people close to the actor
or media or popularity or whatever you call it.
And they have been allowed to pass on this sort
of information in public domain, out of which there are tools
which can give you very specific details regarding timing,
regarding patterns, regarding predictability,
regarding contacts and variety of others. One thing is very,
very clear that anybody connected to Salman Khan is in danger.
This is absolutely not a danger.
One would talk about if, you know, celebrities, for them,
it's a public platform to reach out to their fans
or to, you know, reach out to have any collaborations.
But again, I doubt if there
are any real-time information that is shared with them
unless and until, you know, they do a live on their,
you know, social media handles.
See, these are not the days of only real-time information.
There are two pieces of information
for the information of the audience,
which one was given by Iran and I think.
One was given by Ukraine from the state perspective
and the open source intelligence proved it to be wrong.
So open source intelligence is a very very important tool
and how well and how much it is being utilized we don't know.
Now there would be some 15-20 actors in Mumbai
who would fairly fall into this target.
Have we done their threat perception?
We have done their threat perception.
Then why a person like Tiger Shroff was carrying
no security whatsoever, whether the Bombay police has been regularly
in touch with these people, these are very high profile targets.
Let me take that up with Mr. Krishna Hegde because Krishnaji,
I believe Tiger Shroff met with the deputy chief minister
and apparently in that interaction, he told him that he was clueless,
that he doesn't know why he was targeted.
he's never received any extortion call
but was he actually on the hit list and if at all if this
planning of this attack was happening
for the last two months what happened to the intel sources
see first of all tiger shroff
is a very non-controversial person he does not talk you
know about other people he speaks to himself his fitness
and his games and so is his father
jackie shroff who is a very lovable actor
who we don't know since decades he has also been
non-controversial.
And just to say that, you know, someone connected to Salman Khan is
going to be under target.
I don't think that is true, though the video claims so, because
I think half the industry,
everybody in the film industry knows Salman Khan, half of Bandra
knows Salman Khan, and so many people in India know Salman Khan.
And all of them should have
been targeted by Tiger Shroff.
And if you look at the list from, you know, Guru Randhawa to
AP Dhillon, to, you know, Ranveer Singh,
Rohit Shetty, some of them have not even worked
with Salman Khan.
They have all been threatened in the past.
However, I, you know,
would say that the way they are hiring these 18, 20-year-olds to
carry out a shootout, there needs to be some,
you know, intelligence inputs which should
be taken from other states as well
because now this gang is claiming to have between 200 and
700 shooters and henchmen uh on their payroll
and this is not a very great time however our
honorable chief minister has clearly said that we
are asking for the custody of Lawrence Bishnoi and
the legal process is on and also ignatian
and both of them have assured him all the
protection that the Mumbai police can provide.
So I think these are very strange things because
in the 1960s, we had dons like Ajit Mastan
and even actors used to go and attend his
wedding, maybe take finances from him.
And in the 80s, you had the D-Gang where they used
to finance something and they were seen at their parties
or cricket matches. But I think
Everything changed after 1993, after the bomb blast,
where those bombs had to go out of India.
And the one who associated with these bombs was the anti-national.
Suddenly, the D-Gang coming up and terrorizing people.
I don't think the nexus of the gang have again come.
Are you talking about, Krishnaji,
any political patronage when it comes to the underworld?
Because if the D gang is gone,
is this the revival of the B gang now as it is being called?
No, I don't think so.
Because a couple of years ago,
I was also threatened by an international gangster for two years.
And I did not know, but I put someone in jail and he happened
to be a middleman or henchman of that international gangster.
So I think in social life, you are always encountering such issues.
but actually to target Tiger Shroff is something like shocking
because it's a really non-controversial
style and a very simple and down-to-earth style.
No, again, that doesn't give an explanation enough, no Maheshji?
If someone is simple, if someone is non-controversial,
then what made him as an easy target?
Yeah, absolutely.
This is a big question.
If prominent figures like Tiger Shroff,
in this case, if they are not safe, what about
the common people?
We have seen a series
of such disturbing incidents involving prominent public figures,
right from Baba Siddiqui's murder, firing outside Salman Khan's house,
Rohit Shetty's house, then at Tiger Shroff recently.
So, the question is what precautionary measures
the government is being taken, you know,
to curb all these incidents and to identify and prosecute all
these organized crime syndicates who are operating transnationally.
And even for that matter, some of them are operating from sitting
inside the jail and that too thousands of miles away from our city.
So this is about the public safety
And the government's accountability
Is it not that the Home Ministry is not able to handle this?
Don't you think that our Chief Minister
Who is the Home Minister also
Is overburdened?
I believe he is handling seven portfolios
And is it realistic for one person to handle such a crucial portfolio
While handling all other important responsibilities?
doesn't Maharashtra require
a new full-time dedicated Home Minister to handle such problems?
So let me take up that question with Atulji.
Atulji, coming to you last because it is
significant that you, you know,
take up all of the questions there because you have given
additional security now to Tiger Shroff
but if it is Tiger today then who next?
Now one thing you should appreciate
that with the arrest of the culprit in just 12 hours,
Don't you think there is a mind working behind it?
The home minister has been relentlessly
looking at all the cyber things,
cyber safety and the installation of CCTV has been taken up
by Devendra Fadnavis' government.
We are not like the earlier government where the criminals like Vaze
they were put into police and they were obliterating the witnesses.
Here a sensitive
chief minister like Devendra Fadnavis
and he has promised yesterday the mastermind will
be brought to book and he's taking the help over the state
also and so this 12 hours arrest
is not this has been done by the government
that should be appreciated but at the same
time there should be safety in future
that whoever the government should act more more
intelligently, but here at the same time,
and now I tell you one thing, 20 teams are
deployed to look into the various angles of this crime.
So this government, just to say
that Devendra Fadnavis has got so many portfolios,
he's capable of doing it. And he will give
you the result. And his police department has already given results
that three of them been nabbed
from Kota. How did this happen?
With the support from Rajasthan government and with the police
from Mumbai, they have helped
and that is the reason they are caught. So further things
will happen. It's a shocking incident.
Media highlights when the celebrity is there, but
this government is sensitive even to a small crime
in the city of Mumbai and relentlessly
working for that. But here also in that case...
No, sir, we are just putting out the facts on the table
and we are not, you know, differentiating
between a celebrity and a non-celebrity in any case
but yes but Sanjay sir no doubt when it
comes to the work of the police
and you know how fast they have reacted and how they have
coordinated with the police from other states
as well of course that needs to be appreciated
and commended but why are we waiting
for an incident to happen for action to be taken
that's also all as I said all the aspects
and all the angles are being taken into consideration
Let me take up that question to Sanjay sir.
Yes, sir.
So, 100% it has to be appreciated and commended upon
and also kudos to the state government
that they have acted so swiftly.
Nonetheless, the story or the meat of the matter
is that this is the least they could have done.
Had they done anything less than this,
it was basically sitting on their head and they
were pushed to do this and notwithstanding this,
I think the city would have been a much
a much more greater fear cycle.
That's point number one.
The second part is that post-incident and post-crime,
congratulating governments all across the country,
that does not serve any purpose whatsoever.
That is what I have seen in the last 32 years in service
and even outside of service.
Thirdly, the threat perception today of people
who are likely to be impacted,
that Tiger Shroff is a very nice soul
and Jackie Shroff is a nice person,
all that notwithstanding.
Now this is the people, the weakest link where these gangsters come
to and this we have been saying over and over again.
A simple question is, have we been able to lay our hands
on the complete organizational mechanism of this gang or not?
That's point number one.
Point number two, these three people,
how they have come together, how they have landed in Bombay
and how this has happened the way it has happened.
It was in the case of Baba Siddiqui also.
So every time we should not come,
we should be woke enough to get into this detail.
And very importantly, which is being talked about, the country
also needs to understand as to whether somebody in a high prison jail
in India is able to do this or the government should come out clean
and tell us that there is no communication left whatsoever
in whichever prisons these people are holed up.
and there is no communication left
and they have nothing to do with any of this.
Anusha, does it actually give a sense of uncertainty
because what really happens next?
Because people have lost their lives.
I mean, this incident, as far as Tiger Shroff is concerned,
I mean, great, he escaped unhurt,
but the situation could have been otherwise as well.
Yeah, we are responding headline to headline.
And what has happened to the other guy who was injured?
Aren't we talking about him?
we have no idea what is happening to the other person he's
a commoner driver he received medical
treatment and there was another bystander
who was also injured yes yes they received but we are not
talking about him in the debate and he is the real common man
who is at risk because when a person is
shooting one they pick up amateurs from the street
who need chiller and they use them as a person to
kill the celebrity but the person does
not understand the difference between a bystander
a driver an auto rickshaw and the celebrity
so everybody is at risk you and I are as much as
risk maybe it could be at an event it could
be at a public event it could be at Shah Rukh Khan's
birthday or Amitabh Bachchan's birthday it's
not just about the celebrity here it is about us being
at risk and instead of responding there should
be proactiveness from the government side where we
need to see what is this and why is it happening
and I mean I'm sure our honorable police force
is working towards it but why is there a response why
is it in advance it's not about this government
or that government it's about us as common people are we safe
and every time somebody wants to send
a message they just pick up a gun
and shoot a celebrity that cannot happen that has to stop
before it is even thought about that is why we have
an intelligence force this is the era where
interpol should be working no we should know where they
are planning for around the world
Krishnan ji, would you want to respond to that, sir?
Because when questions are raised, yes, of course,
commendable work that has been done by the police,
but it needs to be nipped in the bud.
I mean, the pictures that we see,
one of the shooter's weapon did not go off.
And thankfully, that probably saved the life of Tiger.
No, no, obviously, there should be more proactiveness in this.
You know, there has to be a level of police informers.
There should be a statewide, interstate,
you know, intelligence sharing network.
There should also be, you know,
earlier they used to have a public police committee.
There was a Mohalla committee in place earlier.
I think all that is missing now.
I think the government should step up all
these methods to see that, you know,
we can say Tiger Shroff is safe now,
but why did they come there in the first place to shoot him?
So that should have been nipped in the bud.
and I think there has to be more proactiveness
on all fronts
whether it is setting up these committees
whether it is having informers
whether now this guy
Rehan who has already been
he has already shot someone else in the
past and how did he land
up in Mumbai so there has to be
some intelligence on these criminals
which are shared nationwide
and you know
now in the riots in
Delhi there was this
face recognition
device which was used.
I think these devices need to be used
technically and technologically
we are far superior. I think
all these methods have to be used. I think
AI has also come in. A lot of new
methods have come in to identify
criminals as we are doing in the
airport or in the immigration.
I think this kind of
vigilance you are saying that needs to be stepped up.
But Mahesh, your question also is
when it comes to providing
security now that you know tiger straws
the security that has been increased there are
mega stars as well uh
that have high level security they can you know also have private
security as well but anybody who is a celebrity
or not let's in the way you know talk about
celebrities they don't know if they are going
to be the possible next target what are they going
to do higher uh you know
when it comes to more you know security have more bouncers with them
i mean this could happen anywhere
and at least at the end of the day they are public figures
See, this is practically not possible, Amita,
because if you know, one of the associates of Vishnu,
he has claimed the responsibility of this attack.
And he has mentioned it on a social media post that he will not leave
or they will not leave anybody who works with Salman Khan.
How many people must be working with Salman Khan? Hundreds of them.
That would be practically half of the,
more than half of the Bollywood industry.
exactly so how is the government
or the police department going to provide the security to each
and every one of them so it is practically not possible
and secondly i would like to
tell you one thing here i appreciate the police's hard work
and their efficiency and they nab the
culprits and you know hardly 12 hours or what
but before the incident where was the intelligence
network see how are these transnational gangs able
to repeatedly recruit arm and deploy the
you know these operatives
into mumbai's high security zones like bandra or
they don't get any information see
as you said they are carrying out raids
of the multiple places for seven days
so police doesn't get a hint of it so we have to consider
these points also i mean atulji
when we speak of the shooters that they hired i mean 35 000 rupees
is enough to kill a person.
And you have individuals who are barely, you know, at the end of their
teens. I mean, how gullible, you know,
these individuals, these youth become when it comes
to falling to such traps.
It is so true. I appreciate, you know,
these things have to be looked into that. Now, here
CCTV is not enough. CCTV is installed all over the city.
That is the reason we've been
able to nab them but the police will now look into the other angles
also as my other spokesman
of that Mr. Mahesh that face recognition
and all these things Devendra Patnavi has got all these
things on his mind and very soon you'll see the result
and he wants the mastermind to be nabbed
very soon this is his conviction
and he will be able to do it well Sanjay sir I believe more than
cctvs it is the individuals the fans rather
and with their mobile phones are adding more angles
to the videos that may have happened of the attack
no this one is the angle part of it the second
which my panelist is talking about what cctv
is doing let me tell you with all amount of clarity
that the use of cctv cctv video analytics
and real-time dynamic intelligence would be one of
the lowest in the world there was a terrorist
who started from Hyderabad went all throughout
Delhi the whole day and he sat down in Chandni Chowk
car park and he created a bomb and detonated
the bomb right outside Chandni Chowk at 5.30 in the evening
when the name of the person was known,
the vehicle number was known and the face was also known.
This is the fate of CCTV facial
recognition. When it comes to a Jantar Mantra,
there's a different sort of affair. Let's not
get into that. So the capability of CCTV technology
on the real-time intelligence is as good as we
in this country but for traffic violations.
Otherwise, once the shooting happens or somebody
is carrying the weapon or there is some discrepancy,
the system should have told them, right?
Finally, it's the human being who is going there.
Nothing which has emanated of the system.
But sir, wouldn't that be an enormous task?
I mean, tracking individuals and yes, because
look at the population and the festive season,
all of the areas are already overcrowded.
Now, you are talking about Juhu and Bandra.
Those are high sensitive areas. What is so
sensitive about that what is the nature
of checks you have what is the nature of controls you have
you literally don't have anything you just talk you have high
and top mega stars just barely
living meters away from the site
no but the high sensitive means that the area has to respond in
that manner as far as the security is concerned
is it a high security zone if it is a high
security zone you tell me the parameters on which
is the high security zone and then we are talking
about the threat that anybody connected to Salman Khan.
So it is half of Bombay. This
is the job of the police.
This is the job of the intelligence agency to zero it down,
understand the threat perception of people.
One which is likely, one which is unlikely.
There are a variety of things which happen in the back end.
Everything cannot come out
in the open. And there is something called open
source intelligence on which police forces
across the globe work. So Krishnaji,
will you admit that there have been certain lapses
as well i mean we are talking about places
and areas i mean that is full of VIPs you also have
the residences of megastars barely meters away from the attack site
so where exactly did the
lapse happen and this is right in the middle of festive season
when the security itself is uh you know
doubled or tripled at least he uh sanjay ji has already said
that there are a lot of things which
happen in the back end which maybe a common man doesn't know about
and therefore you know the
police here within the space of 12
to 15 hours have tracked down these criminals with the help
of the Gujarat police, the Rajasthan police,
the Delhi police and the Mumbai police. So obviously
there is some, you know, intelligence sharing which has happened.
A lot of maybe, you know,
mobile towers have been tracked and then they have been caught.
It's just not so simple for a
team to go there and nab those people.
There is a lot of hard work and intelligence behind this.
But I would still say that for a city like Mumbai,
we've seen some of the worst.
We've seen some, you know, terrorist attacks, we've seen bombings,
we've seen bus bombings, train bombings, and the city has recovered.
But that is not the case.
Whichever government it is, we need to beef up our system because we
need to, prevention is better than cure, that is what is my opinion.
Right, Atulji, that's the point, preventive measures.
You need to make sure that an incident similar to like this,
I mean, celebrity or non-celebrity
does not happen.
I agree with Mr. Hegre 100% and we keep on,
you know, as far as the government is concerned,
we look into the avenues which can help.
And as the gentleman said, I don't know his name,
the policeman, Sanjay, I really appreciate
that so many things have to be done.
this government will be acting very very swiftly
and in the fastest way to do many other things
which can help track the culprits
and the first thing that is on the mind of Mr. Chief Minister
Devendra Fadnavis that he wants the mastermind this time
and he will do everything possible
in as far as having the mastermind of the cyber stock.
My concluding statement sir because again
When it comes to dreaded gangsters and if they are, you know,
the pawns are arrested, the masterminds are in jail,
then how are these incidents taken?
Exactly. This is where the, you know,
people have a doubt in their minds about the political patronage.
Because if the people sitting inside the jails are organizing such
heinous crimes here in Mumbai, which are hundreds of miles away,
sometimes the Vishnu is in Sabarmati jail in Gujarat
or sometimes in Tihar jail in Gujarat.
So, who's providing them all this infrastructure,
you know, to carry out such incidents?
So, we have to think about this and government
or the BJP should come forward and tell the people what measures they
are taking to, you know, identify and dismantle.
Not just interested, even when it comes to transnational crimes.
Yes, Anusha, concluding statement.
i just wanted to say one thing that we should
not let these jokers become famous because they
are targeting her a guy cannot become famous
because he's picking up one target after another
and claiming credit for it you know
and then he is becoming a part of every national debate and
we are letting unknown people
and criminals become famous on air time or rather exposing them
yeah but that should be something that they should
not think that this is the best way to
come into the limelight because the
system is not equipped enough to know
before they attack.
And we talk about it after the attack.
That is where the system will tighten the loopholes.
No ma'am? Yes.
That is where the system will tighten the loopholes.
I mean that is why you have Atulji and Krishnaji
here sitting because they are there to answer
on part of the government. Yes.
Sir, last 10 seconds.
If there is a lapse,
the government and the police should accept
and set it right. It has become
customary in this nation that no government,
no police accept any lapse
Okay, precisely, sir. I mean, yes, you can
pat your back, but if the situation
would have been very different, then today we would
have been having a very different debate altogether.
But hoping that, you know, preventive
measures are taken in time so that
similar incident to this does not repeat.
Thank you very much, all of you, for joining us here on
the open debate. Thank you very much.
