Another ring of air defense towers has been built within a 50-kilometer radius of Russian dictator Vladimir Putin's residence in Valdai, passing through his "alternate airfield" in Khotilovo and a secret biolaboratory on Lisichiy Island. This was reported by Radio Liberty and OSINT analyst.
Journalists analyzed satellite images that revealed that Pantsir or Tor anti-aircraft missile systems were located south of Putin's residence in October. As noted in the article, positions in the northern part of the ring have not yet been identified; they could likely be built in the coming months.
"One of the towers of this 'outer ring' was built long ago, in March 2026, on the grounds of the Khotilovo military base, which Putin regularly uses and from which the residence in Valdai can be reached by train via a specially constructed railway line," the publication recalled.
According to analysts, several more air defense positions for this ring were built on the shore of the Vishnevolotsk Reservoir, in the center of which, on Lisyachiy Island, Russian occupiers built a new laboratory complex, likely connected to the Russian biological weapons program.
Meanwhile, in January of this year, the Russian army claimed that Ukraine attempted to attack Putin's residence in Valdai with drones, but Kyiv denied this information.
"Overall, there are currently over 50 air defense positions around Valdai—only half as many as were built in Moscow and the Moscow region, with a population of over 20 million, after Russia began its full-scale invasion of Ukraine. Fewer than 100,000 people live in Valdai and the Valdai district, as well as within a 50-kilometer radius," Radio Liberty concluded.
The Institute for the Study of War previously reported that Putin wants to gain eight regions of Ukraine, not just Donbas. Russia's so-called "Novorossiya" includes not only Crimea and the four regions illegally annexed by Russia, but also the Kharkiv, Dnipropetrovsk, Mykolaiv, and Odesa regions.
"Putin's reference to Russia's 'historical claims' effectively demands that Ukraine surrender territories under Kyiv's control: 20.5% of the Donetsk region, 24.5% of the Zaporizhzhia region, and 30% of the Kherson region. Putin's statement clearly demonstrates that Russia's demands extend far beyond the Ukrainian 'defensive belt' and the Donetsk region—they could encompass the entire territory of Ukraine," analysts note.
