In Russia's Rostov region, electrical equipment at a substation supplying power to a facility producing rocket fuel for the Russian military was damaged . The incident occurred in the city of Kamensk-Shakhtinsky and could lead to operational disruptions at the plant. The Atesh military movement of Ukrainians and Crimean Tatars reported the sabotage on Telegram . According to its agents, a distribution cabinet at the electrical substation that supplies power to the Kamensky Combine was damaged . The Kamensky Combine is part of the Russian military-industrial complex. It produces solid rocket fuel for the Uragan, Smerch, and Tornado-S multiple launch rocket systems , as well as other missile and aircraft systems. According to the movement's representatives, damage to the distribution center is creating localized problems in the plant's operations and requiring equipment repairs. This could force workers to focus on restoration work instead of production. Atesh emphasized that such acts of sabotage hinder the work of the rear infrastructure involved in supporting the Russian army.

" Putin has no plans to stop the war, despite the enormous losses, and is conducting a covert mobilization. The Russian army and Putin's regime must be stopped for the common good," Atesh concluded. Earlier, agents of the partisan movement sabotaged Russian military communications around IXcellerate, one of Moscow’s largest commercial data centers, in an effort to disrupt air-defense coordination and help Ukrainian drones reach their targets. IXcellerate is a major part of Moscow’s digital infrastructure, supporting banking applications, card payments, telecommunications operators, and business services.

Atesh claims that Russia’s Defense Ministry also uses infrastructure connected to the facility for military communications and air-defense command systems, effectively embedding military traffic within civilian server networks.

According to the movement, drone strikes depend not only on the aircraft themselves but also on disrupting the communications networks that connect Russian air-defense crews and command posts.

Cutting those links on the ground, Atesh says, can delay target information and reduce coordination between air-defense units.

Without stable communications, Russian air-defense crews can lose situational awareness, receive targeting information too late, and struggle to cover the routes used by incoming drones, the group said. The group said Moscow’s attempts to hide military traffic inside civilian server infrastructure have not prevented partisan cells from locating and targeting the communications links supporting Russian military operations. Previously, Atesh claimed responsibility for sabotaging a critical electrical substation in Azov, Russia’s Rostov region, disrupting power to a defense manufacturing facility that produces guidance systems and other components for Russian missiles.
