President Donald Trump is touting new investments in American manufacturing including a new $4 billion investment from car-manufacturer Audi as he enters the final sprint in his midterm campaign blitz. Trump also announced a $1 million reward for anyone who reports on voter fraud from the past or for the upcoming midterms if it results in an arrest and conviction.
Separately, Trump commented on Brazil’s election, saying “it looked like another rigged election.” This comes after Luiz Inácio Lula da Silva was re-elected for a fourth term. His challenger, Flavio Bolsonaro, refuses to concede, saying he will seek to annul the result. He alleges that a last-minute change to voting hours undermined the election. NTD speaks to Brazilian Epoch Times Editor-in-Chief Marcos Schotgues about the election controversy.
And Secretary of State Marco Rubio made a direct appeal to Cubans on Friday encouraging them to partner with the CIA if they want to see change in the communist country. The comments signal a tougher message to Cuba’s communist regime.
Welcome to NTD Evening News. Our top story tonight,
$1 million for anyone
who reports on voter fraud that leads to a conviction.
President Trump making the announcement just eight days out
from the midterm elections. It
comes as his administration expands its crackdown on fraud,
including billions in alleged health
care fraud. The Justice Department announces
charges against 48 foreign nationals accused
of illegally voting or registering to vote in the U.S.
Cases span five states,
with more than half of them coming from California.
Jason Blair reports.
Secretary of State Marco Rubio sending a message to Cuba's people.
If they want change, the CIA could be an ally.
What exactly is he asking Cubans to do?
NTD's Arlene Richards has the details.
And after a questionable voting process yesterday,
left-leaning Lula da Silva claims victory
in Brazil's presidential election.
Arian Pasdar has what people in Brazil
and here in the U.S. are saying about this unusual process.
And a judge rules against the Trump administration's firing power,
the daughter of former FBI Director James Comey says she
was fired from her prosecutor job for political reasons.
This is NTD Evening News, live
from our global headquarters
in New York City.
Here's Kerry Dunst.
Good evening and thank you for joining us tonight.
President Trump announces a $1 million reward to anyone
who reports on someone who commits voter fraud,
both in the upcoming midterms as well as for past elections.
We now go to NTD's Washington correspondent, Jack Bradley.
Jack, what's the latest here?
Hey, Kerry.
Well, President Trump is putting a $1 million bounty
on those who commit voter fraud.
And that comes as his administration
is stepping up its efforts to go after
anyone who defrauds American taxpayers. Take a look.
I'm also going to be issuing a million dollar bonus
or reward or whatever you want to call it
for anybody that reports voter fraud leading to the arrest
and conviction of somebody
for giving that person a million dollars.
That announcement is coming with the midterms now one week away.
the president also saying that the rewards will apply
to anyone reporting voter fraud in past
and upcoming elections, and that leads to a conviction.
This comes after President Trump
announced last week that the DOJ is offering cash rewards
for tips that expose taxpayer fraud
through the newly established Fraud Whistleblower Incentive Program,
following billions in alleged
healthcare fraud that the DOJ says it's already uncovered.
And just a day earlier, the DOJ sued
California to prevent them from counting mail-in ballots
of over 20,000 suspected non-citizens
on voter rolls. They've already arrested
two dozen foreign nationals in the state
who allegedly voted in U.S. elections.
And on this, President Trump says that Brazil's
presidential election was rigged.
Progressive President Lula won re-election, defeating
conservative Bolsonaro. Take a look at this.
It looked like another rigged election, frankly.
I didn't take sides, but it was a terrible look at the world.
It's another election.
You know, elections have to be indisputable,
and it looked very bad to me.
That comes after last-minute rule changes
to the voting process in Brazil.
Polls showed both Brazilian candidates
essentially tied heading into the election,
with Lula seeking a fourth term.
Gary?
And Jack, as President Trump is set to rally in Mississippi tonight,
What's his message to voters at this point?
That's right.
So President Trump is making the investments
into the U.S. a central part of his midterm message,
pointing to the trillions of new investments in American manufacturing
as evidence that his tariff policies
are bringing businesses back to the U.S.,
specifically a new $4.2 billion investment from Audi
to develop its first manufacturing car facility in the U.S.,
and that will be based in Georgia.
Here's President Trump over the weekend in Georgia.
Audi has just committed to invest $4.2 billion in nearby Macon,
Georgia, to begin the construction
next month on a massive plant
that will produce 200,000 cars a year.
58% of our auto business
was gone. It's all coming back and then some.
And that's the latest development in a series
of car manufacturers and other businesses moving
their operations into the U.S. following
President Trump's tariff policies.
We have Stellantis, Ford, GM, Toyota, among others,
announcing new investments in U.S. factories.
And U.S. manufacturing has expanded for nine
straight months. So we can expect to hear more
from that tonight from the president in Mississippi.
Kerry. All right. Thank you, Jack.
And after a questionable voting process yesterday,
left-leaning Lula da Silva claims victory
in Brazil's presidential election,
But multiple irregularities are causing
the right-leaning side to now question the results.
NTD's international correspondent Arjen Pasdar has the story.
Supporters of incumbent left-leaning president Lula da Silva,
seen celebrating in the streets of Brazil on Sunday night.
Official numbers show that Lula won against right-leaning challenger
Flavio Bolsonaro by gaining over 10 million votes compared
to the first round of voting three weeks ago.
Tech entrepreneur Elon Musk shared a post
which highlighted the 10 million votes, saying
to give you an idea of how unlikely this is,
all the eliminated candidates from round one
got 9.3 million votes combined.
During the voting process on Sunday,
some public transportation buses in at least three
mostly left-leaning Brazilian cities couldn't operate.
Lula then made a request to extend the voting hours,
claiming that some voters couldn't
get to the polling stations in time.
Now, usually the electoral court would handle such a case,
but the Supreme Court picked
it up.
And at the Supreme Court,
the justice who granted the request is Lula's former personal
lawyer.
It's also important to note that polling stations
that had already closed were not allowed to
reopen again,
which was the case in at least one mostly conservative state.
Commenting on the irregularities,
Donald Trump Jr. said if a conservative government in Brazil did this,
everyone in the mainstream press in America would lose their minds.
Oklahoma State Senator Shane Jett called it blatant interference
by Brazil's Supreme Court.
Flavio Bolsonaro said this after the results came out on Sunday.
What happened today was not normal. It was downright unacceptable.
For the first time in history, a Supreme Court justice,
who's also Lula's former lawyer,
changed the rules with a simple stroke of the pen.
He added that his team will officially challenge the results.
Adrian Pastor, NTD News.
And Brazilian stocks and the country's currency
suffered historic losses today following the
election results. Brazilian real plunged
more than 11% against the US dollar,
marking one of its biggest single-day declines on record.
And that stands in sharp contrast to the first round of voting
when Flavio Bolsonaro's victory set
the currency higher amid growing investor optimism.
The reversal highlights a dramatic shift
in market sentiment following this election.
And now in the U.S., 48 election crime cases announced
by the Department of Justice.
They span across five states.
It's the latest in a ramp-up against illegal voting
and illegal voting registrations
that are coming ahead of the midterms.
And to these correspondents, Jason Blair has more.
Forty-eight non-citizens charged
in election-related cases across five states.
Forty-seven are lawful permanent residents
with one illegal immigrant from Cuba.
The cases are in Pennsylvania, California,
Florida, New York, and Nevada.
These are the most recent in what the Justice Department
is calling a push to enforce laws barring non-citizens from voting
and to protect election integrity.
Every single American citizen's vote
that's canceled out by an illegal voter matters.
There have been over 90 elections in recent decades
in the United States that were decided by one vote.
Some critics have said voting by non-citizens is rare
and not consequential.
Last week, California Attorney General Rob Bonta responded
to 28 cases of alleged voter fraud in the state.
Let me just first say that voter fraud is illegal
and voter fraud is wrong.
But 28 out of 23 million registered voters in California,
it's just a, obviously it's a drop in the bucket numerically.
It's 0.0001%.
Homeland Security Secretary Mark Wayne Mullen said in September
that the administration is screening hundreds
of thousands of potential cases.
One is too many, but the fact
that we have 300 cases we're looking into right now
and 1,620 cases that are under investigation,
151 rest, is unacceptable.
The charges include voting by a non-citizen
and falsely claiming U.S. citizenship to register to
vote. Voting by a non-citizen is a misdemeanor
with a maximum of one year in prison. Some
defendants also face felony charges.
The Justice Department notes the announced charges are
allegations and defendants are presumed innocent until proven guilty.
According to DOJ releases,
165 have been charged
with election-related crimes since President Trump started his second
term. The vast majority are in September and October this year.
So far, there have been 20
convictions and one dismissal, which leaves 144 cases still pending.
Reporting in Washington,
D.C., Jason Blair, NTD News. Thanks to Jason for that.
And now we stay with election-related news.
On Election Day, thousands of election observers will descend
on polling stations. They're there
to monitor the vote. They'll come from both the political left
and the right. Democrats and
their allies plan to deploy tens of thousands of election monitors.
State Democratic parties
have trained an estimated 10,000 volunteers to observe polling places
and to report anything
that is potentially concerning that they might see from federal agents.
A government watchdog
called Common Cause said it has trained roughly 16,000 more volunteers
to stand watch at voting
precincts. Meanwhile, the Justice Department plans
to deploy its largest ever monitoring program.
About 1,000 department staff are expected to observe voting
and ensure federal laws are being followed.
The RNC also plans to deploy election integrity deputy state directors
in 22 states, among them Arizona,
Michigan, Georgia, and North Carolina.
Trump administration says it does not plan
to deploy ICE agents to polling stations.
And Secretary of State Marco Rubio
is now urging Cubans to partner with the CIA
if they want to see positive change in their country.
This message came after President Trump said
that the U.S. would, quote,
take care of Cuba.
The comments signal a tougher message to Cuba's communist government.
NTD's Arlene Richards has more.
Rubio telling Cubans that now is the time for change.
In an ex-post Friday, Rubio said,
seize this opportunity to create the change you desire
through a discreet partnership with the CIA,
citing corruption, failed promises,
and economic hardship on the island.
The CIA followed by reposting Rubio's message alongside a video
detailing how individuals can safely
and confidentially contact the agency.
The two messages followed President Trump's earlier post.
Don't worry. We'll take care of Cuba on our way back from Iran.
Actually, what we're going to do with Cuba
is we're going to come back from Iran.
Iran, those beautiful ships will pass Cuba.
We'll have one of them stop about 50 yards off the
coast. They'll raise up their hands.
And then we're going to send Marco Rubio in to finish up
the deal. Rubio sent a message last month calling
on Cubans to take control. We're hopeful that the
people that today sort of control the arms and the repressive regime,
that there'll be some
people in there that open their eyes to the reality
of what they're facing. The messaging
comes as tensions between the U.S. and Havana remain high.
In May, President Trump signed an
executive order that imposes sanctions
on those responsible for repression in Cuba and threats
against the U.S. Last month,
the administration expanded those sanctions to include new restrictions
on Cuba-related travel, increased restrictions
on financial transactions with Cuba, and restrictions
on Cuban nationals banking
in the U.S. Cuban Foreign Minister Bruno Rodriguez Parrá strongly
rejected the statements, saying in a post on Friday,
we reject all threats regarding U.S.
ambitions toward Cuba.
On our shores, there are beautiful beaches, but also dog-toothed,
inhospitable to those who arrive with hostile intentions
and desires for domination.
President Trump issued an executive order
in January that said the government of Cuba had
taken extraordinary actions that harm and threaten the United States,
and noted that Cuba continues
to build deep intelligence
and defense cooperation with the Chinese communist regime.
Arlene Richards, NTD News.
And President Trump reaffirming his endorsement
of Israeli Prime Minister Benjamin Netanyahu
ahead of Israel's elections, which are happening tomorrow.
Netanyahu is facing a challenge from a former military chief of staff.
NTD's Jason Perry has the update.
Footage released over the weekend shows
a crowd of people rallying in Tel Aviv
days before Israel's parliamentary elections set
to be held on Tuesday.
The October 7th terrorist attack is still an issue on voters' minds.
The organizers of the rally say they're demanding
an independent commission of inquiry
into Israel's security failures surrounding the October 7th massacre.
On that day, now three years ago,
Hamas terrorists killed about 1,200 people
and took over 250 hostages.
And it happened when Israeli Prime
Minister Benjamin Netanyahu was in power.
Netanyahu faces a challenge
from former military chief of staff Gadi Eisenkot.
He's a leading opposition figure who has pledged
to investigate what went wrong surrounding the October 7th attacks.
I look at all of you here and see thousands of patriots
who care deeply about this country,
who dream of a better Israel,
and who are determined to make it a reality.
thanks to you we will win
and bring major change to Israel a resident in Jerusalem says she wants
Netanyahu to continue being prime minister ensure he continues
the line he started on October 8th
and that's it to continue being aggressive against
our enemies to continue managing the economy well
and hopefully succeed in uniting everyone president Trump
on Sunday reaffirming his
endorsement of Netanyahu.
He posts on Truth Social saying he and Netanyahu have to finish
the job they started.
Netanyahu warned Iran against interfering with the upcoming elections,
saying that Israel is ready to strike back. Jason Perry, NTD News.
And a setback for the Trump administration's executive authority.
A federal judge has ruled
that the administration's firing
of prosecutor Maureen Comey was unlawful. Maureen Comey has
worked as a federal prosecutor at the Manhattan
U.S. Attorney's Office since 2015, and she is the
daughter of former FBI Director James Comey.
The Justice Department under President Trump fired her
in July of 25. In her lawsuit,
Comey says she was fired because of who her father was, which is in
violation of federal law. The Trump administration argues
that prosecutors like Comey are subject to
removal without cause due to executive authority.
In his ruling, a U.S. district judge says centuries
of legal precedent affirm the authority
of Congress to place limits on the executive
branch's ability to remove lower officials.
Now, the ruling gave Comey back pay through December
2025. The case is seen as a test of whether
the administration can swiftly fire career
prosecutors like Comey who are not political appointees.
And we have breaking and related
news. Former FBI Director James Comey has
been charged now for a third time. Federal prosecutors
are bringing a new case against him.
They're accusing him of transmission of national defense
information as well as conspiracy
to transmit national defense information. He is not indicted
in this case at this point.
A judge dismissed the first case against Comey and he was indicted a
second time in North Carolina back in April.
The former FBI Director has maintained his innocence
and he has also argued the case is, quote,
time-barred because of the statute of limitations.
His attorneys have filed a motion to dismiss these latest charges.
This is a developing situation,
and we will keep you updated on the latest as it becomes available.

Welcome back to NTD Evening News. I'm Cary Dunst.
Ten more people arrested for illegally voting in U.S. elections.
Some of them voted numerous times,
including one who's voted since 2008.
This comes amid the DHS crackdown on voter fraud
and a lawsuit that now seeks to stop it.
NTD's Melina Weiskopf has the details.
A DHS and FBI joint investigation led to the arrest
of 10 non-citizens in North Carolina.
They're all facing various charges,
including falsely claiming citizenship for registering to
vote and voting by an immigrant.
Some voted multiple times. One man from Germany, Karl
Paul Vogt, accused of voting seven times since 2008.
Another from Jamaica allegedly voted three
times and simultaneously faces charges for assault and battery.
One was an illegal immigrant from
El Salvador. Eduardo Omar Majano Sosa allegedly entered
and was released in the United States
during the Biden administration.
Several of those accused of voter fraud also have criminal
backgrounds, including assault and drug charges.
The acting ICE director asserted, quote, when
people illegally cast ballots,
they undermine the law and trust Americans place in our democratic
process. DHS Secretary Mark Wayne Mullen said of the arrest,
let this be a message to any non-citizens
out there who are thinking about voting in our elections.
If you illegally vote, we will arrest
you and you will be charged.
Only American citizens should be electing American leaders.
These are the latest in a string
of arrests carried out at the direction of the Trump
administration.
And every voter that votes should know that their vote counts.
It shouldn't be
canceled by an illegal or someone illegally voting in those elections.
And that's exactly what
happens. Over 1,600 voter fraud cases that we
are currently investigating and we have 300
thousand more that we're getting to.
The attempt to clean up voter rolls has met with lawsuits and
Democrat congressional leaders last week sued
the Trump administration for an effort to ensure
mailed ballots are from U.S. citizens.
The suit is working its way through a D.C. court. Reporting
from Washington, D.C., Melina Weiskopf, NTD News.
California voters are now considering three ballot
measures that could reshape the state's tax policies.
Proposition 40 would impose a one-time
tax on billionaires,
while Proposition 41 and 42 could potentially cancel that out.
NTD's Christina Corona tells us more on these measures.
California's proposed billionaire tax
is sparking debate, but it's not the only tax
measure on the November ballot.
Proposition 41 and 42 could also affect how California
taxes certain assets and whether the billionaire tax takes effect.
Proposition 40 would impose a one-time 5% tax
on the net worth of billionaires who lived in
California on January 1, 2026.
Taxable wealth could include stocks, business ownership,
investments, artwork, and collectibles.
Ninety percent of the revenue would fund health care,
with the rest going to education, food assistance,
and tax administration. Proposition 41 would
require audits of certain programs funded by special taxes
and change how some revenue counts
toward the state's spending limit.
Proposition 42 would prohibit new state taxes on personal
property, including financial assets and investments,
and restrict certain retroactive
taxes. It would not eliminate existing taxes on investment earnings.
The Legislative Analyst
Office warns Prop 40 could be blocked if either Prop 41
or 42 receives more yes votes than Prop
40. Governor Gavin Newsom opposes Prop 40,
saying a billionaire tax should be national.
It's time for a national billionaire's tax
and a new social contract. The system is
fundamentally broken the federal tax code the corporate tax code
and the inheritance tax code
seem to be written for a different set
of Americans with early voting underway one person
tells NTD they don't think it's fair
to tax billionaires for working hard to earn their
while several others say they plan to vote yes
on Prop 40 with election day coming up on November
3rd, Californians will soon decide where they stand on taxes
and government spending reporting
from the city of Yorba Linda, Christina Corona and NTD News.
And staying with election news,
AI-generated ads are being used in political campaigns.
A report finds that political
candidates and supporters are amping up
these attention-grabbing ads this election season.
NTD's David Lam has more on that.
Political campaign ads with AI-generated content have
been growing for the November 2026 election cycle.
According to the Wesleyan Media Project,
A non-partisan election advertising tracker,
political candidates and supporters have spent more than $80 million
this election season to make more than 160 AI-based ads.
People in Silicon Valley share their thoughts with NTD.
What's your thoughts on AI-generated political ads?
So it's so funny you're asking me this.
I just saw one the other day and I thought it was a really bad idea.
It was so convincing.
My instinct is to be a little resistant to it.
I'd prefer to hear from the candidates themselves
or whoever's supporting whatever proposition or what have you.
The Wesleyan Media Project found that Republican candidates
and their supporters make up to 80% of the ads.
Ads from both Republican and Democratic candidates have shown
digital versions of opposing candidates in negative light.
I suppose it wouldn't be much different than someone creating a
cartoon, but at least that's driven by somebody else's creative input.
New territory that I did not like, a new level of attack.
I don't like dirty ads to begin with.
I'd rather hear what the people are going
to do versus what the other one does wrong.
A number of the ads are obviously fake,
but have grabbed the attention from voters.
What about the ads that are labeled with an AI-generated disclaimer?
I could see people who aren't maybe as technology savvy could
be really duped by something like that
and think that this one certain politician was doing something.
Oh, they have him on film doing this. And it was it was so convincing.
I think it's only fair that we know, you know,
the truth behind what we're being presented with.
So, yeah, I think the disclaimer is pretty critical.
With AI summaries and results now populating search engines,
some candidates are using generative engine optimization strategies.
These aim to convince AI models like ChatGPT,
Claude, and Gemini to present the candidates
in a positive light.

I'm Kerry Dunst.
In a dramatic and increasingly contested election,
Brazil's left-wing progressive president Lula
da Silva has secured an unprecedented fourth term,
defeating conservative Flavio Bolsonaro,
who is the son of the country's imprisoned
former president, Jair Bolsonaro.
But the result is already under fire, with Bolsonaro
questioning the legitimacy of the vote
and now vowing to seek its annulment over a controversial
extension of voting hours.
Joining us to break all of this down is Marcos Schutkas. He's the
editor-in-chief of The Epoch Times Brazil.
He's also the Latin American correspondent for the
Papers U.S. edition. Marcos,
for an American audience that's really not too familiar with
Brazilian politics, can you briefly summarize
the significance of what happened yesterday?
Right. So Brazil was heading into an election
which gave Lula his fourth term as the historical
face of left-wing politics in the country.
This election was critical for a number of reasons.
One of them is geopolitics.
When you talk about the United States, which has been seeking security
partners in the region in an alliance called Shield
of the Americas, of which Brazil and
Mexico are the only two major players
that are not a part of this alliance in Latin America.
It's also critical because we talk about a lot at stake right now.
Interest rates are very high.
So a lot of people are wondering what could
be done economically to lower them and make the
economy flow better. So especially
when you talk geopolitics and the economy, there's a lot of
stake. But then there's also another side to this,
which is Brazil is facing a deep institutional
crisis with a lack of confidence in the Supreme Court,
which, again, was one of the protagonists
of last night's election.
And there's just a lot of lack of trust in institutions, I suppose.
So this election was critical because a lot of this was at stake,
including even when we talk
about Bolsonaro. Flávio Bolsonaro, the right-wing candidate,
is the son of, as you mentioned, Jair
Bolsonaro, which is the country's former president.
And a lot of people say that he was imprisoned
with lack of due process.
So trying to correct some wrongs
from the perspective of right-wingers
was also at stake at this election.
So, I mean, there's a lot to unpack,
but I think that sums it up for a foreign audience.
Yeah, that was great and incredibly comprehensive
considering each turn of this is, you know,
truth absolutely stranger than fiction in this case.
And as you point out,
Jair Bolsonaro is under house arrest
and his son is the one who is running against
Lula da Silva in this instance.
So it really is just this interconnected web.
So I want to understand,
what is Bolsonaro's justification for asking for a new election?
And do you think that his claim has merit?
Okay, so let me talk you through what happened.
Brazil was supposed to close all polls,
all polling, all voting by 5 p.m. throughout the
national territory, right?
But what happened was that due to allegations
that transport was not adequate in some cities
from the Lula campaign and also the Flávio campaign,
claiming that the weather kept some people
from voting in other regions.
There were complaints from both campaigns asking
for an extension on voting hours.
At the end, the request made by the Lula campaign
was taken in by a Supreme Court justice, Cristiano Zanin.
So this is a justice that was nominated by Lula
and was Lula's campaign lawyer back in 2022.
He also defended Lula against corruption allegations previously,
allegations that had Lula arrested at one point.
right so uh bolsonaro is criticizing what happened due
to a number of reasons so one the extension
was made but not only in the requested regions it was made nationwide
so people could vote
nationwide for two more hours right um but it
was just very messy the way they put this together
when you talk about the judiciary branch
the request for the hours to extend went to some
regions, only after 5 p.m.,
this meant that some states extended voting while other states, and I
mean, even if you go down to the granular level
to certain neighborhoods, some regions extended the
votings, others did not.
Flavio Forteiro also claims that election observers from his party
were barred from certain parts of the procedure while this happened.
So now to the merit of it.
It is, yes, something that would in theory
be against Brazilian electoral law that the voting
was extended but given the fact that only about 35 000 votes
were cast after 5 p.m at this point
and this is a very you know small portion
of the 158 million people allowed to vote um it's not
enough in brazilian electoral law to nullify the elections
and ask for another round of voting
so right now it's very unclear where flavio you know intends
to take this with his complaint given
now that we have the number that only
so few people voted after 5 p.m. But among right-wingers,
there's certainly a bellicose mood where they feel
that they've been rigged in this election.
But it's not only Flavio saying it,
but I suppose a large part of his supporters in the country is
right-wing. And like I said, there's a lack of credibility,
a lack of confidence in institutions,
and the fact that the judiciary branch did
so poorly yesterday with confusing timing and
confusing decisions right when the elections
were closing in is also not good, not a good sign for
the country's institutional crisis.
Yeah, it does seem that you can understand why just overall
sentiment is confused about these institutions.
Now, I want to talk a bit more now of the impact
of what has taken place.
Currency and stock markets are reacting very poorly. What is the
current situation
and what do you think is happening with the markets? Okay, so there's a
number of reasons uh it's it's very bad you know uh today we had
when the stock market opened a 17
percent point you know a 17 percent uh stock market crash
which triggered a circuit breaker
which basically means that the regulators uh stopped trading
for one hour because the
volatility was too high so um we only had about
in recent history i think this happened this time
in the pandemic uh maybe back during
the 2008 financial crisis it's very rare at the same time
we had dollar compared to the local currency shoot up about 12.5%
in the opening hours of
the morning. And there's a number of reasons for that.
One is that Lula invested heavily in what
has been called despair welfare.
I mean, he's just investing so hard in welfare measures and
tax cuts right at the end of the electoral race.
And a lot of people say that's an electoral
populist measure to try to bring people over to his side, right?
But anyway, the point is that
now he'll have to account for all of this in the country's budget.
And it's unclear how it's going
to fit in, given that Brazil has a very tight budget at the moment.
Also, a lot of reforms
that would have to be made for this to fit
the budget will have to go through Congress. And
Congress is very, very, very adversarial against Lula right now.
It's a landslide for right-wingers
in Congress when you talk about the Senate
and the equivalent of the House of Representatives.
So it's unclear how they're going to work it out with Congress
and the new administration to make
it all fit the budget besides that there's the institutional crisis
and the volatility what the
investors like they like markets that are predictable right
so if you can't predict
what's going to happen with contested elections
a very criticized judiciary branch low confidence in
the institutions I mean so much is unclear it's
an uncertain future it's not clear to which side
even Lula is going to take his relationship with the US
because he has been a very hard critic
of President Trump so this sort of volatility
of course is the main factor when you comprise
it all together of the big crash we've seen in the markets
also lots of people were speculating
because Fabio was the heavy favorite
to win all polls gave him winning this election so i suppose
a lot of people speculated
and maybe uh had a different turnout than what they expected wow
so much has has evolved
in the last 24 hours it's incredible how quickly that sell-off happened
Now, left-wing representatives, they're
they're asking for Flavio's passport to be seized.
This is raising concerns that he might
be persecuted for not recognizing these results.
What can you tell us about that?
Right, so this is one of the major factors in what I
was labeling just now an institutional crisis in Brazil, right?
So think about it.
A lot of people say that Lula might go
authoritarian given how close he was to Maduro.
He actively campaigned for Maduro,
Venezuela's dictator now arrested in the U.S. back in 2013.
And he's a personal friend of Nicaragua's dictator,
Daniel Ortega, also heavily sanctioned by the United States.
So you see, he has a very hard left past.
And a lot of people criticize him for the possibility
of going more and more authoritarian.
With that background, when you look at it from abroad,
of course, people are going to feel a sense of unease
because Flavio not only had requests by left-wing congressmen,
left-wing representatives for his passport to be seized.
His passport was seized earlier on today
and by a Supreme Court justice,
have been criticized for alignment with the former Lula administration.
You know, the third term we have right now, he's going to the fourth.
So that's Justice Alexandre de Moraes.
He's been heavily featured in foreign press and has been sanctioned
by the U.S. previously for human rights violations.
So there's a process with him in the Supreme Court,
and he basically, within this process,
asked for Flavio's passport to be seized
so he wouldn't leave the country.
And, I mean, there's a lot of nuance to this.
I don't want to take any accusations lightly here, of course,
but when you look at it all from a broad perspective,
a lot of people are very concerned about the fact
that this could be some sort of persecution against Flavio
in the aftermath of the election.
Well, so much has evolved in just such a short amount of time.
A story that we'll be following all week very closely.
We thank you for joining us this evening, Marcus.
Marcos Chutkas, thank you.
And with Election Day fast approaching,
millions of Americans have already cast their ballots.
Here's a look at the latest early voting numbers across the country.
As of October 26th, over 27 million early votes have been reported,
of course, across 44 states and Washington, D.C.
That includes more than 13 million mail-in and absentee ballots
returned or accepted and over 12 million votes cast in person.
In Texas, over 4 million voters have already cast their ballots
and nearly 1 million early ballots have
been cast overall in Michigan and Ohio.
These numbers are expected to continue rising
as Election Day draws closer just one week and one day away.
And with early voting underway in states across the country,
what do people make of this method of voting?
And should all ballots be counted by the end of Election Day?
We have NTD's Sam Wong out on the National Mall
in D.C. to hear from the people.
Have you voted early? If not, do you plan on voting early?
Voted early just before I came to D.C. to visit.
I have not voted early. I do not plan to vote early.
It's part of my old school nature.
I wait until the Election Day, and that's when I go vote.
I did not vote early.
I did go to check if my precinct had early voting, and they did not.
So I'll have to go on November 3rd.
I don't plan on voting early at all. I'm a wait-to-the-last-minute guy.
Well, we like to vote in person, so it's either at the polls
that they have ahead of time or else the day of.
Do you think voting and vote counting should
be done in one day, on Election Day?
If it can't be done in one day, I think because we have
military service members voting from abroad and everything,
If it can't be done in one day,
I do think that it should have more integrity.
I think as long as your vote is postmarked
by the election day, it should count.
My personal opinion is everyone should have mail-in voting.
It makes life a lot easier.
So I understand there's some logistic issues, like our military vote.
I mean, they're out in the vote and they
vote and those have to get sent in.
Those are the exception.
But yeah, you should vote.
You should count on the day that they are cast on election day.
I would prefer it that way, but I know that you've got some
mail-in ballots from overseas military that you just can't.
You know, you're waiting for them to be received.
But waiting one to two to three weeks, I think, is bogus.
I think the integrity can be questioned if you take so long to count.
Living in Nevada, we're neighbors to California,
and we watch their system kind of go awry.
I don't think it lends to credibility of the voting process
when they're still trying to count ballots, you know, five weeks later.
And Morgan Stanley reports that Chinese stocks
are barreling down even further.
This comes as Bloomberg reported that China's equities market
had already lost $3.5 trillion in value from a peak back in May.
NTD's Tiffany Meyer has more.
A Sunday note said that Chinese company shares listed outside
of mainland China may fall another 10 to 15 percent.
Stocks traded in mainland China are also falling.
Analysts expect their prices to drop to about 10
to 11 times what the companies are expected to earn next year.
Making matters worse is China's recent crackdown
on wealthy Chinese elites.
China enacted a 20 percent income tax on offshore trusts
and separate taxes on any money those trusts make,
even if that money is never distributed to the owners.
This has spooked Chinese elites into fleeing with their wealth.
Chinese companies, meanwhile,
are underperforming across a variety of industries,
including banking, EVs, and AI, thanks to China's weak consumer economy
and its cutthroat race-to-the-bottom competition.
Global events, including conflicts
in the Middle East that affect fuel prices,
are also weighing on Chinese stocks.
Chinese financial regulators are seeking to stabilize the stock market
by encouraging companies and state funds to buy stocks
and discouraging panic selling.
And coming up in soccer,
the sport's biggest award is finally announced.
Will Lionel Messi win his ninth Ballon d'Or?

Dave
Martin.
Dave, you taught me a new word today, ballon d'or.
Apparently that's a big deal in soccer, and I'm a bit ignorant on it.
So what do you got?
Well, you know, I'm going to be honest with you.
I didn't learn that word until recently either.
But this is the top award in soccer.
There's a ceremony for it going on right now.
I actually thought we would have the winner already,
but the men's winner has not yet been announced.
There's a big ceremony here.
This is over in London.
Let's run down the favorites for this award now.
You've really got Lamine Yamal,
Kylian Mbappe, Harry Kane, and Lionel Messi.
Now, Yamal was really the best,
he's been the best young player award the last two years.
He led Spain to the World Cup title this past summer.
He's only 19 years old,
so if it's not this year for him, it soon will be.
And if he did win this year, he'd be the youngest ever.
Mbappe, meanwhile, he is 27.
He's already the all-time leading scorer in World Cup history.
Amazingly, he's actually never won it before.
Ditto for Harry Kane, who's 33.
He's never won this.
He had a great run at the World Cup as well,
leading England to a third-place finish.
If it is Lionel Messi, this would be his ninth Ballon d'Or award.
Also, Cristiano Ronaldo has five.
Ronaldo not expected to win.
So it's really come down to maybe those four that I listed there.
I think they just announced the women's winner a few minutes ago,
so the men should be up soon.
So we'll have to see.
Maybe by the end of this segment, I'll actually have a winner here.
All right, stay tuned for that.
Let's bring it home now to the World Series.
You've got the Rays in a little bit of a hole, 0-2.
How do they look against the Brewers?
Yeah, Brewers had two close wins here.
One run wins both Friday night and Saturday night.
They've got that 2-0 lead.
It's almost a must win now for Tampa Bay because, of course,
only one team has ever come back
from the 0-3 deficit in baseball postseason history.
Fortunately for the Rays, though,
they will start their ace on the hill.
That's Freddy Peralta.
Peralta was just named the ALCS MVP.
He's been lights out this postseason,
a 1.08 ERA in 16 and two-thirds innings.
And, of course, he's very familiar with Milwaukee,
having spent the first eight years of his career there.
Brewers dealt him last offseason to the Mets.
Mets, after posting just a 5-9 record for them,
they traded him to Tampa Bay at the trade deadline,
where he's really gotten back on track.
Milwaukee, meanwhile, will counter with Ryan Gasser,
who's posted a very good 1.0 ERA in nine innings this postseason.
So game three tonight at 8 p.m. Eastern time
as the Series shifts back to Tampa Bay.
All right. Baseball fans watching with great interest.
We'll see if they can get one game and then get a little momentum.
Let's talk about tonight. What's on for tonight in sports?
Well, tonight, as Kerry, this is the Rare Sports Equinox.
Equinox, all right.
There's another great word.
Yeah, I know.
I think it's a car as well.
Yeah, I just learned that word recently, too, by the way.
But there are five...
Ballon d'Or and Equinox.
We're on a roll here.
I'm going to quiz you on these tomorrow.
Okay, all right.
Very well.
Five USA sports leagues are playing tonight.
We've got Game 3 of the World Series.
We've also got three regular season NHL games,
nine regular season NBA games.
We've also got Game 5 of the WNBA Finals
between Atlanta Dream and Golden State Valkyries.
That series, by the way, tied at two games apiece.
And, of course, tonight's Monday night.
We've got Monday night football.
We've got a contest between the Dallas Cowboys and Philadelphia Eagles.
Now, most viewers are probably watching either
the World Series or Monday night football,
even if both the Cowboys and Eagles have losing records at 2-4.
Now, for the Eagles, of course,
they will be without quarterback Jalen Hurts,
who's got that blood clot in his lung.
But they are expected to get back running back Saquon Barkley.
Meanwhile, this game will be played
in Philadelphia starting at 8:15 Eastern Time tonight.
Like I said, a whole bunch, though, of sports is on.
Wow. As you say, it's an Equinox.
Everything is in action today. It's amazing.
And I learned another thing. In addition to Ballon d'Or, the Valkyries.
I don't know anything about them,
but that's now my new favorite WNBA team
because what a great name for a sports team.
You know, that is a great name. I'm not really sure what it is either,
But maybe I can learn that one.
I think there's some Norse mythology going on there.
Yeah, I think it's those lady warriors,
which is perfect for a lady WNBA team.
Well, I'm learning a lot of new words here recently, all right?
All right, final thought on tonight.
I like Saquon and the Eagles, even though I'm a Giants fan.
I'm a Penn State guy.
I always got to pull for Saquon.
Well, you know, I think Saquon is great, but,
boy, they are really down a lot of players.
I'd like to think Dallas gets the win tonight,
if I'm guessing, all right?
That's my guess.
Giants.
The mighty Giants, though, sitting atop the division.
Giants are in first place.
Now, unfortunately, your Knicks are having a tough start to the season,
but Giants are doing very well.
Let's end it on the Giants, folks.
And that's all the time we have for Sports News Tonight.
Oh, you know what?
I just found out Harry Kane won the Ballon d'Or, all right?
So how about that?
His first ever.
He was the one who led England to that third-place finish,
had those goals this summer in the World Cup.
See, folks, you think we're bantering just aimlessly here,
but there was a method to our madness.
Congrats to Harry Kane, right?
Well done.
All right. Well, thanks for tuning in.
That is all the time we have for Evening News.
For Dave Martin, I'm Cary Dunst.
Be true, kind, hold the line. We'll see you tomorrow night.
