Mr Speaker House Bill 45 establishes
privacy protections for the public from
the rapidly evolving means of electronic
surveillance and tracking this
bipartisan bill was reviewed positively
this summer in a joint committee and
it's widely supported by the public
because nobody really likes being spied
on tracked or having their personal data
stolen there are several Provisions in
the bill to address technology issues uh
the first is unauthorized drone
surveillance either by private citizens
or the government uh drones would not be
allowed to view or film any that a
person could not see standing in a
lawful place at ground level this is
similar to a Florida law second is a
coerced human microchip implantation
that would be prohibited by employers or
government agencies this is modeled by
an arkans after an Arkansas law and 10
other states third is artificial
intelligence deep fake dissemination
where a electronic representation of
events that never occurred is put forth
as something that is uh true and it's
undetectable by the human eye this is
modeled
after a Minnesota law and a proposed US
law but um unauthorized deep fake
dissemination intended to harm a person
would become a
felony also License Plate Reader data
cannot be uh stored for over 30 days or
sold with certain law enforcement and
insurance exceptions and finally
unauthorized micr tracking devices
cannot be placed on a person or their
gear Mr Speaker this bill doesn't cost
anything because it costs nothing to not
spy on people I move passage for House
Bill 45
