thank you Mr Speaker ladies and gentlemen of the house house bill 727 seeks to provide local Boards of educations with options in financing the construction of school buildings in within their districts um the bill would seek to allow for the opportunity for a general obligation bond to be sold instead of what currently has to take place is a revenue bond this could potentially save districts up 25 basis points when they do go about uh financing those bonds for construction and when you look at what the price of school construction is today that could be a considerable amount of money over a 20 to 40e period of the bond uh I'd ask the clerk at this time to report house committee substitute one clerk please report house committee sub one to House Bill 727 jent medon as we went through the process with this bill there were some uh technical issues that were raised by Bond counsil on the outside house committee substitute one sought to address those issues and we adopted that in committee and I would ask at this time that we adopt house committee substitute one to House Bill 727 motion is the adoption of house committee substitute one is there any discussion of the committee substitute seeing none those in favor signify by voting I those oppose nay house committee substitute one is adopted gentlem from adment after we got through the committee process and had this bill headed to the floor there were a couple of other small issues that were raised us we did try to address those in house floor Amendment Three and so I would ask the clerk report house floor Amendment Three CL please report house floor Amendment Three to House Bill 727 gentl from Edmonson Mr Speaker I'd move ad option of house floor Amendment Three motion is for the adoption of house floor Amendment Three is there any discussion of the floor Amendment seeing none those in favor signify by voting I those oppose nay house floor Amendment three is adopted gentleman from Edmonson and now Mr Speaker at this time I would like to yield to the gentleman from Warren 17 for a friendly floor Amendment
