Lucy Kuelper, a junior at ROWVA High School, testifies in support of legislation sponsored by Rep. Dan Swanson (R-Alpha) to better educate Illinois motorists about Scott’s Law. Kuelper, the daughter of an Illinois State Trooper, started the Move Over Project five years ago to spread awareness of Scott’s Law and roadside safety.
hello everybody my name is Lucy Culper
and I'm 17 years old and I'm a junior at
Roa high school so approximately every 4
and a half days a first responder is
struck and killed on the side of the
road in this country I started the move
over project five years ago to spread
awareness for Scots law and it quickly
grew into a national level project and I
became the voice for roadside safety my
message is simple to slow down and move
over for flashing lights on the side of
the road so 5 years 50 stti five
countries in a 4.2 million postre I've
been able to be a change maker on an
international level and so I'm asking
you today to make a difference in
leaving a lane and saving a life the
mission of the move over project is to
reduce struby injuries and deaths
Nationwide through advocacy and change
through education my miss my mission is
personal my dad is an Illinois state
trooper and I just want him to come home
at the end of the day as do millions of
others
I wanted to bring a human aspect to my
project that a man or a woman standing
on the side of the road is someone's
mother father Etc that's what kind of
sets it apart is the human connection as
well as educating the public that the
law here in Illinois is to protect
everyone including citizens on the side
of the road that could simply be
changing attire over the last 5 years
I've received thousands of messages
across the country and several other
countries experiencing the same problems
I have worked with victims families
honoring their lost loved ones and
helping some families find a role in
advocacy through work through grief I
have raised over $25,000 for the
families that were affected by move over
violations here in Illinois I started my
project with a piece of paper 5 years
ago this year I've traveled over 12,000
miles speaking holding large community
events and reaching as many people as
possible this year the move over project
became a nonprofit with the goal of
Greater Giving I've established a
scholarship and I'm currently on a
driver's ed classroom tour educating
young drivers on the importance of
slowing down and moving over using human
aspect and personal connection to
protect our men and women who work our
roadways with the addition of this new
legislation we can ensure that all
drivers in Illinois are aware of the
Move Over Law in the importance of the
how this law affects everyone so I'm
asking you to make a difference in
leaving Lane and saving life please vote
in favor of House Bill 4711 thank
you thank you quite a story from Lucy
and it's ironic this bill is House Bill
4711 her dad's state police badge is
4711 so it has to pass
people now what this legislation does it
requires the Secretary of State on every
driver's test there are basically three
questions that are asked one involves
cyclists one involves involves
pedestrians and the other is uh safety
of um on the move over topic um our
legislation require the Illinois State
Police that anytime anyone misses a
question that involves a move over and
there's two types of questions asked on
the test but only one time one is a
multiple choice question and other is a
true false of course the percentage of
true false are more um positive than the
multiple choices as far as past failure
rate but what we ask the on State Police
is anytime someone fails a question on
the test that includes that move over
question they're given an additional
piece of paper to remind them of move
over and uh be mindful of that and
talking with our policemen it it m it
gives them a peace of mind too knowing
that everyone's passed that question on
the test by getting that piece of paper
so or their least knowledge of it so so
um Lucy and I would ask for a a yes vote
support of House Bill
4711
