his point he is incorrect it has not
always been in the hand of the executive
prior to the 17th Amendment the general
assembly elected and selected the United
States senators uh the 17th amendment
allowed
clearly that it US senators would be
elected by the people of a state and not
the general assembly anymore and the
17th Amendment had a provision in it
dealing with vacancies this bill mirrors
the
17th Amendment to the United States
Constitution the governor three years
ago vetoed Senate Bill 228 which I think
was a flawed Bill and is currently the
law and the Senate has agreed upon
reflection that this bill is better but
the governor in his veto message talked
about that day party bosses having two
much
control Mr Speaker the governor is the
party boss of the Kentucky Democrat
Party plain and simple too much control
the people should decide who a United
States Senator is by election always Mr
Speaker I again move final passage to V
told the governor notwithstanding
