Join the U.S. Department of Energy's Office of State and Community Energy Programs as we review award negotiations for the Energy Auditor Training (EAT) Program. This webinar will provide selectees with an understanding of required negotiations documents and timelines and due dates.
here we go okay so we're recording all
right so um good afternoon good evening
to uh good evening good morning to some
of you on the Pacific Ocean Side um I
know it's a little bit earlier for you
um welcome to the uh energy auditor
training negotiations documents overview
Town Hall um welcome everyone I just ask
if you are uh that you keep yourself on
mute and then of course we will have um
time for questions and everyone then
will be uh welcome to uh to turn on your
mic and participate we also will be
taking questions in chat so you're free
to um enter your question there too so
onto the
agenda um we do the welcome uh we'll
also do next is the select the
introductions and um I did share a
little bit of that in the um email that
I sent out I think was yes um Friday so
it's just a one minute um introduction
we'll try to get through that obviously
um um I my understanding is that many of
you know each other quite well but it'll
be great for everyone just hear from
everyone and know a little bit um about
their projects and then um after that
we'll get into the awards uh negotiation
documents and the checklist that we sent
last week and obviously then we'll have
an uh we'll wrap it up with next steps
and a Q&A all right so on to uh select
the introductions um we're calling it
the one minute elevator intro it's um
basically you know the elevator pitch
but we didn't want you to feel like you
were under pressure to sell something so
we're calling an introduction instead of
a pitch um if you uh uh if we uh if you
would like just pick one representative
from your project uh please include your
name your title your project name and
then one unique or very interesting
aspect of your project um and then yeah
so we're going to go by alphabetical
order by name so we're going to kick it
off with American s
may I ask to come off yeah thank you yes
no worries uh my name
ISO I'm the uh I'm a manager at the
territorial Energy Office in American
Sama and um first of all thank you for
the award I don't know if it's you to
think but we're grateful um so our
project name is very unique it's the
American SWA energy auditor training
program uh not unique at all
anyway um so one thing about our
territory is we have zero energy
Auditors on the island um and so with
all of these programs and grants and
everything that we're being awarded uh
we need to upscale um our local
contractors and we need to provide
certified training in order to meet the
demands of all of these grants and so um
that's very unique in the sense that you
know we're kind of turning a new le here
in terms terms of focusing on more
energy efficient projects in the
territory and as we are getting like the
rebates you know Grant or uh funding and
all of that uh we need people to do the
work and typically we Outsource to
Hawaii or other places but uh we see the
the benefits of really building up our
own uh expertise on the island um and
how it gives back kind of back to our
own economy so uh that's a great
opportunity for us thank you thank you
ciso and I hope I'm pronouncing your
name correctly thank you for that yes
you are thank you all right okay so next
we have
Georgia hey this is Chris Anderson
director of energy resources at the
Georgia Environmental Finance Authority
which is the state Energy Office in
Georgia um I actually forget the
official name of our project subm but um
our our submitt was a uh for the
commercial energy otor side and it is in
collaboration with southface and a
number of Southeast Regional States uh
to partner on uh Innovative and new uh
commercial energy auditor training uh
programs so we're excited to partner
with uh our regional States as well as
southface to um to get this uh to to
develop uh this this new
training fantastic thank you Chris uh
next we have
Hawaii thanks TR Cameron Black from the
Hawaii state energy office I oversee our
Workforce Development and Community
engagement efforts here at the Hawaii
state Energy Office uh like our partners
American someo you know unique name of
our program Hawaii energy auditor
training program or heat uh what makes
us a little unique well similar to
American s is our tropical buildings we
have a lot of old commercial and multif
family dwellings here in Hawaii um that
are energy effic
inefficient uh we also have some of the
higher electricity rates uh in the
nation which make it difficult for our
residents and businesses so we're
optimistic to build our energy auditor
Workforce here in Hawaii so thank you
again thank you Cameron and I want to
make sure that I put the emphasis
correct so it's Hawaii
Hawaii I've got that yeah it's actually
it's it's a v if you want to get Ultra
techical yes but yes I appreciate your
uh effort to pronunciate it correctly
I'm gonna have to practice that one okay
thank you Cameron uh next is
Illinois hi my name is Tammy Harter and
I work for the um the WAP program in
Illinois and our um e program is for
multifam projects for multifam mfb
and the reason that we chose that angle
is because um you know with the bill
money the homes and here's money coming
down we see a a need to enhance our
multif family program throughout
Illinois currently we only have one of
our 30 local agencies that um does
multif family projects so this is going
to be a big push F in Illinois and we're
really looking forward to
it great thank you Tammy uh Nix is
Louisiana hi um I am Amanda mclinton I'm
with the um Louisiana office of um
energy and our project's name is
Louisiana we're calling it um heat and
I'm going to actually pass it to our um
contractor we're working with the
University of Louisiana to actually um
with the program so I'm going to go
ahead and pass that on to Solomon and
let him give the one unique or
interesting aspect about our project
he'll be a better salesperson than I am
on it sure uh University of Louis Alfia
will um serve as the project manager of
this training program uh the one of the
uniqueness of this proposed project is
we propos of three training Pathways one
is uh pre apprenticeship program and
that it's targeting um people without
any background and the second one is a
uh Target a midlevel uh workers and the
third one is um um it's a training oh
the second one is um training for U BPI
building analyst analyst and
professional the last one is a BPI home
energy auditor so we have a three unique
training Pathways for uh covering
broader um
audience fantastic thank you Solomon
thank you Amanda um then next we have
Maine
going once
Maine okay so um hopefully we come back
to Maine uh and maybe that uh they could
not have someone uh attend at this time
but um we'll go to
Massachusetts hi uh I'm Jody Hanover I'm
the decarbonization grants program
officer at the Massachusetts Department
of energy resources um and we have a
commercial program so it's called the I
just I'm looking at at it on my screen
the energy auditor training for small
medium commercial building
decarbonization um so also a descriptive
title and our program is going to
provide a series of stackable credits um
BPI type certifications and what's
unique about that is we're also creating
a curriculum to build an energy auditor
training bridge to help transition
residential Auditors to work in small
commercial buildings um with
instructional materials and Hands-On lab
activities and the reason that we looked
at this is that we really wanted to SM
to focus on small medium commercial and
the commercial certifications were not
necessarily what would be the best
option for um our state for those
projects and those building types so we
were looking for a way to bridge the gap
in focusing on commercial but finding
certifications and ways to bring new
folks into the industry that would make
sense for small and medium commercial
needs great thank you Jody sure uh next
is
Minnesota hi everyone my name is Hannah
hoger um I'm here with the Department of
Commerce Minnesota Department of
Commerce I'm here with my colleagues
Emily belt and M andessa Phillips as
well uh our project name is the white
Earth tribal and Community College uh
energy auditor training program
um as a college which is grounded in
Anisha culture values and traditions um
we believe that will be critical to the
program's success and outcomes that we
are looking to achieve thank you so much
thank you Hannah uh and then next we
have Nevada who have a commercial and a
residential
program hi hello everyone um my name is
Nicole kellerer I'm an energy auditor um
sorry I'm an energy program manager
here at the Nevada governor's office of
energy um I am on this call here with
our deputy director Matt Brown and Fe
Blan who is also part of our team here
um I'll just touch quickly on both
commercial and residential um we were
really excited and made the heavy lift
for our small team to apply for both and
are really thankful that we were awarded
both um for both of our residential and
Commercial grants um what makes us
unique is uh Nevada is the fifth fastest
growing state in the nation um we have a
very diverse State um most people here
in the state kind of think that we have
three states in one so we have Northern
Nevada Southern Nevada and then we have
the rurals and Frontier aspects of
Nevada so tailoring our project to um
all three of those kind of aspects was
important to us we partnered with the
Nevada system of higher education and um
strategically two of the community
colleges underneath and she um in
Northern Nevada and Southern Nevada have
tailored their programs to um assist in
Nevada's energy auditor program for
commercial and residential it will be
the first educational program that we
have and then transitioning that into
increasing and meeting that demand for
energy Auditors in our state so we're
thankful to be here thank you so much
fantastic thank you Nicole uh next is
new
mexicoin I um with um ner in New Mexico
and that is energy minerals on natural
resources department my division is the
um eam uh energy conservation and
management and I am the clean energy
economic development program manager the
name of our project is New Mexico heat
and that is New Mexico home energy
auditor training one thing that is
unique about our program is that um we
don't have that many energy Auditors we
only have 18 in the whole state so so
this is going to be um a really great
program for the state we're partnering
with a Community College Santa Community
College and they're going to be
delivering the training another thing
that is uh unique about this program is
that we are establishing um an um annual
conference we're calling calling it The
energy auditor Summit and we don't have
anything like that in New Mexico and
that's going to be for all um energy
auditors that um can come and
participate and get jobs and network and
um and just you know just going from 18
to hopefully over the 100 um energy
Auditors so thank you fantastic thank
you Margarita uh next we have
Oregon hello I'm Josie I'm the workforce
analyst for the Oregon Department of
energy um I'm here with my colleague our
grants officer Emily Sal and our
partners from Earth Advantage Ryan Leoma
and Maddie salesman uh we are putting
together some stackable credentials we
have multiple um programs in Oregon
where people can get incentives and each
one of those seem to have a different um
certification requirement so it we put
together a 17-week course that will
include multiple um certifications and
people can either do the entire course
or start Midway and receive different
certifications um that also helps
Auditors in more rural areas uh be able
to have an actual job because sometimes
if they have one certification there
aren't enough um buildings to uh to
serer of to audit so th this way they
can have um they're more employable we
also will have um career and life skills
and um wraparound services available for
these people and mentorship from local
contractor
and it is the Oregon residential energy
auditor training
program fantastic thank you Josie uh
next is
Pennsylvania um Pennsylvania did respond
that they they had a team ahead a
meeting that and likely no one would be
coming to this uh to this um call so I
think we uh may be skipping Pennsylvania
but I just want to call out just in case
someone uh did end up um coming to this
call
okay if not we'll move on to
Tennessee anyone for Tennessee yeah good
afternoon hi it's Molly um I'm the
director of the state Energy Office for
Tennessee um and our
program um I don't know that we came up
with a little Nifty name for it um but
uh what is unique about our program um
is that of the res itial uh programs we
are one that is going to fund multiple
States and a territory um so much like
Georgia's um funding for commercial um
we will be targeting um various States
and US Virgin Islands in the Southeast
region so our participants are Tennessee
Georgia Kentucky North Carolina South
Carolina and as a noted um US Virgin
Islands as well and we will be um will
be the prime um South face will be our
subrecipient and then South face will
deliver both um virtual and in-person
training um to citizens of those States
and that territory and of course the
different state energy offices and
territory energy office that I mentioned
will work closely with southface um and
our communities of interest um in our
states and in the Virgin Islands um to
identify participants in those programs
we will have two different programs um
or rather two different types of
certifications um that can be obtained
um as we surveyed the um the states and
and US Virgin Islands as to what would
be a fit for their communities and then
of course um we do have a few different
um climate zones that we are focused on
as well we took that into
consideration um so thank you for um for
having us here today and we look forward
to um learning more about what we need
to do to move forward with the
negotiations um for eat thank you great
thank you Molly and then uh
Virginia hello um my name is Andrea
Dixon cheser I am the Energy Efficiency
Workforce coordinator for the state of
Virginia's a CEO Department um and our
particular program for the eat East
Virginia residential energy auditing
training uh we our unique process will
be uh utilizing building performant
institutes and stackable training for
pre-apprenticeship and registered
apprenticeships as well as coordinating
with um everblue to be able to assist
with the training process we're focusing
on INF uh inflation um in infiltration
and duck leakage weatherization
installers as well as residential Energy
Service networks and utilizing the build
building an um building an analysis
process uh thank you thank you Andrea
and then um Washington okay so um Amy
Willis and Ana mcdonal hope I did not
mangle their names they did let me know
that they weren't able to make it today
but they did want to participate so
they've given me some information that I
can share uh so Amy is the federal
policy and program alignment manager Ana
is the Energy Efficiency electrification
grants manager uh their project name is
audits for multif family housing and
then so an interesting aspect of their
project is that their proposal seeks to
support multif family property auditing
uh because it is both a focus of the
home rebate rebate programs and the
state's building performance
standard okay so uh thank you for
everyone for doing that that was
fantastic um everyone's you know uh G uh
gave such a great um introduction to
their to themselves and to their project
and all in really good time so um thanks
everyone we'll move on to the next part
of the uh presentation which is right
into the awards and negotiations
documents so
um what we want to get to this probably
looks familiar this is a timeline that
we shared in uh the November meeting so
um what we have here is that we um last
week I wanted say September SEC December
2nd sorry so exactly uh a week ago um I
sent out something called the
negotiations documents checklists and
it's a Excel spreadsheet that lists all
of the documents that we'll need for
negotiations and then we let you know
what we have on file and what we don't
have so that we've so we've passed that
we're good on that we're meeting today
for the town hall so after today uh the
ask that we we have for you is that with
the negotiations documents checklists we
ask that you send everything in by
January 10th feel free to send it in
early of course um it would work best if
you can just send it all one in one go
so that way we're not having you know
floating um um files here and there so
if you can submit as a complete package
that would be great um so that's the
10th we do have one ask that we'll we'll
cover in the next slide that's the
exception uh if you got the email you
would you would see um you would see
that exception uh I do want to share
that uh we had one state that reached
out to us and said hey you know I
remembered you said you going to send
something and we never got it and it
turns out that um that their email
system blocked the attachments that I
was trying to send to them and because
it was blocked they didn't get the email
either and you know fortunately they
were on the ball and reached out to me
and and remembered that they were
supposed to get something and I know for
some people you know you don't know what
you don't know if if this is on news to
you about a checklist please let me know
uh we'll work out something so that we
make sure that you get that your
checklist and all of the templates uh
along with the checklist that we that we
sent which was an Excel file I also sent
um uh a zip file that had all the that
have all the templates in there so if we
asked you to say hey you know submit
your Soo which we'll cover later there
is a template included in the email that
was sent to you okay so um so asset we
have is at January 10th and then after
January 10th when we have your complete
package now you know we' we've passed
the completeness check now we're going
to get into actually negotiation
negotiating the documents themselves um
we're aiming for March 20th and it's I
had um mentioned earlier in the in the
November call feel free to you know uh
to overachieve and and uh send it in
before the uh March 20th date if you'd
like um when you do send you know this
is all by email so when you do send in
your complete package and again it might
work best if you can you know send
everything in together as one complete
package in the email that you send
please note the your launch date or
start date of your project that would be
really helpful as we forward it to the
GMS for them to see what your proposed
start date is in the email itself
obviously it'll be on throughout the
documents but if they can if they can
get that in an email that would really
help and then obviously with my deadline
is March 31st so we'll get that uh get
everything everything has to be in by
March 31st that's going to be my my
deadline and then um as we mentioned
earlier uh in the November call uh GMS
then has their own review and it's going
to be similar to our timeline which is
about they have about 90 days and we
talked about you know March 31st getting
into the end of June so July first um I
can't speak on anything more than that
because obviously I don't want to speak
for gms's timeline but I think you know
we focus on our deadlines and we'll try
to get it in as quickly as we can all
right so
um so the one asset we have that we we
will ask that you send it in earlier is
the uh
sf424 um everyone submitted this uh form
to us already we have it on file but
what we like you to do is take a look at
it the one that you sent in uh and make
sure that it is accurate and that it has
all the information that we need if you
check the email that we sent with the
checklist email that was sent on
December 2nd uh we actually have um the
the answers that you would input into
the required questions if there's a
question that isn't on in that email you
can bypass it you can just leave it
blank or not answer it but make sure
that you use the the answers that we
listed in the email and then therefore
or if you do if if you don't need to
make any changes just let me know hey
Tren um my you know the S4 the sf424 you
have is good uh just let me know that if
you do make changes obviously um go
ahead and update your your form and then
send it back to me and we're looking at
December 16th which is next week and um
what was they ask here oh so for the for
the
sf424 go ahead and just fix or use the
file that you you have it's the one that
asks for a UEI rather than the D number
okay and then lastly uh the one of the
answers that we gave was a start date of
January 1st
2025 uh just caveat obviously that is
not a start date nor is that a date for
an award uh it's just a placeholder that
we need to put into the form itself
okay all right so again uh next week the
16
for
that all right so now we can get into
the other documents and obviously the
soo which is a statement of project
objectives is going to be uh really
crucial this is like you know your your
um your statement plan um so uh go ahead
and make sure that you um use the doc
the um template that included in the
email so in the email you had you have a
template for the soap
and there's also a Soo guide so go ahead
and you know make sure that you follow
the guide um we want to make sure that
you are making what you're including in
your Soo has strong deliverables you
want to make sure that your Milestones
are in a smart format and then um you
want to make sure that if you do have a
milestone that it is by per budget
period one one smart Milestone per
budget period and then the tip is of
course is that you you know you worked
on something similar which is what you
submitted with your application which is
the program plan and the project summary
and you know feel free to use that of
course to help you with your Soo it's
going to ask for a lot of similar
information not exactly the same but it
will definitely help so you're not
starting from square one okay so that's
Soo
um Community benefits plan again we have
this on file uh but we just want to make
sure that you take a look that you take
one more look at it because you know in
foa that we it was recommended that you
use one of the three recommended
templates um and if you didn't use it
it's
fine I'm so sorry that's fine but
um let me take a second here sorry I
just had a Wandering
cat
um um let me ask you what do you see do
you see one slide or multiple
slides one slide
okay good okay all right so I see
multiple SL okay here we go I'm back on
it I'm so sorry okay so with the
community benefits plan um make sure
that if you didn't use one of the three
templates uh that was recommended in the
FAA make sure then that you you can keep
your format but make sure that you
answer all the questions or contains all
of the required information that you
know that was asked in the template and
then again uh just let me know you know
um if you do update your C your your CBP
make sure that it is sent to me by the
10th and then it'll be included as part
of your package we'll make sure that
then we're going to be negotiating off
of the updated version rather than the
version that you sent in as the
application um one of the templates that
was sent to you last week was something
called the community benefits outcomes
and objectives I like to call it SIU so
so so much faster and easier but um the
C template is part of the CBP so go
ahead and fill that out it's basically a
an executive summary so we'll need that
as part of your as part of your benefits
plan um when you work on your Soo and
your CBP CBP please make sure that you
know you covered uh diversity Equity
inclusion accessibility activities and I
know that this was called out in the foa
so I'm you know pretty confident that um
that um all of all 16 applications and
all 16 uh applications would have this
but just go ahead and make sure that you
know take one take a look make sure that
your Soo includes this and and your CBP
has this also
okay all right so aside from the soo the
other major major um file that you'll be
you know doing a lot of work on is of
course your budget
justification so you know obviously your
budget justification is going to show uh
how you are going what the expected
costs of uh that will be for for you to
achieve your technical targets uh that
you've described in your Soo so you know
make sure that the costs align with
Federal Regulations of course and cost
principles and then the the second goal
is is of course if you have a cost in
your budget um and it needs additional
information Please provide that because
that will help us then make a decision
on whether you know that cost is
reasonable and it and it can be allowed
in your
proposal
um and the second part is just about a
flexibility just keep in mind because
you are working on your Soo and we don't
have that yet you know that there's a
good chance that if you sub after you
submit your Soo you may need we may need
to adjust or modify your budget to so
that it aligns with your Soo okay and
and again same thing we may ask for
additional supporting um data and then
uh last thing is of course is if you
have a subrecipient and if their budget
is more than
$500,000 they also need to submit a uh
budget justification just go ahead and
use the same same template so no
additional template just use the same
one but it just has to be separate for
that sub
recipient okay so cost federal cost
principles we talked about this um very
important of course so we wanted to
include this again um you know we'll um
on on the um on the PDF that we'll share
with you after this call we'll try to
provide links but basically um this was
covered in during our last call that you
want to keep these principles in mind as
you're working on your Soo and as you
work on your
budget um there there were some recent
changes to the uh 2cf fr200 and again we
covered this but um mainly we've list
here one some of the major changes so uh
basically for many of them it's an
increase in the limits so what used to
be 10,000 for equipment sorry what used
to be 5,000 for equipment is now 10,000
for example so um so if you have you
know if your budget equip your equipment
for a budget is less than 10,000 then
you know this won't apply to you
okay all right so when you're working on
your
budget uh there are some
unallowable costs uh this is not
comprehensive but they give you give you
some familiar ones things that you know
that you're pretty common so keep these
in mind that uh that they won't be
allowed in your budget
uh uh for um for
costs and then um there is a tab for
travel regulations and again uh when we
share this with you we'll try to we'll
try to update that uh the PDFs to
include the links
uh um so that you can go ahead and click
on and go straight to the regulations
that are cited here uh the number the
first one of course is State local and
Indian tribal governments and so that's
probably the most the one that's most
relevant to everyone on this call um so
again keep these in mind as you're
figuring out your travel cost that you
would like to include in your budget uh
just make sure that they kind of conform
to the they conform to the regulations
listed same for equipment um so you know
things to keep in mind if you are going
to be listing equipment costs in your
budget is that um I think one of the big
ones here is that um if you do buy uh
equipment and then you sell it um there
may be you know there may be a good
chance that then you will have to
provide compensation back to skip um so
uh keep that in mind um just keep in
mind also during the project if um for
um approvals it will have to come from
the Contracting officer so again we'll
uh keep that in mind especially I think
it's for for-profit recipients here but
um yep so go ahead you know as you're
working on equipment check out some of
these um um regulations again we'll try
to see if we can provide links in the
PDF uh Fringe and benefits and indirect
cost so again a tab in the budget
justification
um make sure that when you are um
including fringe benefits and indirect
cost that you will be providing either
nikra and also additional information to
support these costs um we've had some
questions about this and we'll you know
we'll we'll address it in the in the uh
Q&A part but uh yeah just make sure that
um the niker that you're submitting is
up to
date
and if I can click on
this okay so so one of the files and my
understanding is is that uh it's the
participating and collaborating
organization file or document and it's
this is a fairly new ask so some people
may not be familiar or they may not be
used to submitting this um it is in your
checklist we do have to have this and so
this is basically we just need to know
about key personnel and organizations
that will be working on this project and
they need to be listed uh the temp the
template or the guide is included in the
email that we sent last week week so
please try to follow that guide or that
template to and provide all the
information listed um that it will
really help us you know just go through
this make sure that we can check off
that hey you know you've answered all
the questions and everything um if you
choose to do it in your own template
that's fine but it'll just make it a
little bit harder for us to check off
that you've answered all the questions
all right and then um with um with
personnel and organizational change if
they do occur you do have to update um
this information within 30 calendar days
uh after the end of each quarter and
Reporting reporting period so we've got
January 30th April 30th July 30th and
October 30th asure uh calendar days to
report um new information or
changes um similar similar is the
current and pending support file again
fairly might be a fairly new ask and so
not maybe some people are not familiar
with it and not submitted it make sure
sure you submit this also and again
there is a guide or a template that you
will use to answer the uh provide all
the information that we would need uh we
just basically need to know you know if
there is um Personnel or support that uh
sources of report that may impact this
project and so we would need to know
that make sure that that's um that's all
clear um for everyone involved
okay and then P okay so when we we get
into you know budgets and then budget is
being budget is in is in action it's
active uh then we get into monitoring
and then so here's couple uh here's a
list it's not complete but here are some
common uh mistakes or you know
oversights that uh that that we see so
keep these in mind um make sure that you
have uh systems and checks in place to
uh make sure that you you don't you
don't encounter this on your on your um
in your monitoring visits so you know
there's a lack of internal
controls um if uh you know your
accounting system is not really uh
operating well Etc things like that um
yeah okay so we'll keep these in
mind and so those was a really quick uh
run through some of the key documents
that we would like to see from you um
and then um as you work on
them the next couple steps for you
obviously it's again no surprise you
know the sf424 please submit that by
next week the 16th uh again if if your
sf424 doesn't need any revisions it's
fine just let me know and we'll cross
you off as um done if you do make some
changes um please send them uh as an
attachment to as an email and then
therea after that that will'll
concentrate on completing everything
else in the checklist and I think for
many of you you've
submitted most of not nearly all of the
documentations and the majority of you
just will be working on the soo and then
of obviously adjusting the budget as
needed okay so um we are going to be
taking questions uh feel free to um
raise your hand or type your question in
chat or just come off mute we're not a
big crowd today so feel free to just go
come off mute if you have a question
Angela Dayton and Kelsey Bell I'm sorry
I did not introduce them at the
beginning of the call they're on they're
on hand so they will be um able to help
you with all your questions
too okay so I do see a question in chat
by Nicole so Nicole do you want to come
off mute and ask that question or I can
read your question sure I absolutely um
so when we initially submitted our
application our
nikra um was I think it was technically
expired but um it was okay because we
were in the throws of uh negotiating it
with the Department of energy and that
has then since been completed and our
percentage for our nikra increased a
little bit would that be something we
need to submit along with the sf424 and
have that
sf424 uh reflect that new ask the small
adjustment in our nigr percentage uh for
the budget amount on that sf424
I can feel that um so for the
sf424 um that is the document we need um
by the uh the 16th um and that's just
identifying your organization your UEI
and your um your expected you know your
funding levels your period of
performance whatnot um we're referring
to here is SAA 424a and we can go back
um and see so the sf424a would be a part
of your budget justification so and
congratulations approved I know that's
that's not always a fun thing um but
yeah so if you yeah so the if you need
to update the indirect that you've
applied for on your sf424a sort of your
just budget summary um as well as the
budget justification tab um that's that
drills more on details please do so um
to reflect that new rate
so would you want me just to reflect
that new rate on the sf424 only and only
be submitting that one document for each
of our uh applications and then we'll do
the budget justification whole thing
later or do you want it all together
like the new nikra the updated sf424
that's been corrected for each
residential commercial along with the
budget justification behind it do you
want all of that on this Monday or do
you want it more do you want to keep it
separate
so we just need the um sf424 the sf424
so the sf424 I'm not sure train if we
can show a screenshot of it's in the
appendix it should be the first we
included an appendix in the slide deck
two that walks you
through um so the sf424 is just the
application for federal
assistance um so this is we're going
through the budget
summary uh we have the equipment
supplies so what you're referring to um
Nicole is What's called the
sf424a so it's not here so the
sf424a and the budget
justification um and then the new nikra
those are not due by Monday um all the
only thing that's due is the
sf424 which is you know box one identify
who you who you are when you
received um so yeah so this is the
sf424a so this is the budget we're
looking for the
sf424 I know it's fantastic the acronyms
right but the sf424 it has a section on
it for the total amount that we're
asking in it right so there's box 18 and
it would say um that's where you your
total amount requested um and so the
federal amount you you that's
unchangeable you're obligated your
federal amount you you you can't right
increase from there um if you're if
you're referring to cost share if this
relates to cost
share no this is just our nikra so our
nikra got negotiated and then our n
increased by a little bit um our
original ask that we submitted for is
under the ceiling amount and so we were
wondering if we're able to adjust to our
corrected nikra that was approved
retroactively yes that would be
increasing our ask but it's still
underneath the 2 million we didn't ask 2
million so we can increase that doesn't
impact our pass through doesn't impact
our subrecipient budget justification
any of that um I just wanted to make
sure that we yes so on this part if we
scroll down um there is a section that
is the dollar amount and I didn't know
if we wanted to keep it all the same
because we haven't gotten to the
negotiated dollar amount aspect of
things where we're you know
yeah so okay I understand so this yeah
this is the sf424 which is due on um on
the 16th through on Monday and then if
you go to box 18 I think this is what
you're referring to this does not it
does not break down um costs by you know
through the different cost categories
it's just your total amount so um if you
know your applicant is change Federal
can't change but if the you know the
cost share if you have committed to cost
share um and whatnot you can up and
decrease and you can you can update
those you just can't update obviously um
box a but then to your point about the
um increase uh in sealing for your
indirect yes please please do um on your
sf424a and your budget justification
that's when you're going to get to
adjusting the new numbers accordingly so
for everybody on this call um please do
look at the budget justification um you
have a new MRA um and any document um
that you think needs updating you're
you're please do that we want to be
negotiating your most most current
documents but as Tren mentioned
previously if you are submitting
something that's um different it would
be extremely helpful for just you know
this is this is what's changed here so
we can focus on those areas does that
answer your question so I'm just going
to make it more I'm gonna I'm sorry
probably like this
is um so then what my understanding
would be in in that 18 box for the what
our federal ask for what the federal we
don't have any cost share we didn't have
any match so for our ask our ask would
increase to the federals so that's why
I'm asking do we have to leave it alone
or if we're under the 2 million ceiling
are we able to adjust let's just pretend
my number was 1.6 but now my Nyro went
from 42 point something to 44 point
something can I adjust that 1.6 up a
little bit as long as it stays
underneath the ceiling of the 2 million
per
project yeah so on the sf424 you should
always put in your your fully obligated
amount that will always be the two if
you've been obligated 2 million if that
was your in your selection statement
that needs to be what's
on
18a right so our backup of our budget
justification with our subrecipients was
less than the ceiling that you guys were
offering and so we kept it true to what
we were asking for but what what I'm
saying is Nevada it appears that Nevada
would have a little bit of a wiggle room
um if we could ask for our full niker
that was retroed back that would be our
preference if we're not allowed to do
that we have to stick with the original
submission then we'll just stick with
the original
submission does that make sense no we W
somewhat okay sorry can I can I say can
I can I say something really quick just
um Kelsey so our letter said 1.6 that's
what we were our letter said 1.6 but in
the foa it said it said that projects
could be up to 2 million so since we
were under the two million can we
increase by
like I don't know 880,000 we cannot okay
that's all you okay thank you that's
what so our nikro stays the same even
though we have a new nikro we'll submit
the new nikro but we're not going to
adjust it in our budget okay that's what
okay perfect that's my that one question
was answered and then since I'm talking
still I'll just ask one other for the
partnership documentation if our
subrecipients are planning to do an RFP
for a contractor to be determined do you
want us to just put in that general
information or just leave it just the
two subs okay awesome yeah so if you if
you have the subs already identified
then that you would put in their um so
you're your sub Subs would be identified
if they're not identified you would put
in a TBD because they're not identified
um if your sub is going to have a sub we
do not need to know that level of detail
in your budget justification we just
need to know your first tier Subs but if
you're giving them H 100,000 and then
they're going to take 50 and go with a
contractor sub we don't need to know
that level detail oh actually let me ask
you a follow-up question is your
subrecipient
$500,000 is is the the person you're
referring to
$500,000 or more you remember top of
your head I think I think it is yes one
of them is yes one okay so let me
backtrack here if you do have a
subrecipient that's receiving $500,000
or more you would identify that on your
budget justification on the state budget
justification but then a TR said that
that you will also have to um submit a
separate a standalone budget
justification for any sub receiving
$500,000 or
more and on their justification they
will have have to um break out their
contractual costs if they do not know
who that entity is yes
TBD perfect thank you that answers both
my questions I really appreciate it yeah
thank you I'm glad we worked it
through all right so I'm just GNA go
down the line here there okay so next
one is from Jody if our submitted CBP is
already in one of the formats do we need
to resubmit it with the package Jody if
if it's already one of the formats and
you know that you've answered everything
it's required no we'll just we'll just
use the CBP that you have uh that we
have on record just to make sure that it
is it reflects the latest information
it's the version that you want to
negotiate on okay so just that's all you
need to let us know um someone and asked
asked a question how do you want us to
submit um all of you know submit the in
all the documents back in an email so
can you go over what you want to include
on the subject of the email so with the
email
um with the checklist just go ahead and
list the the things that that I've said
that we do not have or you need to
address and you know just simple in in
the email first of all again give us
your launch date or the start date of
your project and then say you know Soo
done submitting uh CBP no action taken
you have the latest uh version Etc
things like that right so just let us
know with um
so Jody back to you if you if you if you
know or are confident that your CBP is
is in the version that you want to
negotiate off on yeah just let us know
that just say you know no action taken
use use the CBP you have on record okay
uh and then you followed up with does
current and pending support need to be
resubmitted if it's not in a template
form
um no but I just make sure that you you
you Prov all the information that is in
the template uh I have seen when I was
checking checking for the checklist I
noticed that some people you know did
not use the template form and for now I
just checked off that we have it so it's
quote unquote completed but um as we
diging further it may it may come back
and we may come back and say hey
actually you know you didn't provide
enough information okay so again uh uh
take your time to go ahead and look
through the template and compare it to
what you've submitted
if you feel like you know it's you
didn't provide everything then go ahead
and submit it again if you feel that you
did submit it and you're confident in
the format that it's in just let me know
that again current impending support no
action taken use current version you
have on on file I hope that helps Jody
thank you yeah and to tag on to that is
that the um current impending support um
and now as of October 1st we're also
asking for this collaborating
organizations document those those
questions used to be part of the um
pre-award information sheet um and so it
was becoming
unruly for for everyone to review um
having that included in the P so that's
sort of the the reason for us breaking
these out into um into into separate
documents because really it's the
program office that needs the current
and pending support and collaborating
organizations and it's the GMS that
needs the other information the Pas so
we figured okay let's let's let's parcel
these out
um but as Tren described that if you
have not used the uh the template we're
provided you know this a template um so
you can you can choose or not choose but
just be aware that we will be looking
for the all that information that is in
the
template and Margarita um did I answer
your a question about the email what to
include in email um you know as we get
to uh get into January if it would help
I can you know put together a sample
email um answer
uh response if that would help people I
think I'm just envisioning just like
simple you know uh Soo submitting right
because everyone's going to submit a Soo
uh CBP um you like your CBP you're
confident it's perfect then you just put
no action taken please use current CBP
or you could take hey yes we revised CBP
C attached okay uh a sample email would
be great okay so I'll work on that as my
to-do okay
uh of the three templates DND R&D Etc
neither of the three truly fit our
project yeah but we just went with d and
d uh as it seems the closest is that
okay um well I'll just say that uh
Kelsey and I talked we I think we chose
the R&D but you did you were given you
were given the choice of using the uh
one of the three templates so uh um
we'll just say it's good if you use one
one of the three if you feel like the D
and D fits your project the best that's
fine yeah so we chose the R&D um because
like we were we realized that these
these three do not follow Community
benefit programs or our our needs um so
we were following the um I think the the
lead of EBG and SCP and the other um
programs where states are are
stakeholders um but yes you you will
notice that there are things to R which
your programs do not apply
um ignore those but the overarching the
content um in there that that's not
specific to an RD program we will be we
will need but again as TR TR mention
it's a template um so just please please
include the uh the relevant information
um in that template for your
project right
so we don't have any more questions in
chat um we still have the time but we're
happy to take additional questions and
if you want to include them in chat or
if you want to come off the uh come off
mute and just ask the question
yourself hey
um wow okay so um I've not had anyone
tell me in chat or raise their hand to
tell me they didn't receive their
checklist so I'm going to take that as a
sign that everyone did receive their
checklist and you know you know which
documents that you have to work on or
which documents we've asked you to
review and consider working on is that
correct I hope that's the
yes
um okay sounds like it okay so um yeah
and uh you know I do want to do a little
bit of housekeeping I know that we've
said that we of course we're recording
and that we would share we are working a
little bit on just the hosting uh
Logistics and so we promise we promise
that um once we have that set we will be
sharing these videos we're going to try
to get them up as quickly as we can
so um thank you and then oh Illinois did
not receive a checklist I sent a
separate email okay Tammy I'll look out
for that um it's likely that your email
system did not didn't does not work well
with zip files so I'll uh with with
another selected that didn't receive it
I just had to separate the um documents
outside of the zip file and it was able
to go through so I I'll go I'll go and
work on that and make sure that you get
it there um will the slides be shared
sooner um I don't think I'm going to be
able to share it today because I I did
promise that we would uh include live
links that you can click on um so I'm
gonna have to work on that a little bit
um Fay remind me did I not share the the
PowerPoint presentation from November I
thought I shared
that I believe you did
okay all right okay just want to make
sure that I didn't miss that so we'll
we'll um uh we'll try we'll make sure
that the uh the links are included and
then we'll send that off to you so that
way you can just go ahead through go go
through the presentation and just click
on the
links thank you all right yeah you're
welcome okay
going any more questions or comments or
feedback
the start date of the project must be
after March
2025 um so I'm going to say yes because
we are negotiating we're just submitting
to the J to the grants management
specialist on March 31st so
unfortunately there's just no way for
you to start the project uh with without
funding uh during March because that's
the time that we'll be submitting to the
grants management specialist uh I don't
know Kelsey if there's some special
oneoff thing that we could do but my
understanding is you can't start the
project until you get until you get
until you get the award and we can't
through the award in March yeah yeah so
um for the sf424 ask where we're asking
to put the project start date of January
um that's to just put a hold for the new
year um for all of uh across all of U of
eat recipients um so that's the that's
why we're asking for that January 1 that
said Trends correct we um are uh our
goal or our marching orders is to send
all of the um completed packages to
March uh to gfo on March 31st um and
even if we do so earlier than that date
which we certainly want to do um the the
gms's uh and gfo the grants management
Specialists still have just slated on
their calendar that they're going to
start work um launch work on eat um no
you know no later than and end of March
um so that's that's where we are just
please get the sf424 with that January 1
start date um on there and with the
expectation we're just going to go with
the expectation that's been set that
we're getting this to gfo um end of
March and that we're we'd be giving them
um you know that that 90 days
hey all right thank you fa so y you have
the slides I I think I recall that I
followed up and and sent the slide uh
sent the presentation at that time okay
um all right so we're getting to we are
at the top of the hour uh we're happy to
stay on if you have any questions or if
you you know if you have a comment um if
not I want to thank everyone for
attending thank you for your
participation um I thought like um
everyone did such a great presentation
of their projects that was like pretty
amazing everyone everyone uh got um A+
on that one I think that was pretty good
um and then yeah and also obviously
thank you for your
questions okay all right I'm gonna hit
the g the gavel and say um have a great
day everyone thank you for coming to our
call yeah thank you
