What Is the Special Enrollment Period for Health Insurance in New York?
What is the special enrollment period for health insurance in New York?
A special enrollment period is a time outside the regular open enrollment period
when you can enroll in or change your health insurance plan due to specific life events.
Qualifying Life Events
To be eligible for a special enrollment period, you must experience a qualifying life event.
These events include losing your health insurance for reasons other than non-payment of premiums,
a permanent move into New York State or a move within the state that makes new health plans
available, getting married or entering into a domestic partnership, divorce or legal separation,
pregnancy certified by a health care practitioner, the birth or adoption of a child,
or placement of a child in foster care. Additionally, becoming eligible or ineligible
for financial help to pay for your qualified health plan or changes in your immigration status,
such as becoming a citizen, national, or lawfully present individual, also qualify.
You typically have 60 days before or 60 days following the qualifying event to enroll in a
new health plan or make changes to your existing plan. For example, if you are losing health
insurance, you can apply for a new plan as early as 60 days before your current insurance ends.
If your qualifying event is related to employment, such as a job change,
you may have only 30 days to make changes if you receive coverage through your job.
You can enroll in a health plan during a special enrollment period through the NY
State of Health Marketplace. You can apply online, over the phone, or in person,
and assistance is available in many languages. You may need to provide proof of the qualifying
life event to your new health plan. Coverage Effective Dates
The effective date of your new coverage usually starts on the first of the month following your
enrollment, provided you enroll by the 15th of the month. However, there are exceptions,
such as the birth or adoption of a child, where coverage may start retroactively or
on a different date aligned with the qualifying event. Public Health Insurance Programs
Public health insurance programs like Medicaid, the Essential Plan, and Child Health Plus are
available all year round, regardless of the special enrollment period. All children are
eligible for Child Health Plus, regardless of immigration status, and all pregnant women who
are low income can receive Medicaid, also regardless of immigration status.
