Welcome to China Truths. In this episode, we will bring you the following story.
Wang Huning's unusually high-profile activities are another sign of Xi Jinping's waning power.
Now, let's dive into the details.
It's all covered in today's China Truths.
Wang Huning's unusual high-profile activities are another sign of Xi Jinping's waning power.
On November 22, Wang Huning, a member of the CCP Politburo Standing Committee and
Chairman of the National Committee of the Chinese People's Political Consultative Conference
CPPCC, attended the opening ceremony of the National Ethnic Minority Traditional Sports
Games in Sanya, Hainan. State media gave extensive coverage of this event,
marking a stark contrast to Wang's typically low-profile public image.
Political analysts suggest that such prominent appearances by Wang would be considered taboo
if Xi Jinping maintained undisputed control. Wang's leadership role at the event and his
interaction with the public are seen as another indication of Xi losing military and political
power. From November 20 to 22, Wang conducted an inspection tour of Hainan. On the 22nd,
he attended the opening ceremony of the Ethnic Minority Traditional Sports Games,
where he declared the event open. Before the ceremony, Wang met with representatives from
the organizing committee, delegations, and athletes. Other officials present included
CCP Politburo member and CPPCC Vice Chairman Xie Taifeng, Deputy Head of the United Front
Work Department Pan Yu, Hainan Party Secretary Feng Fei, and Head of General Administration of
Sports Gao Zhidong. Wang Huning is widely regarded as a low-key and enigmatic figure,
rarely featured in state media. Compared to other Politburo Standing Committee members,
his public appearances are significantly fewer. From May 2023 to November 2024, Wang conducted
only eight field inspections, compared to nearly 30 by Premier Li Chang during the same period.
Wang's high-profile appearance in Hainan has drawn considerable attention.
Chen Pokong, a U.S.-based political commentator, identified three unusual
aspects of this development. Increased public activity. Chen noted that Wang's recent inspection
tours, such as to Zhejiang in October, Xinjiang in November, and now Hainan,
mark a departure from his traditionally low-key approach.
Xie Taifeng's accompaniment Chen pointed out that Xie Taifeng,
a CPPCC vice chairman, accompanied Wang on this trip is an unusual arrangement given their
positions. Wang, as a Politburo Standing Committee member, would not typically require such
accompaniment, signaling that Xie's involvement might indicate other anomalies. State media
coverage Chen observed that state media reported Wang's activities in Hainan with an unusual level
of enthusiasm. Since Xi Jinping consolidated power, Politburo Standing Committee members
have typically maintained a low profile. Wang himself has often been absent from state media
coverage, even when accompanying Xi on visits. This time, however, Wang's appearance, including
photographs of him interacting with participants, was prominently highlighted, resembling the style
of a general secretary. Chen views this as a potential sign of Xi Jinping's diminishing
authority, following the CCP's third plenum in July, which allegedly saw Xi losing some
control over military and political matters. Political commentator Li Lini said that Wang's
Hainan visit focused on inspecting the Hainan Free Trade Port. He noted that recent foreign
reports have referred to the Free Trade Port as one of Xi Jinping's failed projects,
possibly prompting Wang's trip to provide recommendations or revive economic efforts.
However, Li expressed skepticism about any substantial results,
citing China's overall economic downturn. He suggested that high-level officials are aware
that the economic decline is irreversible, and such efforts are ultimately futile.
Born in 1955 in Shanghai, Wang Huning avoided participating in the cultural revolutions up to
the mountains, down to the countryside campaign due to health issues, choosing instead to self-study
at home. He later attended Shanghai Normal University to study French and pursued research
at the Shanghai Academy of Social Sciences. In 1981, Wang graduated with a master's degree
from Fudan University's International Politics Department and later joined its faculty,
eventually becoming dean of the law school. In 1995, Wang was called to Beijing, beginning
his political career as head of the political group within the CCP Central Policy Research
Office. He later became its deputy director and then director, serving under Jiang Zemin,
Hu Jintao, and Xi Jinping. In 2017, he rose to the Politburo Standing Committee.
Wang is credited with shaping the ideological frameworks of three CCP leaders.
Under Jiang Zemin, he crafted the Three Representations,
under Hu Jintao, he helped design the harmonious society and scientific development concept,
and under Xi Jinping, he promoted the Chinese Dream, the Belt and Road Initiative,
and the narrative of national rejuvenation. Due to his role as a key strategist,
Wang is often called the CCP's Three-Era Guru. His influence across three administrations has
led some to nickname his collective theories Wang Hooning Thought. American media commentator
Hugh Hewitt described Wang as having extraordinary ideological influence over Xi Jinping.
