Analysis: The situation in Zhongnanhai is very tense, Xi’s power is suspected to be weakening.
The situation in Zhongnanhai is very tense. Xi's power is suspected to be weakening.
The political situation of the Chinese Communist Party is treacherous,
and several officials who have been dismissed in succession are seen as unusual.
Some analysts pointed out that this reflects the weakening of Party leader Xi Jinping's power.
First, Cao Xingxin, a member of the Party Committee and Deputy General Manager of
China Unicom Group, was investigated for serious violations of discipline and law.
Then, on September 30, Li Gang, leader of the Discipline Inspection and Supervision Team of
the Central Commission for Discipline Inspection and the National Supervisory Commission in the
Central Organization Department, was dismissed. Interestingly, Li Gang was stationed in the
Central Organization Department of the Central Commission for Discipline Inspection of the
and he was supposed to be a member of the Central Commission for Discipline Inspection.
However, after he was dismissed, it was the Organization Department of the Central Committee
of the Communist Party of China that held a meeting and stated that it
insisted on supporting the Central Committee's decision.
Therefore, some analysts believe that Li Gang's dismissal was the result of the power struggle
between the Central Commission for Discipline Inspection, controlled by Li Xi,
and the Organization Department of the Central Committee of the Communist Party of China
under Li Ganjie. Li Xi and Li Ganjie are both prominent figures close to Xi Jinping.
Chen Pekong told China News that Li Gang had actually been favored by Li Xi,
the secretary of the Central Commission for Discipline Inspection.
Another dismissed Deputy General Manager of China Unicom, Cao Xingxin, had worked in the
Organization Department of the Central Committee of the Communist Party of China
and was a subordinate of Chen Xi, the former head of the Organization Department of the
Central Committee of the Communist Party of China. Chen Xi was Xi Jinping's colleague at
Tsinghua University, where he helped Xi Jinping seize power, and he still holds his position
as the principal of the party school. In other words, the two fallen officials,
Li Gang and Cao Xingxin, are both close subordinates of Xi Jinping.
Chen Pekong believes that it is possible that political elders and other factions
at the Third Plenary Session of the Central Committee of the Communist Party of China
attacked Xi Jinping, saying,
You look after others but not yourself. Your Xi faction has so much corruption and so many
problems. Why don't you investigate them? Perhaps Xi Jinping has no choice but to concede.
Chen Pekong said,
Xi cannot directly influence the members of the Politburo and the Standing Committee
of the Politburo and hand them over, but he may hand over ministerial-level officials and
cut ties with them or betray them. In the past, the Xi faction targeted its rivals,
but now the Xi faction is also being targeted. This shows, to a certain extent, the weakening
of Xi Jinping's power. Chen Pekong also believes that the appearance of CCP elders at the National
Day reception further demonstrates Xi Jinping's weakened position.
Chen Pekong noted that on September 20, a celebration was held to mark the 75th anniversary
of the founding of the CPPCC. The three former CPPCC chairmen, Jia Xinglin, Yu Zhengsheng,
and Wang Yang, all attended, but their names were not mentioned at all in the official media
reports. The old leaders appeared en masse, and the official media announced their names one by one,
even broadcasting high-profile footage of Wen Jiabao and Xi Jinping together.
It appears that the status of political elders has changed, indicating that Xi Jinping now
needs their support. This aligns with the ongoing political, economic, and diplomatic crises.
Chen Pekong believes that the shift occurred after the third plenary session of the 20th
Central Committee of the Communist Party of China in July, when Xi's power was weakened.
At that time, even Cai Qi had to cooperate with other factions to sideline Xi in the media for a
period of time. Xi turned to political elders for help, and so the gathering of 23 former and
current members of the Standing Committee at one table during the National Day reception
may to some extent signify a return to collective leadership.
As Xi hollowed out the Politburo to push economic policies, is there a power struggle among the
princelings behind this? Before National Day, Xi Jinping, the leader of the Chinese Communist
Party, suddenly made a 180-degree turn and launched a series of heavy-handed policies
to stimulate the economy. What exactly caused Xi Jinping to change his position?
Recently, a theory has emerged. On October 3, Yuan Hongbing, a Chinese exiled writer,
revealed to Kanjongo that news from within the CCP pointed out two main factors that led to
Xi Jinping's sudden shift. One was that finances were depleted, especially the speed at which
local finances were being exhausted, which exceeded expectations. Even the police could
not be paid, and salary cuts were common. Internal resentment within the CCP was boiling,
and many officials used collective lying to resist, which made Xi Jinping feel a huge threat
from within the system. Another reason is that the unemployment situation has become extremely
dangerous, particularly the unemployment of college students and veterans, which is of great concern
to Xi. An internal report from Xinhua News Agency revealed that China's unfinished children are
establishing various quasi-organizations, such as alumni associations and unfinished children mutual
aid associations, to vent their dissatisfaction with reality. Unemployed veterans have started
robbing officials' families. These are the situations the CCP fears most. Because of these
threats, Xi Jinping is worried about a political collapse, so he had to make a 180-degree turn to
ease the crisis. Japanese veteran media person Nao Yaita recently wrote that Xi Jinping's
introduction of this round of economic stimulus policies completely ignored the third plenary
session of the 18th Central Committee and the Politburo. Nao Yaita wrote,
The third plenary session of the 20th Central Committee was held in July to determine the
economic policies for the next few years. According to the organizational structure
of the Communist Party of China, the guidelines set by the third plenary session must be implemented
by the party's Central Committee and the entire country. However, this series of rescue measures
actually negates the decision of the third plenary session. Not only that, but this rescue effort
actually started on September 23, while the Central Committee of the Communist Party of China
held an economic meeting of the Politburo on the 26th three days later. In other words,
Xi Jinping completely ignored the third plenary session and the Politburo meeting
and introduced the rescue policy. This, of course, may be because Xi Jinping has now achieved
one-man dictatorship. However, there may be another reason—a power struggle within the
Communist Party of China. This is also mentioned in the information revealed by Yuan Hongbing.
Yuan Hongbing said that China's financial and banking system has always been controlled by
the princeling families. Although Xi Jinping removed Xiao Jianhua and several others,
he has always tacitly allowed the princelings to use the financial system to make money.
However, the situation has changed recently. In the new round of rectification,
the authorities have confiscated the passports of 8,700 bank executives in the financial system
and restricted their ability to leave the country. This is Xi's preparation to confiscate
the princelings' wealth, so the princelings are preparing to fight back. Yuan Hongbing revealed
that a popular topic in Beijing's officialdom recently is that Xi Jinping wants to push the
Communist Party into the grave. He personally led the economy, and the economy fell off a cliff.
He personally led the epidemic prevention, but public resentment over three years of epidemic
prevention is boiling. He personally led diplomacy, but diplomacy made enemies everywhere.
He personally led the anti-corruption campaign, but the Xi family army became a corruption-stricken
area. These are the princeling families leaking information and preparing public opinion for the
next wave of attacks. Yuan Hongbing believes that in the future, the financial system will
erupt into a war between Xi Jinping and the red families.
