Thank you Mr. Speaker. Back in January when we came into session, I had a co-worker of mine
and a very good friend of mine that began to ask me about Senate Bill 89. And of course it was in
the Senate at that time. I didn't even know what the bill was. I began to look it up and read about
it. And as it made its way through the legislative process and the Senate committee on the Senate
floor, our committee, the House floor, it got passed. We were talking every day about this bill.
He was interested in this bill because he owned several farms in eastern Kentucky. And he just
wanted to build a pond on his property, but he couldn't do it. He wanted to build a pond and
put some nice water features around, put a dock out towards the middle. And he was extremely
interested in this bill. And so I would keep him updated. I texted him right before the veto break
and told him that we had passed it in the House. And he said, what's the next step?
I said, I'm sure the governor's probably going to veto the bill. And he said, well, what's
the next step after that? And I told him, well, we'll probably override the veto.
I voted yes today, Mr. Speaker, because my friend and my coworker took his own life last week.
And unfortunately, I don't get to report to him that this bill will now become law.
Thank you, Mr. Speaker.
