House Minority Leader Hakeem Jeffries and Senate Minority Leader Chuck Schumer
said on Tuesday that the Republican counterproposal on the Department of Homeland Security
DHS reforms was incomplete and insufficient. Republicans shared an outline of a counterproposal
which included neither details nor legislative text. The initial GOP response is both incomplete
and insufficient in terms of addressing the concerns Americans have about ICE's lawless
conduct. Democrats await additional detail and text, the top congressional Democrats wrote in
a joint statement. Democrats laid out a list of 10 reforms on DHS, including prohibiting federal
agents from entering private property without a judicial warrant, adopting a standardized use of
force policy, and banning agents from wearing masks during enforcement operations. They also
want agents to identify themselves, wear body cameras, and avoid sensitive locations like
schools and churches. The Trump administration had said at the beginning of February that all
immigration officers in Minneapolis would wear body cameras. The U.S. lawmakers passed a two-week
stopgap measure for DHS funding, which will expire on February 13. They have to reach a deal or pass
another temporary stopgap measure before that to avoid a partial shutdown of the Immigration
Enforcement Agency.
