Winter Damage on Roses and What to do About It

Garden life, what can I say: snow damage, voles, rabbits, wind. My poor roses don't look very happy right now. They didn't wake up from winter sleep, and there is a lot of damage to the canopy from all the snow we had. I am focusing my attention on two types of damage: to the canopy and to the roots.
