Thank you, Mr. Speaker. Senate Bill 11 is a proactive measure designed to strengthen
residential storm preparedness and expand access to life-saving storm shelter options
across the commonwealth. After the bill was filed, questions arose about the program's
funding source. To address that, a Senate committee sub was adopted. The sub clarifies
that no state appropriations will be used for the program. Instead, it is funded by an existing FEMA
program. This legislation was developed in response to concerns raised by local officials,
particularly my mayor from Morgantown, Mr. Billy Phelps, about access to storm shelters in rural
areas. Senate Bill 11 establishes the Residential Safe Room Rebate Fund, creates a pilot program to
help homeowners offset the cost of constructing or installing residential storm shelters that
meet nationally recognized safety standards. Under the bill, homeowners may receive a rebate
equal to 50 percent of construction or installation costs up to $5,000.
To qualify, the shelter must comply with FEMA and international code
council standards, and the homeowner must agree to make it available to members of the public
during a declared emergency. The Division of Emergency Management will administer the program
by developing the application process, verifying compliance with construction and permitting
requirements, and maintaining a public list of participating shelters, prioritizing applications
based on available funding. Senate Bill 11 is not simply a rebate program. It is a targeted
investment in community resilience. By incentivizing the construction of shelters and
encouraging shared access during emergency, this measure enhances local preparedness and helps
protect Kentuckians when severe weather strikes. Mr. Speaker, I move for passage of Senate Bill 11.
