There are 1,156 islands in the Marshall Islands and 181 square kilometres of land, scattered across nearly two million square kilometres of the Pacific. In the capital, Majuro, you can walk from the ocean shore to the lagoon in about four minutes. The highest natural point in the entire country is roughly ten metres, on an atoll where almost nobody lives.

So when the government asked its own citizens whether the answer to rising seas was to leave, and interviewed 1,362 people across fifteen atolls over 123 days, more than ninety-nine percent said no. The plan that followed proposes lifting whole districts of Majuro and Ebeye by up to twelve and a half feet, and dredging a new island larger than Central Park out of the lagoon floor.
