But when disaster struck, Nepal says the warning never came in time.

This investigation also reveals the stark contrast that followed. Nepal mobilized tens of thousands of rescuers, continued updating the public, and allowed journalists into the disaster zone. In Tibet, videos were deleted, casualty information remained tightly controlled, and independent reporters were kept out.

One Nepali principal acted on a single phone call and evacuated nearly 1,000 students minutes before their school was destroyed. His decision showed exactly what a timely warning could have accomplished.
