Right now at six, first President Trump's
massive triumphal arch was approved by the
National Capital Planning Commission.
And then it was blocked by a federal judge overnight.
Our Fox 5 team live with where things go from here.
Speeding complaints on the WNOD trail in
Arlington. We're live with the new e-scooter
and e-bike restrictions that could soon be enforced.
Parts of the DMV waking up to some showers this morning,
maybe even some thunder overnight.
But will it clear up in time for the weekend?
Caesars tracking your hour-by-hour forecast
as Fox 5 Morning at 6 a.m. starts now.
Well, the good news is it's Friday morning,
and it's always great to be with you each
and every day of the week.
What's different is we have rain still coming down
in some places, and it's been a while
since we've been dealing with that.
We got it.
A little raindrops to contend with,
but it won't be all Friday, right, Cesar?
No.
Good morning.
Good morning, anyway.
Good morning.
Good morning.
Yes, we are hoping that it is not going to be all day,
and that's exactly what we're
going to get, right?
Okay.
So that's going to be the good thing.
It's some early rain showers throughout most of this morning.
So as that cold front continues to slide towards the east
and draw in some of the cooler air,
that's going to be the setup that we continue to see.
Good thing is, though, by the late morning hours,
we should get rid of most of the heavy rain and start to.
At least break up some of this cloud cover as well.
We're going to talk about that and how
it impacts the weekend forecast here
coming up in a couple of minutes.
Annie Mae?
All right, 6 o'clock, taking a look here
at your Friday morning commute.
If you are getting up with us right now,
we do have a major incident to talk about
in Stafford, 95 traveling northbound through your main lane,
still looking at that closure due
to a crash investigation before Virginia 610.
You will see about an hour and 15 minutes in terms of your delays
to even kind of get to that detour from Centerport Parkway.
You can start the diversion there from around Courthouse Road.
You go to U.S. 1 northbound and then you can rejoin 95 northbound
if you want to do so after the detour there
or use the express lanes or use U.S. 1 as an alternate.
Back to you.
A federal judge has barred the Trump administration from beginning
any construction work on President Trump's triumphal arch.
Yeah, this news coming down just hours ago after
the National Capital Planning Commission approved the project.
Let's get back to Mel back in Arlington
with details that seem to be changing by the day.
Mel.
Yeah. So this is just a brief reprieve.
The temporary restraining order blocks the
administration, the National Park Service
from beginning any construction or preparation work
here at Memorial Circle just for the next 14 days.
You know, protest groups, they gathered
once again yesterday here at Memorial Circle to watch
and participate in the final approval
meeting that was held online.
Despite more than nine hours of public comments, most in opposition,
The National Capital Planning Commission.
And I also want to say
that this arch does
not represent
partisanship
or politics.
The courage of those who serve,
the sacrifices of those who never came home,
and in a greater sense, the triumph of the American spirit.
This arch would dishonor America, our ideals and our laws.
We should honor the 250th anniversary
of the Declaration of Independence by upholding
the rights of the American people and their
votes on Tuesday night,
rather than indulging a president who thinks he is a king.
Construction crews were set to move in as soon
as the approvals and permits were given.
The plan calls for job site trailers,
light towers, generators, tower cranes, forklifts,
drill rigs, and concrete pumping systems.
Work would be year-round, 20 hours a day, for more than three years.
Now, the judge did find substantial risk
of immediate harm if that construction were allowed
to begin.
Representative Don Beyer,
who represents this area of Arlington, also said that they need
to stay vigilant on.
And he says Congress needs to move forward with a law
to prevent these sorts of presidential projects from happening.
We'll send it back to you, Marissa.
Thank you, Melanie. Developing in Prince George's County,
human remains discovered inside of a
burned out car. Officers from Maryland National Capital Park Police
and Prince George's County
Police made the discovery last night
at Whitfield Chapel Neighborhood Park. Authorities are now
investigating the circumstances that led up to that vehicle fire.
The man accused of beating
his two-month-old stepdaughter to death
is expected in court today. Police say Demetrius
Beatty severely beat Kamaya Honesty inside
their Navy Yard apartment in August.
Investigators say he later tried to blame
the infant's death on his seven-year-old autistic stepson,
but a forensic pathologist reports
that the injuries could not have come from a child.
The D.C. Democratic Party has officially appointed Jamal Holtz
as interim at-large councilmember.
Party officials calling for Holtz to be sworn
in immediately to fill the vacancy left by Robert White.
Holtz is a fourth-generation Washingtonian
and president of the D.C. Young Democrats
with a long track record working
in city government and community advocacy.
Under the home rule charter, he would serve
in a temporary capacity until a special election next year.
It is 6.05 on your Friday morning, a live view out in Fredericksburg,
Virginia, and some rain outside today, Cesar.
It certainly is a wet start to the day, Marissa.
We continue to see that, you know what, we've needed this.
It's been a while since we've seen some rain.
It's been since, I believe, close to mid-October,
just about the last time we got measurable rainfall in the region.
Unfortunately, it looks like DCA
was the least amount of rain out here, right?
0.04 inches measured at DCA.
So, yes, there has been some heavier
rainfall throughout parts of the morning,
but that won't be registered until tomorrow's almanac,
so we'll have to see exactly how much we get in total.
But for right now, satellite and radar are still showing
that we do have some rain showers popping up.
Not necessarily too bad out there.
Heavier stuff, though, is further north,
so we're not dealing with as heavy of rain showers
so far for us this morning.
We continue to see that it is still a little drier.
We're out there. Don't be surprised if you still see a few raindrops.
Temperatures quite mild, though. 68 degrees at DCA with winds out
of the northwest at about 14 miles an hour. We're going to talk about
the weekend forecast here coming up in just about a couple of minutes.
But if you want to jump ahead to that, well, go ahead
and download the Fox local app using the QR code on your screen.
And that way you're able to make sure to have
that forecast with you wherever you go.
And I believe we're going to go ahead and do some shout outs. Now,
let's take a look at what we have going on here. Of course, we have.
From Kiona, in Washington,
my brother came home to D.C. for my 48th birthday.
What? Oh, look at that. What an amazing little surprise, right?
Always great to see that.
If you want to get a shout-out,
use the ScanMe QR code up there in the top right corner.
All right, from Victoria in California, Maryland,
good morning, happy birthday, Nat, and enjoy your day.
Look at that. What a pretty picture. Not too bad out there.
Hopefully, of course, we get rid of this rain for these birthdays and
you guys enjoy more sunshine out there as you head into the weekend.
All right. Thanks, Cesar. 607. Take a look in Stafford once again.
Some major incidents we're looking at. 95 northbound there.
Your main lanes looking at that closure due
to a crash investigation going on before Virginia 610.
So traffic is being diverted in the area because it is closed.
That's on to eastbound Virginia 630 Courthouse Road.
Then to northbound at US 1. If you want to take that this morning,
you can take that all the way up and then, of course,
around the scene and then rejoin 95 northbound if you want to do so.
That's one of your options. You can definitely take the express lanes
if you want to do so this morning as well or just take your
U.S. 1, wherever you do need to go.
So it's going to be about an hour and 30 minutes in terms of your
delays to even get to that detour from around Centerport Parkway.
Moving on to U.S. 1 northbound, this is your drive time
if you do want to take that this morning.
It's going to be about 22 minutes at State Shopper Road, Virginia 610.
The drive time in between the two is starting to increase
because everybody's having the same idea,
of course, to get around that incident 95.
Final time here in Manassas 66,
traveling east, a crash after Sudley Road.
That's going to be moved over to the right shoulder
and not really slowing you down too much.
Not much, just basically besides the scene.
Back to you.
At some point, did you start to cut the body of Mamta Khalsa?
Yes.
And what do you
remember about that?
Just make a smaller size so that it fit on the can.
Shocking moments in an arrest spot
murder trial in Prince William County.
Brought to you this yesterday as we learned of it,
the Manassas Park man admitting to dismembering his wife's body,
but he does claim his wife died by suicide.
Now, this was his second day on the stand telling jurors gruesome
details, testifying that he did the dismembering in the bathtub.
But also detailed how he talked to the couple's daughter about what
happened, telling her that her mother did not do a good thing.
That trial continues Monday.
Maryland Senator Chris Van Hollen telling Fox 5 he's exploring
a run for president in 2028.
Van Hollen says he's not looking to be the next Senate Majority Leader.
Newly elected Senator Abdul El-Sayed of Michigan is calling
for him to lead Senate Democrats instead of Chuck Schumer.
Van Hollen also did not commit to supporting Schumer.
Last night on Jim Locke's Final Five, Chief Washington Correspondent
at Midas Touch, Scott McFarland reacted to that idea.
I think it's important that the Senate Democratic Caucus have a full
and open debate before
we select the next leader, whoever that may be.
I don't think it should be automatic,
and I think we need to have a plan, and we need
to make it clear that we're gonna be united behind a common plan.
Chris Van Hollen is gonna become more powerful.
All the local Democrats, Virginia and Maryland,
are going to become more powerful.
They become chairmen.
They have gavels.
They have the ability to do the force
of legislation to make things happen locally.
So he's got some good time coming ahead.
So do the other Maryland and Virginia Democrats.
Senate Democrats will hold leadership elections next month before
the new Congress convenes
in January.

Enter the message, D.C. mayors.
Mayor has for you when we return.
