Russia has approached Vietnam with a request to lease its passenger aircraft, complete with crews and maintenance. However, any such deal would require the use of Airbus or Boeing aircraft, which would subject Vietnamese carriers to secondary sanctions, Euronews reported. According to media reports, the condition of the Russian aircraft fleet, seized from Western lessors in 2022, is deteriorating. Almost a fifth of the aircraft belonging to the country's largest airlines are idle.

According to Russian industry data, of the 673 aircraft operated by Russia's 11 largest airlines, 130, or nearly a fifth, are out of service. The normal downtime rate is approximately 10%.

Airlines outside the Aeroflot group are in an even more dire situation: 93 of their 322 aircraft, or almost a third, are idle.

Vietnam's flag carrier operates exclusively Airbus and Boeing aircraft, meaning any transfer to Russia would involve Western-made aircraft. This creates the risk of secondary sanctions, which prompted Ethiopia to reject a similar proposal.

Russia's request to Vietnam demonstrates the extent to which the condition of Russia's confiscated and "cannibalized" passenger aircraft fleet has deteriorated, the publication notes.

Euronews reports that before the full-scale invasion of Ukraine, approximately 850 of Russia's 900 commercial aircraft were American- and European-made Boeing or Airbus jets, of which approximately 85% were leased from foreign companies.

Due to sanctions, Russian airlines are forced to dismantle their confiscated aircraft for spare parts, further exacerbating their legal problems. The publication emphasized that, according to international airworthiness standards, each component must have a certified and traceable maintenance history.

Parts removed from aircraft lacking access to Western-certified maintenance networks cannot be legally used on aircraft operating internationally. However, Russia's aviation regulator, Rosaviatsia, issues its own certificates for such parts, which are not recognized by EU or US aviation authorities.

According to Russian media, the Russian ministries of transport and industry, together with the defense concern Rostec, are discussing the introduction of a new passenger tax to finance the purchase and operation of domestically produced aircraft.
