The date and time indicated on the video are July 31, between 10h30 and 11h.
According to Chinese netizens, the local government has never given any warnings or alerts.
Traffic was normal, including public transport.
While mixed water from the mud was rising in the streets quickly.
Vehicles have trouble moving forward only after a few minutes of rising water,
and a white car is blocked and then carried away by the currents.
