I'm Max Darrow and this is The Minute.
San Jose police are investigating a possible kidnapping.
Several suspects stole a vehicle
with the victim still inside.
This happened at North 5th and St. John's Street
around two o'clock in the morning.
Police described the suspect as 40 years old
with a medium build, last seen wearing dark pants
and a Raiders jacket.
Today is a first alert weather day.
An atmospheric river is rolling through the Bay Area.
It'll bring strong wind and rain.
Those winds could result in a few power outages.
Heavier rain is expected into the evening
and it is expected to hit the North Bay the hardest.
Police in San Francisco can begin installing
400 automated license plate readers throughout the city.
They're using money from a $17 million
state retail theft grant program to install the readers.
They're being installed due to retail theft,
car break-ins and sideshows.
