Amendment 1138 would eliminate the authority for the director of the Department of Ecology to enter into a linkage agreement and instead provides a process for the Department of Ecology to recommend to the Legislature that Washington enter into a linkage agreement and to publish a report containing certain details of the recommended linkage agreement, including the text of the proposed linkage agreement and projected revenue impacts from the linkage agreement.
The amendment failed 40-56.
B up speaker in September of 1960 I was
not yet born then by the way an
organization by the name of organization
of petroleum exporting countries was
formed well Madam speaker I can remember
gas
lines my I was small but I can remember
sitting hours in lines in California
waiting for our turn to get up to the
pump and I can remember when all of the
signs had didn't even have a dollar on
it you couldn't make gasoline a dollar
in the country because there was no$ one
dollar available for the gas stations
the pumps didn't even have a dollar on
them the highest they could go is 99 but
this organization formed and the
taxpayers and the consumers paid the
price Madame speaker this is a good
amendment that would allow this body to
be able to be the final Authority so
that the taxpayers and the consumers are
not paying the final price if anyone
looks at California Madam speaker it is
a dumpster fire everybody's leaving that
state their revenues are going
down they're hard to get insurance crime
is skyrocketing are we really are you
and I really wanting to run to link up
what somebody's doing bad I know you're
doing your best you want to run a race
you don't find the slowest person out
there and jump on their back and hope
they're going to pass a baton to them it
wouldn't work they're not doing a good
job of it we should not be doing a good
job or we shouldn't be linking up with
these folks who are just not doing a
good
job and at least with this amendment it
would allow this body to take a look and
say are we really doing a good job and
is this going to work out for us and
give the least our taxpayers the the the
citizens the people who elect you and I
into our positions the ability to look
at this one more time let's not hurt the
taxpayers and the people of this state
the consumers of this State
anymore this is a great amendment to
give us a little bit more opportunity to
look at this before they finally get the
highest prices possible thank you mad
speaker please vote Yes on this
amendment Madam speaker there are 40 Ys
56 Nays two excused the amendment is not
adopted
