Mr Speaker in the summer of 1787 55
delegates of the newly formed United
States intent upon establishing a
government that would stand the test of
time and protect the hard one Freedom
secured during the Revolutionary War
gathered at the Pennsylvania state house
in
Philadelphia the results of their
efforts our United States Constitution
Remains the Bedrock of our system of
government one rooted in equality under
the law and an unyielding commitment to
individual liberty with profound wisdom
the framers of our constitution divided
power between three separate and
co-equal branches and further between
the federal government and the 13 state
governments of the previous 13 colonies
ensuring that a government of the People
by the people and for the people would
remain accountable to its citizens from
whom all political power is derived the
resulting document our United States
Constitution was signed on September
17th 1787
but for for those of you that are
familiar with the name Paul Harvey
here's the rest of the story for the
Commonwealth of
Kentucky using the US Constitution as a
model the first Constitutional
Convention of Kentucky was called by
Colonel Benjamin Logan on December 27th
1784 in Danville at what wasin the seat
of Lincoln County
Virginia over the next eight years 10
constitutional con conventions were
called each time getting closer to a
viable
Constitution the state's first
constitution was accepted by the United
States Congress on June 1st
1792 making Kentucky the 15th state of
the United States of America since then
the Kentucky Constitution has been
Rewritten and ratified three times first
in
1799 1850 and again in
1891 so house resolution 74 recognizes
in the state of Kentucky that September
17th is UN is the United States
Constitution Day and June 1st is
Kentucky Constitution Day as I wrap up
Mr Speaker I think it's worth
remembering the words of the Preamble of
our current
Constitution we the people of the
Commonwealth of Kentucky grateful to
almighty God for the Civil political and
religious liberties we enjoy and
invoking the continuance of these
blessings do ordain and establish this
constitution Mr Speaker I move for
adoption
