The CCP plans to allow millions of party members and approved personnel to access the global internet to conduct coordinated propaganda and cognitive warfare. This strategic move, approved by Xi Jinping, aims to seize discourse power on international platforms, posing a significant threat to the information integrity and democratic values of free societies.
Hello everyone, welcome to Inconvenient Truths. I'm your host Jennifer Zeng.
China's Communist Party has just made a major new move. They plan to let millions of party members
flood the global internet. Free societies must prepare. How should we respond?
According to an exclusive story from Belgium's new Chinese-language media outlet Baodian Times,
the Chinese Communist Party's Central Committee has decided to allow two special groups to access
the international internet. This will happen under strict approval and close monitoring.
The first group is going-out personnel. These are people who spread CCP propaganda,
fight online opinion wars overseas, or handle national security and foreign affairs work.
The second group is inviting-in personnel. This mainly includes foreigners coming to China for
meetings and foreign staff in China whom the CCP considers trustworthy and safely controllable.
This big decision was made at the end of 2025. It serves the CCP's two main strategies,
going-out and inviting-in. The going-out group now covers a much wider range than before.
It includes full-time staff from party committees, governments, and public institutions.
It does not include temporary hires. It also covers people assigned foreign tasks
by party and government bodies, plus managers and researchers from state-owned enterprises.
These people will use mature cross-border internet data channels already operating in places like
Hainan Free Trade Port and Shanghai Pudong Free Trade Zone.
The application has four clear steps. First, the applicant's own work unit must conduct
a political review. Second, if they pass, the materials go to the Provincial Cyberspace
Administration for initial review. Third, after provincial approval,
the materials go to the National Cyberspace Administration for final review and filing.
Fourth, the National Cyberspace Administration then orders the National Computer Network
and Information Security Management Center to set up the connection, assign permissions,
and install monitoring. The CCP's Central Cyberspace
Administration stressed in its notice that this policy was discussed at a Politburo meeting and
approved by Xi Jinping himself. The notice demands that all regions and departments
hold the bottom line of ideological security and keep the string of national security tight.
Only people who are absolutely reliable politically may get access.
It also calls for strong mobilization and precise measures to quickly seize the
initiative and discourse power in the international internet opinion space.
This is to serve the CCP's so-called overall national work. At the same time, the CCP demands
severe crackdowns on ordinary citizens who use VPNs or other tools to access the international
internet without permission. It is worth noting that this work is moving slowly in actual
implementation. It has not yet been fully rolled out nationwide. Sources estimate that from the
time provinces submit reports to approval to the time a large-scale licensed access to the global
internet mechanism is formed for party members and special personnel, the earliest possible
time would be the fourth quarter of this year. After Baodian Times first broke the story on X,
it quickly drew strong attention. Former CCP official Du Wen, now living in Belgium,
commented that this is a major operation no less serious than an act of war. The CCP has over
100 million party members. If it releases just 10% onto the international internet,
that is 10 million people. If these 10 million or more well-trained, ideologically unified
CCP members organize to flood YouTube, X, Facebook, TikTok, Reddit, and other platforms,
they could launch coordinated propaganda, cognitive warfare, and opinion battles.
They might even carry out cyberattacks and information manipulation under the name of
national security. Existing recommendation systems and algorithms on these social media platforms
could be overwhelmed. Topic width could shift, and the information environment would be polluted.
Fake public opinion would be created, and overseas Chinese-language
discord could be taken over. Even the basic Western understanding of democracy, freedom,
human rights, and the rule of law could be impacted. This is not the usual
Little Pinks or 50 Cent Army going aboard. This is a national, party-level, organized,
large-scale landing operation in international opinion space.
Du Wen says its destructive power is no less than that of a war. The CCP is turning the global
Internet outside the Great Firewall into a new battlefield for its ideological war.
I fully agree with him. In the past, the CCP's online army mainly used bot accounts, prison
labor, and a limited number of paid commentators. Platforms regularly clean bots, and they are
easier to spot. But if 10 million or more real people with real identities come online,
platforms cannot easily remove real accounts or limit their speech under current rules.
The CCP can then use the very principles of free speech and platform algorithms to manipulate,
pollute, and disrupt public opinion worldwide and push its own agenda.
For years, the CCP has studied how to wage unrestricted warfare against the West
by using the openness of Western societies. Wang Huning, the CCP's top ideological strategist,
across three generations of leaders, visited America in the 1980s and wrote the book
America Against America. The cover quotes Lebanese diplomat Mohamed Safa, saying that,
if the United States saw what the United States is doing to the United States,
the United States would invade the United States and liberate the United States from the tyranny
of the United States. Wang Huning's book deeply analyzed American society as a body of
contradictions. It has greatly influenced CCP decision-making on how to use America's own
contradictions to end weaknesses against it. This latest CCP move is another serious challenge
to the international community. The CCP is best at concentrating power to do big things.
If it sends 10 million or more party members to do big things on global social media platforms,
governments and platforms currently have no or few good answers. That is why I am exposing this issue,
to remind the international community that we must find countermeasures. The CCP has used and
is still using low-priced products supported by state subsidies to dump goods in other countries.
This has crushed many industries in many countries. In the same way, if the CCP's
massive organized cyber army marches into the global internet and major social media platforms,
what kind of impact will it have? What will it do to these platforms, to the international public
environment, and to the freedom of speech that the international community is so proud of?
Right now, we still don't know. But I believe that we cannot overestimate the danger. Freedom of
speech is a core part of Western civilization and values. Sometimes it is the last line of defense.
If this line is broken or deeply polluted by the CCP, what will be threatened is Western
civilization itself and our current way of life. Of course, this move may also bring an effect
the CCP did not expect. Once these party members are allowed to go online legally and say information
that the CCP did not allow them to say before, what will happen? Will their thinking change?
Will they be shocked by the CCP's terrifying anti-human crimes such as forced organ harvesting?
Will their conscience be questioned? Will their communist face be shaken? Will their views move
closer to those of free societies? To be sure, the CCP is best at control. These people's lives
and families are still in the CCP's hands, so open resistance is not easy. But behavior is
ultimately controlled by thought. When a person's heart truly changes, that change will one day show
in their actions. At that time, whether this latest killer move by the CCP will backfile on itself
is still hard to say. In any case, the international community must not take this latest
CCP killer move lightly. There will eventually be a showdown between free societies and the evil
CCP. We must study this issue at the national security level and develop response strategies
as soon as possible. When necessary, we should fight back through legislation so that major
social media platforms have the basis to take corresponding actions. What measures do you think
free societies should take to respond to the CCP's latest killer move? Please tell us in the comments.
