Visits to the liberated territories by representatives of the diplomatic corps in Azerbaijan, led by Hikmet Hajiyev—Assistant to the President and Head of the Foreign Policy Department of the Presidential Administration—remain a subject of extensive discussion in Armenia. The visit, which was attended by representatives of 58 countries, especially the images from Shusha, and the diplomats' yalı dance have deeply disturbed Armenians.
It is no coincidence that the visit of representatives of the diplomatic corps accredited in Azerbaijan to Karabakh and East Zangezur is being discussed so widely in the Armenian media. We are talking about 150 diplomats representing 58 countries and 9 international organizations seeing firsthand the reconstruction process taking place in these territories of Azerbaijan. The images broadcast from Shusha, in particular, seriously contradict the perceptions of Karabakh that have been formed in Armenian society over the years. The main point that stands out here is that French Ambassador to Azerbaijan Sophie Lagut, US Chargé d’Affaires Amy Carlson, and the European Union Special Representative for the South Caucasus Magdalena Grono have become special targets in the Armenian media. Why these three diplomats? Because the three political centers they represent, namely France, the US, and the European Union, occupy a special place in Armenia’s foreign policy and security perceptions. The expectation of the Armenian media was that these circles would respond to the Karabakh issue in Yerevan’s "They should continue to approach it from the perspective of the Armenian side. The expectation of the Armenian side was that these three centers would not see Karabakh as an integral part of Azerbaijan. That is, they would practically demonstrate this. The anger is mainly related to this. However, the presence of these diplomats in the sovereign territory of Azerbaijan, including Shusha, and direct observation of reality creates serious psychological discomfort in terms of Armenia's information narrative."
The Karabakh issue is no longer a topic of international diplomacy that is evaluated only on the basis of information provided by Armenia. Foreign diplomats come to the territory, see destroyed and rebuilt cities, and witness the Great Return of people. This is an important factor that strengthens Azerbaijan's positions in the information war. This is precisely the root of the concern of the Armenian media. Because the image of Shusha is not just the image of a city. Shusha is a symbol of the Karabakh conflict. Today, the free presence of representatives of the diplomatic corps in that city, the dissemination of images of diplomats representing various countries under the Azerbaijani flag, is a demonstration of the new reality to the international audience.
On the other hand, this reaction can also be assessed as a problem of Armenia's adaptation to new realities in the peace process. On the one hand, Armenia talks about the peace agenda with Azerbaijan, and on the other hand, emotional and political reactions are given to the visit of international diplomats to our sovereign territories. This shows that certain contradictions still exist.
