The combination of growing anxiety, fear of a new wave of mobilization, strict internet restrictions, and large-scale political purges has triggered the formation of a new wave of emigration from Russia. The Independent has documented a marked increase in social tensions amid ongoing drone strikes and economic pressure. Although the current scale of citizen exodus does not reach the levels predicted by the chaotic exodus of 2022, sociologists and human rights activists are noting alarming trends. While there are no kilometers-long traffic jams at border crossings, and flights to visa-free countries like Georgia, Armenia, Kazakhstan, and Turkey remain affordable, internal tensions in society have reached a peak.
Yan Slowitsky, emergency assistance coordinator for the human rights project "Ark," describes what's happening as a "panic wave" of emigration. According to him, since mid-summer, the number of requests from citizens planning an urgent departure has increased almost eightfold compared to May figures.
The main catalysts for this process were rumors of an impending conscription, the consequences of the summer fuel crisis caused by drone strikes on infrastructure, and the transformation of the RuNet into a tightly controlled "digital prison."
For many Russians, the decision to leave their homeland is difficult, but it becomes the only way to preserve their freedom or safety. A 28-year-old marketer from Moscow told reporters that he was forced to urgently leave for the Georgian border, leaving his family and friends behind. He admitted that if not for the threat of internet blockages and political instability, he would not have decided to be separated from home for such a long time. The escalating repression has also affected civil society activists. Queer activist Daniil Neonov was forced to flee to Armenia after being arrested for displaying a T-shirt with symbols deemed "extremist" by the authorities. Other Russians admit they waited for positive change in the country for over a decade, but have become completely disillusioned by militaristic propaganda in schools and the complete destruction of institutions for free speech. The influx of Russians leaving has once again drawn attention to transit countries in the South Caucasus. Diplomatic agencies are noting a steady influx of migrants into Armenia and Georgia. The situation is also causing political tensions: a recent statement by Armenian Security Council Secretary Alen Simonyan about Yerevan's readiness to assist Russians evading conscription, if necessary, drew sharp criticism from the Russian Foreign Ministry.
At the same time, Western observers point out the specific motivations of those leaving. Most respondents are driven solely by self-preservation, fear for their own future, and a reluctance to be caught in the crossfire of repression, while avoiding publicly speaking out about the criminal nature of the ongoing war against Ukraine.
