We begin with a winter-like feel.
Let's take a look outside on this chilly Sunday morning.
It's been a weekend that feels more like December than October.
Today, temperatures are only expected to reach the high 50s.
Tonight, we're in the 40s.
And tomorrow, another chilly day before things are expected to warm up.
A desperate manhunt is underway following a horrifying,
deadly shooting on a crowded E-train.
Police are looking for this man in connection with that crime.
It happened yesterday afternoon at the 53rd Street and 7th Avenue stop.
Police tell us an argument between two people
on the E-Train platform led to the shooting.
We're told one of those men pulled out a gun
and shot the other man in the chest.
Here's what witnesses had to say.
The train came in, the doors opened,
and that's when you heard the pop, pop, pop.
People more or less know what gunshots is here in New York.
And it was like a stampede to leave.
Police are now releasing the name of the victim,
but they believe he was a man in his 30s.
We are following breaking news in Canada.
Officials there are saying multiple people are dead
and injured following an incident at a military base
in Alberta that caused a major fire.
The situation is described as very active
and an investigation is underway to determine the cause.
There's no word yet on how many people were killed
or injured, no totals yet.
But a doctor at a hospital in Edmonton told Canadian media patients
are being brought to hospitals across the city.
And Pope Leo thanked thousands for their prayers
a short time ago at St. Peter's Square in the Vatican.
It comes just days after he underwent lung surgery
to remove a malignant tumor.
He was released from the hospital yesterday.
The 71-year-old pontiff says he plans
on gradually returning to his duties.
He added that last week's surgery made him feel especially close
to those who are facing illness.
And it's a not-so-spooky Halloween tradition.
The beloved 36th annual Tompkins Square Halloween Dog Parade took over
the East Village with adorable pups in costume.
Fox 5's Stephanie Bertini takes us there.
That's Onyx and Lila.
Dressed up like Beauty and the Beast,
Onyx and Lila are two of many dogs
participating with their owners
in the Tompkins Square Halloween Dog Parade.
So this time you dressed up like champions.
Yes, because we are champions.
From Pomeranians bringing that mixed energy to many different breeds.
Michael Jackson?
Yes.
Showing off their owners' creativity.
How did you decide on the costume?
I like, I don't know, I just feel like that was for her.
And she loves Minnie Mouse.
I have like a little Minnie Mouse
and she all the time like plays with her.
I was like, this year you're going to be Minnie Mouse.
This is an annual event for dog lovers
and those who love embracing everything Halloween.
It's grown every year, and so there's more and more.
We had over 2,000 participants join this year. It's pretty exciting.
Now in its third decade, this event brings together community.
With roots in the East Village, it's now one
of the most well-known Halloween-related events in the city.
There's something here for everybody today,
no matter whether you have a dog or you don't.
I think there's a lot of people who will be inspired to adopt.
The parade running along Avenue B between 11th and 7th.
It all started at 11 a.m., but a lot of spectators, they got here
extra early to make sure they got a good spot to watch it all.
For some, this is their first time experiencing
this Halloween dog parade.
Yes, we're having so much fun.
For others, it's an annual thing.
I participated in it once.
Participated too?
What's your favorite part about this event?
seeing all the dogs, everybody, like,
come together in the neighborhood, it's really nice.
From dog owners to those who don't own any pets.
I don't have a dog either, but I'd like to come and watch them all.
The event attracts many of all ages.
Your favorite dog costume, have you seen anything special?
Yes, I've seen a lot of pumpkins and teddy bears.

It's an opportunity to start celebrating Christmas before Halloween.
Bryant Park's Bank of America Winter Village opens on October 28th.
More than 180 vendors will be there,
including some new ones like the iconic restaurant Serendipity 3.
In addition to a variety of food and shops,
the Winter Village is also featuring ice skating.
The 17,000 square foot rink is free if you bring your own skates.
And if that's not an option, rentals are available.
Now to a story you'll see only on Fox 5.
A New Jersey school admits
to enrolling more people than it was approved for.
Fox 5's Teresa Priolo is in Fairfield with this exclusive report.
How can you have 314 students in a building
when you're only allowed to have 90?
A stunning admission came not during a routine expansion request,
but during intense questioning by Fairfield,
New Jersey's planning board.
When I saw the need for these students
to have the right to be educated,
you know, I pulled the trigger and we have been operating with that.
The Islamic Education Foundation was seeking approval
to increase enrollment at its Al-Ghazadi
Passaic Avenue school to 400 students.
During testimony, board members discovered the school
was already educating 313 children,
despite having an approved zoning limit of just 90.
Even the school's own attorney appeared caught by surprise.
This is news to me, too.
The school took over this building in July.
Neighbors say they've been paying the price.
Ever since, describing traffic nightmares
and constant disruptions to their daily lives.
Passaic Avenue, four lane near highway, 400 students.
God forbid somebody gets killed.
Some are calling for the town to shut the school down.
They blatantly disregarded the rules,
the law, whatever, for 90 students.
They have 314 students in that building.
What if there's a fire?
Board members demanded to know why
the school has disregarded its approved limits.
The school's director defended the decision,
arguing that getting children into classrooms is their primary concern.
This wasn't a haphazard decision.
It was a decision based on educators
that understand that any misdeed in education
But it was not your decision to make.
It was not your decision to make.
Officials also raised serious safety concerns.
What would happen if emergency responders arrived
expecting 90 students, but instead found more than 300?
An emergency fire inspection Wednesday found no imminent hazards,
but the school remains in violation of its zoning approval.
Summons have been issued. The town says it's now pursuing
this administratively and in municipal court.
In a statement to Fox 5, the school argues its 90-student limit
was tied to the previous school's program for at-risk youth,
not the building's safe occupancy capacity.
Adding, quote, we reject the characterization
that we acted recklessly or dangerously.
We respect the town's approval process and are
pursuing our right to use the building to its lawful capacity.
We thank the town for its
cooperation and fairness as we work together to resolve the matter.
At this point, the school's
application to expand is pending.
The matter goes back before the board on November the 10th.
The public will also have a chance to sound off at that hearing.

Hyundai announces a major vehicle recall.
It affects nearly 95,000 Hyundai Genesis and Genesis G80 models.
The company says the electric switches used
to adjust seats in the vehicles
can become dislodged and damaged and overheat, sparking a fire.
Warning signs include a burning odor
and seat control switches that just don't work.
federal officials warn owners to park

on long island took an unexpected turn when a

the video that scored more than 18 million views
I did not think he could play.
He was moving like Michael Jackson.
These teenagers assumed cops were blowing the whistle on their practice
until an officer stepped up to take this shot instead.
I thought they were gonna like kick us out and say,
you're not supposed to be here this late.
I approached them and I was like, hey, who wants to play me 1v1?
He's one of my good friends, even off duty.
I was like, hey, should I go score like some penalty kicks on them?
I know he's very good at soccer. I dare him to go score on some kids.
kids. He was like, you won't. And then he was like,
I dare you. I was like, all right. Turns
out the man behind the badge is a former college star
who still has game. Never practiced with the
uniform on. I took my glasses off.
I was like, yeah, I'm not challenging him. The next day I
woke up and I saw it just everywhere.
And I was like, like, wow, we're famous. Did you think it
would go viral? No, I didn't. Not at all.
I never expected it to go up to 18 million views. A
Brazilian news network posted it and I was like confused.
I was like, whoa, how did that get up
there but uh it's definitely awesome
this is the picture taken the night it started and this
picture just two weeks later same players different day
but the biggest win actually has nothing to do
with the score their reaction was definitely priceless
and it's definitely gonna be a core
memory for me and hopefully for them too
when you're 17 18 years old and you see a cop climbing
a fence your first inclination is to run away uh
that would certainly would have been mine at that
age. I'm very, very happy that they didn't do that.
They stayed. I know I had a good experience
with them. A rematch anyone?
Hey, I wouldn't, I wouldn't be opposed to that. I need that rematch.
I was not expecting those kills out of him at all.
What started with 16 teenagers worried about a
curfew ended up inspiring a few of them to follow in their footsteps.
I want to be cops like them
one day too, because I like helping people too.
On Long Island, Jody Goldberg, Fox 5 News.
What a great story. First responders and military members hitting
the ice today in New Jersey for bragging rights and a good cause.
It's the fourth annual Heroes Cup hockey tournament benefiting
the Tunnel to Towers Foundation.

NYPD and the U.S. Coast Guard,
but it has now grown into a 16-team tournament spanning
the entire East Coast.
Over the past three years, the Heroes Cup has raised nearly half
a million dollars for the Tunnel to Towers Foundation.
And don't go away, we'll be right back.
But first, here's your seven-day forecast for the week ahead.
