Renewed Ukrainian attacks on Russian oil refineries have threatened the restoration of fuel supplies to Russia, Bloomberg reports , recalling the country's worst gasoline shortage in decades.

Starting on Friday, attacks were launched on Russia's largest oil refineries in Ufa, the Volga region, and the Samara region. Journalists estimate that the extent of the damage is still unclear. However, the strikes "highlighted the fragility of the recovery of Russian oil refining." They believe that the strikes have forced the suspension or reduction of oil refining capacity.

Consulting firms cite data showing that even before this series of strikes, average processing rates remained significantly below seasonal norms. "This leaves Russia's domestic fuel market vulnerable, even though the long queues at petrol stations, the most visible signs of the summer petrol crisis, have now disappeared," the article says.

The authors added that the gasoline crisis was partially resolved thanks to fuel supplies from abroad and the partial restoration of capacity. However, gasoline prices remained, on average, 20 percent higher than at the beginning of the year. As the authors noted, to overcome the gasoline crisis, Russia had to resort to increasing imports, limiting fuel exports, and paying billions of dollars in subsidies to oil refineries to restore supplies. The authors cited data from the analytics company Kpler, which showed that in October, Russia received approximately 89,000 barrels of gasoline per day by sea. This is approximately nine times higher than the July level.

"Between July and October, seaborne gasoline imports totaled 7.79 million barrels, with Türkiye, Morocco and India the main suppliers," analysts calculated.

Russia also expanded its overland imports, importing fuel from Belarus. It also banned most diesel and gasoline exports, only loosening them slightly as part of the "diesel deal" with US President Donald Trump. As a reminder, drones attacked the Northern Industrial Zone in Ufa, Russia, where three oil refineries are located close together. A fire broke out after the attack. The Ufa oil refinery complex is one of the largest in Russia. It consists of three plants owned by Rosneft. Together, they can process up to 23.5 million tons of crude oil per year. The complex produces Euro-6 gasoline, diesel fuel, aviation kerosene, and industrial oils. On November 1, the LUKOIL-Nizhegorodnefteorgsintez oil refinery , one of the largest in Russia, was attacked and damaged in Russia's Nizhny Novgorod region . It produces fuel and lubricants. The plant's capacity is approximately 17 million tons of oil per year, or approximately 340,000 barrels per day. On November 2, an attack on the Samara linear production and control station was reported . This is one of the largest tank farms in Europe. The station has 71 tanks and a total storage capacity of over 1.6 million cubic meters of oil.
