Reuters reports that Rosneft's Syzran and Saratov oil refineries have suspended operations following attacks by Ukrainian drones. Three industry sources told the agency this. According to sources, the Syzran Oil Refinery was shut down on Tuesday. A drone attack damaged several facilities at the refinery, including the main crude distillation unit, CDU-6, with a capacity of 17,100 tons per day. It accounts for approximately 71% of the refinery's total refining capacity.
Repairs to the Syzran Oil Refinery, according to Reuters sources, could take at least a month. The situation is complicated by the fact that the second crude distillation unit, CDU-5, with a capacity of 7,100 tons per day, or 29% of the refinery's capacity, was already undergoing repairs following the previous drone attack in July. This means that after this latest strike, the Syzran Oil Refinery has effectively lost both of its main refining units. This is a significant blow for Russian oil refining: this is not a fire at a secondary facility, but damage to equipment without which the plant cannot process oil properly. According to Reuters, the Saratov Oil Refinery suspended oil refining on September 11 following another drone strike. Sources reported that the refinery had already suspended operations on September 8 due to equipment damage and fires from the previous attack, and was preparing to resume refining on September 10-11, but the new strike again shut down the facility.
These shutdowns are a continuation of a series of attacks on Russian refineries: Kyiv is consistently targeting primary processing units, which are crucial for the production of gasoline, diesel, and fuel oil. The more such units are down for repairs, the greater the pressure on the Russian fuel market. Recently, Ukrainian Defense Forces struck Slavyansk Eco refinery in Krasnodar Krai and the Taneko refinery in Tatarstan were hit. The operation to destroy Slavyansk Eco was carried out by military intelligence—the Main Intelligence Directorate of the Ministry of Defense. According to their data, the facility sustained significant damage. "A key oil refining facility and a storage tank farm at the plant, which is fueling the criminal war against Ukraine, have been damaged. Thick smoke and the glow from the massive fire at the Russian refinery are visible for tens of kilometers," the intelligence officers reported. The strike on Taneco in Tatarstan was carried out by Ukrainian Special Operations Forces. The drones flew approximately 1,200 kilometers before hitting their target. "Taneco is one of the largest and most modern oil refineries in Russia. Its design capacity exceeds 16 million tons per year... The refinery's output meets the needs of the Russian Armed Forces, and its exports replenish the aggressor's military budget," the Special Operations Forces said. According to the General Staff, a fire was detected in one of the fuel tanks at Taneco.
