Russian dictator Vladimir Putin has made no public announcements about his successor, but within the Russian government there are several figures who could be considered potential candidates for the presidency. Washington Post journalist Mary Ilyushina, who specializes in Russia, identified seven such people.
The author notes that Putin has deliberately left the question of his future successor open for many years. The system of power he created concentrates key decisions around the president and does not allow any single official to accumulate sufficient independent political influence to become the obvious heir. As a result, various groups within the Russian elite – security forces, military personnel, officials, and representatives of large business clans – retain their own interests and potential contenders. The author names current Prime Minister Mikhail Mishustin as first on the list of candidates. His position differs from the other candidates in that he is formally first in the constitutional line of succession. In the event of the early termination of the incumbent head of state's presidential powers, the powers of the presidency are temporarily transferred to the prime minister. This is precisely how Putin became acting president following the resignation of Boris Yeltsin on December 31, 1999. During his tenure in the government, Mishustin's influence expanded, including in the economic sphere. However, he is not part of Putin's security circle, potentially limiting his position among the most influential groups within the Russian elite. Another figure highlighted by the author is State Council Secretary Alexei Dyumin. His career is closely linked to Putin. Dyumin served in the dictator's personal security detail, then held positions in security agencies and the military. In recent years, Putin has promoted people from his former security entourage to high-ranking government positions, but Dyumin did not receive the post of defense minister during the 2024 personnel reshuffle.
A third potential candidate is Deputy Prime Minister Dmitry Patrushev. He is the son of Nikolai Patrushev, the former director of the FSB and secretary of the Russian Security Council, who has been a member of Putin's inner circle for decades. WP views Dmitry Patrushev as a representative of a new generation of influential Russian elite families. Another member of this influential family is Boris Kovalchuk, Chairman of the Accounts Chamber. He is the son of Yuri Kovalchuk, a prominent Russian businessman considered one of the most influential figures in Putin's inner circle and often referred to as the dictator's personal banker and close friend. The list also includes First Deputy Prime Minister Denis Manturov. For over ten years, he headed the Russian Ministry of Industry and Trade. Following the outbreak of full-scale war against Ukraine, his role in managing the defense industry has grown significantly. WP also considers Moscow Mayor Sergei Sobyanin a possible participant in the future "transition of power." He has held the post of mayor of the Russian capital since 2010. Prior to that, Sobyanin worked in Putin's administration and also managed Dmitry Medvedev's election campaign in the 2008 presidential election. Unlike representatives of the security bloc, Sobyanin is more closely connected to the managerial and economic part of the Russian elite. The seventh figure on the WP list was First Deputy Chief of Staff of the Presidential Administration Sergei Kiriyenko, who oversees domestic policy. Kiriyenko became Prime Minister of Russia under Boris Yeltsin in 1998, but held the post for only a few months. He later headed the state corporation Rosatom and then moved to the presidential administration. Kiriyenko is currently responsible for the Kremlin's domestic political agenda and the organization of election campaigns.
